RECOMMENDATION.
It is recommended that the City Council receive and file the Traffic
Commission's recommendation for the removal and replacement of a hedge at 2
Roundup Road to address driver visibility and for the Rolling Hills Community
Association to address the matter in recognition of the hedge being in the
easement.
BACKGROUND
The Rolling Hills Community Association (RHCA) requested the City to evaluate
driver visibility on Roundup Road for westbound traffic with regard to a hedge
in the front of 2 Roundup Road. The roadway is approximately 15 feet wide
with a center stripe. It is curved at 2 Roundup Road where the hedge lines the
north side of the roadway.
The City's Traffic Engineer visited the site and recommends, per the attached
report, removal of the hedge and, if planting is replaced, it be no closer than 3 ft,
from the location of the current hedge and no more than 1 foot high. The Traffic
Commission considered and supported this recommendation at its meeting of
September 25, 2008.

DISCUSSION
Roundup Road is narrow and, combined with the hedge along 2 Roundup Road,
driver visibility can be impaired for westbound vehicles per the City's Traffic
Engineer. This information has been provided to the RHCA who is responsible
for roadways and easements. The RHCA, in turn, will need to work with the
resident to address the situation.
NOTIFICATION
The Rolling Hills Community Association (RHCA) has been advised that this
matter is being considered by the City Council. Letters regarding this item have
also been mailed to residents on Roundup Road.
FISCAL IMPACT
There is no fiscal impact to the City associated with this action.

the removal of a hedge located adjacent to the roadway at 2 Roundup Road.

with the hedge along side of the road curve creates a visual obstacle for
westbound vehicles. The Traffic Engineer recommends removal of the hedge
and, if planting is replaced, it be no closer than 3 from the location of the current
hedge and no more than 1 foot high. This information has been provided to the
RHCA who is responsible for roadways and easements. The RHCA, in turn, will
be working with the resident to address the situation.

Residents on Roundup Road have contacted the Association concerning a possible safety
matter on Roundup Road. The resident has reported that visibility around the curve is
obstructed by a hedge along the roadside at 2 Roundup Road. The homeowners of 2
Roundup have agreed to remove the hedge, but would like to plant a new hedge
approximately five feet in from the edge of the pavement.
• The RHCA Board of Directors is considering granting permission to the homeowners to
plant the new hedge in the easement, but would like to confirm that it will not create a
new visibility problem. The Board of Directors would like to request that the City Traffic
Engineer take a look at the conditions and evaluate the road conditions and whether the
proposed hedge would create a traffic safety issue and limit visibility on the road.

This memo is prepared in response to the City of Rolling Hills Community Association
request to review the sight visibility at 2 Roundup Road due to the existing hedges.
Roundup Road is a 15-foot wide two-lane rural type roadway with some curvilinear
alignment; the roadway has white edge lines bordering each side and no center line
striping. Aligning the west side of the road are hedges.
Due to Roundup Road being so narrow, most drivers have to stop and wait for on-
coming traffic in order to drive on Roundup Road. The American Association of State
Highway and Transportation Officials (AASHTO) recommend the stopping sight distance
for a 20 mph road be 100 feet.
Based on my field observation northbound and southbound traffic have at most 25 feet
of stopping sight distance due to the hedges close proximity to the roadway as well as
the horizontal curve. Residents coming out of 2 Roundup Road and/or traveling
southbound can not see on -coming traffic and react fast enough to pull over and let them
drive thru.
recommend the hedges be completely removed to allow for better sight visibility. Any
landscaping in front of the house should be at least 3 feet back from the existing hedges
location and should not be more than 1 foot tall to avoid sight visibility problems in the
future.
