This letter is a follow up to my conversation today with Mrs. Cobb about the drains
located at the front of your property along the road.
The drains start at the road's edge and empty somewhere on your property. You
mentioned that you want them blocked off because there is a break in the drain and you
are concerned that the forecasted rain for today and tomorrow will cause water damage
on your property. I would like to clarify that the drains were not installed by nor are they
maintained by the Association. Due to the rain coming in today, the RHCA maintenance
staff will place some sandbags to divert the water away from the drain, but it is ultimately
your responsibility as the property owner to do the necessary maintenance on this drain.
Most drains in the community were installed by either the person who developed the
property, or by Los Angeles County. County drains are usually identified with a County
manhole cover or a mark in the concrete immediately adjacent to the drain or on the
cover. If your drain does not have this marking, it is likely a drain put in by the person
who built your home and it a private drain and the property owner's responsibility.
