You may recall, the Association's removal and excessive trimming of our trees
and shrubs over our protests in 2001, caused instability of our NE slope and the
loss of the privacy screen between us and our adjacent neighbors, the Fullers,
and our neighbors across the canyon.
On July 30, 2004, I received a phone call complaining about seeing a naked man
in our bathroom from across the canyon and I assured the caller this would be
taken care of. I understand this was subsequently made known to you.
Blinds are not a satisfactory option, but one-way glass shows promise. Would
there be any objection to replacing the 5 large and 2 smaller panes of glass
windows in the area of complaint, with one-way vision reflective glass? The total
combined area is approximately 34' x 8'.

We received your correspondence dated April 15, 2002 regarding view preservation in
the City. It appears that your comments have been directed to the Rolling Hills
Community Association Board of Directors regarding their view preservation policy.
The City maintains a separate view preservation ordinance. This ordinance was
adopted in 1988. Since that time, there have been two cases where neighbors have
implemented this ordinance for view restoration.
We appreciate you submitting your concerns in writing. Should you wish to discuss
this further, please do not hesitate to contact City Manager Craig Nealis. Thank you
again for your letter.

To the Board of Directors:
We request a 6-month to a year moratorium of the removal of landscaping, for instance,
trees, shrubs, hedges and easement clearing in the City of Rolling Hills.
Over the past few years, there has been a noted acceleration of landscaping desecration
in Rolling Hilis. Much of this has been due to the enforced enactment of the view
impairment resolution that was put into force in 1997. For many decades, there had
been little attention to the view preservation policy. Now it has become a serious issue
to all the residents of Rolling Hills. It is our understanding that the enactment of
enforcement of view preservation resolution was acted upon by the small committee of
the Board of Directors of the Rolling Hills Community Association. It did not come to a
vote of the residents to start enactment. Through apathy or no knowledge of the
resolution, tree and shrub removal gained momentum by a few of the residents who felt
they could enhance their property values at the expense of others. There had been
some who after years of living in Rolling Hills were encouraged by real estate agents to
prevail upon their neighbors to cut down their landscaping so they could gain a greater
financial advantage on the sale of their home. There are others who as recent residents
had been encouraged by the real estate agents to prevail on long-term residents to
remove any vegetation on their neighbor's property, yet the same new residents knew
upon purchase of the property what their vistas included at the time of sale. Those who
have had enforcement of greenery removal from their properties feel that their properties
have been severely devaluated. Friendly neighbors have become hostile to one
another. Not only do the adjoining neighbors suffer strained relations but other residents
are subjected to vistas of chemically burned re -growth, butchered trees, denuded
streets, exposed roofs and sometimes poorly maintained properties along with lack of
greenery as they drive or walk through the city.
It is sad to note that one of the residents, after almost a year of harassment, sold his
property in frustration because of continuing conflict. He purchased another property in
Rolling Hills where he hoped he could live in peace and not have to fight for his property
rights. This is a very sad commentary on the will and relentless persecution that he
suffered.

It is our understanding that the current view preservation enforcement in Rolling Hills is
the most demanding of all cities in Califomia. It is time for all residents to be
knowledgeable of the consequences to our community of destruction of landscaping and
to decide by vote as to whether this is their desire to continue or reevaluate the view
preservation/view creation regulation.
If it is the will of the people, by vote, after substantial study and discussion to continue
the current policy of the destruction of greenery in Rolling Hills, so be it.
We believe, it is prudent and incumbent for the Board to call a moratorium on the issues
of so-called "View Preservation".

Complaint was received on January 22, 2001 from the property owner of 6 Packsaddle Road
pertaining to a drainage issue.
According to the complaining party water from 2 Packsaddle Road was "gushing" onto 6
Packsaddle Road during the recent storm, as well as the rain we had in October. There is a wall
approx. 2' high between the properties that was supposed to contain the water to 2 Packsaddle
Road property. That wall is damaged (bricks removed) in two places and therefore the water goes
onto the adjacent property. The property owner is concerned that the water coming across his
property will damage his slope, as his property is lower than 2 Packsaddle.
In addition, the complaining party mentioned that the pool equipment on 2 Packsaddle is too
noisy and disturbs his peace.
Staff spoke to Mrs. Fuller, property owner at 2 Packsaddle. She did not really understood where
and how the water is going onto the adjacent property. Mrs. Fuller mentioned that water came
down from propertied above her, saturated her property in the rear and a lot of dirt, vegetation
etc.. fell into her pool during the recent rain. She feels that there is a drainage problem in the
immediate area and not just on her property.
I informed both parties that an inspection will be conducted within few days to determine and
evaluate the problem, if any.
Building Official (Walt Cook) and staff (Yolanta) inspected properties on January 24, 2001. We
spotted a short, approx. 8 inches high and approx. 2-3 feet long concrete flush wall( not brick)
between the properties. The wall is located on the side of 2 Packsaddle, behind the gate of the dirt
driveway, accessed through Packsaddle Road. There are two areas where there are openings in
that wall,( looks like it's been damaged by a car or removed).
According to the building official it is possible that those openings create the problem, as the
water could travel onto the adjacent property.
No other observations were made.
I called the property owners. I related our observations and recommended, politely, that Mrs.
Fuller repair.the openings in the wall.
