Once the City processes your request for the text amendment you would be able to apply for the CUP for the actual use/structures. Together with the Environmental Information, please submit a fee of $2,000 and a separate check for $1,876.75, which is Dept. of Fish and Game required fee, in case the City is required to conduct an EIR, which they have to review. If during the proceedings, an EIR is not required, a portion of this fee will be refunded to you. Both checks should be made to "City of Rolling Hills". For the zoning text amendment itself, please provide the City with a letter of request and detailed description of the proposed use. At this time we do not need the location or dimension of the structures, although a mention of it in the request letter could be made. In your letter, please explain the relationship you have with Fish and Wildlife, PVPUSD, other non-profit agencies and volunteers. Please emphasize that only volunteers would attend to the birds (not for profit agencies or paid employees), and describe any permits you already have, etc. The earliest this request could be scheduled before the Planning Commission would be on December 16, providing that I receive the requested information the first week in November. The subsequent Planning Commission meeting would be January 20, 2009. Please do not hesitate to call me if you have any questions.
