Based on said location, a retaining wall was necessary to allow a driveway to access the existing pad. Placing the home further north on the pad would place it in a deeper fill that may subject the structure to differential settlement. For this reason a retaining wall is proposed along the south side of the driveway. Such change will not be materially detrimental to the public welfare nor injurious to the property or improvements in such vicinity and zone where property is located because it provides use of the property which is consistent with the surrounding residential uses. The variance is necessary to allow access to a proposed single-family residence, which is a consistent use as determined by the Zoning and General Plan designations.
