This is a follow-up to our conversation on July 25, 2013 in my office about the City releasing
the $15,000 deposit certificate without undergrounding the utility wires from the pole
located in the street to your home.
I have reviewed the entire file including the most recent letter from City Manager, Anton
Dahlerbruch, dated August 25, 2011. This letter spells out that the deposit will be released
when the utility lines have been placed underground as required by the Municipal Code.
I would encourage you to begin the process of undergrounding as soon as possible so this
requirement can be met and the deposit returned.

Subject: Undergrounding of utility lines at 87 Eastfield Drive
Dear Mr. and Mrs. Brockway:
As you know, it has come to our attention that you have relocated/added to your electrical
panel, which triggered the requirement to underground the utility lines from Eastifled
Drive to the electrical panel.
Thank you for your correspondence dated August 16, 2005 regarding your request to post
a bond in the amount of $15,000 for future undergrounding of the utilities at 87 Eastfield
Drive. Once you obtain the bond, please deliver/mail a copy to the City of Rolling Hills.
We are, hereby, approving your request to continue the overhead utility lines for five to
seven years from the date of this letter, or until you begin remodel of your property,
whichever comes first.
We urge you to initiate your plans for remodel/addition, so that you can comply with
placing these utility lines in an underground configuration.

We are writing this Ietter pursuant to the recent meeting at our home, 87 EastfieId Drive,
Rolling Hills. On March 21, 2005, I had the electrical permit for our property pulled, as
well as speaking with a representative from the Edison Company, regarding updating the
electrical work at our property. At no time did any representative from any city or county
entity advise that the electrical upgrade was required to be run underground. Only after
we had completed the electrical upgrade for the original existing electrical panel were we
advised of this requirement.
We are respectfully requesting that this requirement be waived. We have attached an
electrical work estimate, and are willing to post a bond based on this estimate. The bond
would be in effect for a period of 5 to 7 years, or until we begin a major remodel at our
property or whichever comes first. Thank you for your attention to this matter.
