Reconstruction of stable:
Dear Mr. Adler:
I understand that you are planning to rebuilt your stable that was lost in the August
fire.
This letter is to inform you of the process for reconstruction of accessory structures
damaged by fire or other natural disaster. Pursuant to the Municipal Code Section
17.24.050(B), if your stable structure was non -conforming with the current
regulations, for example, if it was located in setback(s) or less than 35 feet to the
residence, you may reconstruct the stable in its pre -fire size and location within two
years of the damage, nroviding that such destruction does not exceed 50% of the
assessed value of the structure. Construction that would involve additional square
footage or different location or if the damage is greater than 50% of the assessed
value of the structure would require that you meet whatever regulations exist at the
time of the proposed construction. That could include a Conditional Use Permit
approval, if the proposed regulations for stables that were discussed at the May 24,
City Council meeting, are adopted and become effective prior to your start of
construction. You would also be required to have the structure approved by the
RHCA and obtain building permits.

17.24.050 Reconstruction. A. Residential Struc-
tures. Any nonconforming primary residential structure in
the RA-S zone, which is damaged by fire, explosion, earth-
quake or other casualty or act of God or the public enemy,
may be reconstructed to the conditions that existed prior
to the casualty, provided the structure existed as a le-
gally established structure. An addition not to exceed
twenty-five percent, or less than one thousand square feet
of the original size of the house, whichever is greater,
may be allowed, provided the added area complies with the
provisions of this title. All such construction or re-
pairs shall commence within two years from date of damage
and shall be diligently pursued to completion. Otherwise,
the legal nonconforming status shall be lost.
B. All Other Structures. Any nonconforming struc-
ture, except -as defined in subsection A of this section,
destroyed by fire, explosion, earthquake or other casualty
or act of God or the public enemy may be restored, and the
occupancy and use of that structure resumed, provided the
structure existed as a legally established structure and
provided such destruction does not exceed fifty percent of
the assessed value of the structure. The records of the
Los Angeles County Assessor for the fiscal year in which
the destruction occurred shall be used in determining the
assessed value, and said value shall include only property
improvements. All such construction or repairs shall com-
mence within two years from date of damage and shall be
diligently pursued to completion. Otherwise, the legal
nonconforming status shall be lost.
C. Site plan review, or other discretionary permit,
shall not be required for reconstruction as set forth in
subsections A and B of this section. (Ord. 295 §7 (Exh. B
(part)), 2004: Ord. 239 §11(part), 1993).
17.24.060 Maintenance. Ordinary maintenance and re-
pair of a nonconforming structure or of a building con-
taining a nonconforming use shall be permitted as neces-
sary to ensure the protection of general health, safety,
and welfare. Ordinary maintenance and repair includes
painting, plumbing repair and repairs necessary to meet
property maintenance and public health regulations. (Ord.

Thank you for obtaining a City of Rolling Hills Construction and Demolition Waste Permit for 22
Cinchring Road. With issuance of the permit and your commitment and cooperation, we look forward
to accomplishing the recycling and diversion goals that the permit is intended to achieve.
As noted in the permit application, please be mindful that within thirty (30) calendar days following the
completion of each construction project for which your permit is issued, you are required to submit
documentation to the City of Rolling Hills demonstrating that at least 50% of the construction and
demolition waste generated from the project is not disposed at a landfill. Satisfactory documentation
of compliance is necessary for final inspection of the construction project and, if applicable, the
issuance of a certificate of occupancy. In other words, your failure to comply with the
recycling/diversion requirement will cause the City to withhold from your clients final approval of the
construction project you are servicing.
Enclosed you will find a "Recycling and Waste Reduction Compliance Report" for you to document the
disposal of your construction and demolition waste. The form must be supported and accompanied by
originals or photocopies of receipts, weight tickets, invoices or other records of measurement from
recycling companies, the landfill and/or disposal companies. It is strongly recommended that you
submit this form as frequently as you dispose of construction and demolition waste rather than
wait until the end of a project. This will avoid complications with final inspection of the project and
with you and your client. Additional forms can be obtained at City Hall or on the City's website at
www.Rolling-Hills.org.
Please be aware that your permit will expire on April 14, 2011 at which time a new permit will be
required. If the conditions of the permit are not followed, the permit will not be renewed or could be
revoked mid -year.
Recycling is important not just for extending the usefulness of landfills; it is valuable for sustaining the
