I reside at 38 Chuckwagon and I would like to apprise you of a developing situation:
On the night of March 5th, I entered the visitor's side of Eastfield gate. A car was ahead
of me and departed as I pulled up. I chatted with the gate guard and then departed for
home. The first car apparently stopped and waited for me to catch up. The driver then
proceeded at about ten mph, slowing down at each driveway as if looking for addresses.
Normally when someone is searching, like he apparently was, they pull over so as not
to impede traffic. This driver did not. Instead, he went slower and even turned down
Chuckwagon in front of me. He pretended to pull over and as I was passing, he tried to
get me to hit him. He then followed me home.
The next Saturday, the gate guard informed me that this guy had reported me. He
apparently feels that the posted speed limit on Eastfield is too fast and is attempting to
control it in the manner described (I understand that he does the same thing to drivers on
PV Drive Fast). In the course of our conversation, it was evident that the gate guard had
given this driver my name. I told him that if he gave him my name, then I need to know
his (it is Hinkle). The guard also informed me that the driver was upset with my son (he
seems to target trucks for his attention) and that he was planning on stopping one of us
for a "confrontation".
In discussing this with my son, he told me that Mr. Hinkle had done this to him on
several occasions and may have followed him home twice.
If correct, I think this qualifies as "stalking".
I believe the City should take measures to prevent this man from impeding cars on our
streets. I, furthermore, feel that because he has delivered threats to my son and me
through city employees, who in fact contributed to my insecurity by revealing my name,
that the city should assist me in mitigating the situation.
