This letter is to confirm that we will be installing Louvers over our four dormer windows in conjunction with
the re -roofing of our home. The Louvers that we will be installing are the one sold by Larson Shutter (or
similar) and look like the picture below. These are non -open able louvers and will be painted white to
match the house.
I will submit picture of the dormers prior to covering the opening and after completion of the installation of
the louvers. The louvers will be installed at the same time as the roofing and should be completed within
the same time range.

This is great.
I will ask the City Manager, Tony Dahlerbruch, to go ahead and stamp re- roof
permission in my absence. You must get the roof approved and permit issued from
RHCA (Kristen) first and then come over to City Hall for stamp. Then you will need to go
to Lomita to Building and Safety to actually pull City/County building permit. Please also
give Kristen a copy of the letter, and I will let her know that the City is fine with the
solution.

I've attached a letter that I believe includes all your
suggestions and recommendations. I'd like to get started
on the roofing right away as I really want to beat the rain.
With the receipt of this letter is it possible for someone else
in your office to approve the roofing contractor in your
absence? I believe he wants to get started next week.
Also, if you approve the attached letter I will go ahead and
order the louvers this afternoon so that they arrive in
conjunction with the roofing. We will actually want to
install them first, prior to the roofing, since you are not
suppose to walk on the new roofing materials.
Please let me know if the letter meets your approval, and if
not, what changes I can make.

In response to your question regarding the subject lot and
construction at the subject site or anywhere else in the Flying
Triangle Landslide Area (Exhibit A attached), let me state the
following:
1. The lot is located in the Flying Triangle Landslide Area.
2. City and County permits are required for any remodeling or
repair of existing structures.
3. New structures would require a soils and geology report, Site
Plan Review by the Planning Commission, City and County
permits, and, as with any construction, must prove stability.

Recently, the City requested that Mr. and Mrs. Kenneth Thomas provide an
Erosion Control Plan certified by a civil engineer to correct the flow of mud that
flowed onto the roadway pavement at their property at 54 Portuguese Bend Road
on February 12, 1992. We have also requested that Mr. and Mrs. Julian Tielens,
property owners of 3 Wrangler Road, to provide an Erosion Control Plan certified
by a civil engineer before continuing further grading at their property.
We know that certain areas of the City are susceptible to mud flows during
heavy rainstorms and are aware of the recent closure of Bowie Road on March
20, 1992.
This memo is intended to alert you to the City's request of the Thomases and
Tielenses, and also to ask you to let us know of any other areas where mud
flows onto the roadway pavement.

SUBJECT: ILLEGAL GRADING AT 3 WRANGLER ROAD (LOT 17-FT)
Dear Mr. and Mrs. Tielens:
The City of Rolling Hills has consulted with the Los Angeles County Department
of Public Works to determine what measures would be required to alleviate
erosion at the subject site in an effort to prevent future mishaps, further
erosion, and control mud that might run off onto the vehicular right-of-way
(Portuguese Bend Road) or endanger adjacent properties, as the result of illegal
grading that has taken place on the site. A notice to stop work was issued by
Los Angeles County Building Inspector Raphael Bernal on March 13, 1992.
At this time, the City of Rolling Hills has determined that it will be necessary for
you to provide an Erosion Control Plan, reviewed and stamped by a registered
Civil Engineer, within 30 days of receipt of this letter.
