and request to adopt a Resolution of Approval modifying the project, for a
property generally known as 1 Poppy Trail, Rolling Hills, CA. The request
is to modify the previously approved project including grading, export of
dirt, greater than allowed slopes, up to 1.5:1 grade, to construct fewer and
lower walls and modification to the landscaping plan.
The City Council adopted a Mitigated Negative Declaration (MND) for
the previously approved project. An Addendum to the MND has been
prepared based on a determination, following review of the requirements
of the California Environmental Quality Act (CEQA) Guidelines §15164
(Addendum to an EIR or Negative Declaration), that none of the
conditions calling for preparation of a subsequent EIR or negative
declaration have occurred with the proposed modification.
APPLICATIONS REQUIRED BY MUNICIPAL CODE: Site Plan Review —
Chapter 17.46 and Variances — Chapter 17.38.
All interested parties are invited to submit written comments and/ or to attend the

The City of Rolling Hills hereby gives notice that pursuant to the authority and criteria contained
in the California Environmental Quality Act (CEQA) and CEQA Guidelines of the City of Rolling
Hills, staff has analyzed the above -described projects. The City of Rolling Hills has completed
an Initial Study and Environmental Checklist to determine potential environmental effects of the
proposed project. Accordingly, the applicant's Environmental Consultant prepared a
MITIGATED NEGATIVE DECLARATION for this project. Based on the Environmental Study, it
has been determined that the project will not have a significant effect on the environment,
provided the mitigation measures are implemented by the project proponent.

NOTICE IS HEREBY GIVEN, that the Planning Commission of the City of Rolling Hills will
hold a Public Hearing at 5:00 PM on Tuesday, August 17. 2010 in the Council Chambers of
City Hall, 2 Portuguese Bend Road, Rolling Hills, CA to consider and receive public input
regarding the project described below. Immediately following the public hearing the Planning
Commission will adjourn to a field visit to view the proposed project site. It is anticipated that

required for proposed landslide remediation and substantial grading consisting of 92,000

cubic yards of grading of cut and fill on Parcel 1 (per subdivision proposal above), and
147,200 cubic yards of grading of cut and fill on Parcel 2 related to remediation of the
landslide mass, modifications to Poppy Trail Road, construction of drainage devices,
walls, driveways, building pads and trails. Variances granting relief from specific zoning,
subdivision and/or building code standards are being requested in order to:
a. Disturb more than the maximum allowed 40% of net lot area due to landslide
remediation, road construction and grading for residential building pads.
Proposed disturbed areas: Parcel 1: 65.0% and Parcel 2: 55.0% and;
b. Construct retaining walls exceeding 5-feet in height (both parcels) and;
c. Construct retaining walls to be located in the front yard area/setbacks (both
parcels), and;
d. Grade slopes steeper than 2:1 (1.7:1 and 1.8:1 slopes) and higher than 30-feet
(both parcels), and;
e. Provide a set -aside area for a future stable/corral in the front yard area (Parcel
1); and;
f. Export up to 5,000 cubic yards of excavated material (overall, both parcels).
The City of Rolling Hills hereby gives notice that pursuant to the authority and criteria contained
in the California Environmental Quality Act (CEQA) and CEQA Guidelines of the City of Rolling
Hills, staff has analyzed the above -described project. The City of Rolling Hills has completed
an Initial Study and Environmental Checklist to determine potential environmental effects of the
proposed project. Findings of the Initial Study indicate that no significant unavoidable adverse
impacts would result provided mitigation measures are implemented. Accordingly, a
MITIGATED NEGATIVE DECLARATION has been prepared.
Public comments will be accepted by the City prior to final approval of the Mitigated Negative
Declaration and any action on the project, for a period of at least 30 days (from July 30, 2010
through September 1, 2010).
It should also be noted that the City Council will hold public hearings on the proposed project
and Mitigated Negative Declaration subsequent to the Planning Commission meetings.

PUBLIC HEARINGS AND PROPOSED MITIGATED
NEGATIVE DECLARATION
POPPY TRAIL ROAD AND yICINITY LANDSLIDE
REMEDIATION
NOTICE OF A PUBLIC HEARING, NOTICE OF A FIELD
VISIT AND NOTICE OF PROPOSED MITIGATED
NEGATIVE DECLARATION FOR A PROPOSED PROJECT
NOTICE IS HEREBY GIVEN, that the Planning Commission
of the City of Rolling Hills will hold a Public Hearing at 5:0Q PM
on Tuesday. August 17. 2010 in the Council Chambers of City
Hall, 2 Portuguese Bend Road, Rolling Hills, CA to consider
and receive public input regarding the project described
below. Immediately following the public hearing the Planning
Commission will adjourn to a field visit to view the proposed
project site. It is anticipated that the field visit will take place at
about 6:00 PM on Tuesday, August 17. 2010. The project site
encompasses the parcel of land known as 1 Poppy Trail Road,
portion of City owned lot in the area of Hesse's Gap Riding
Ring along Poppy Trail Road and the vacant lot to the south-
west thereof.
The project applicant is the California Joint Powers
Insurance Authority.
The proposed project consists of the following applications:
1. Zoning Case No: 788, Lot Line Adjustment No. 2010-02, a
• proposal to modify lot lines in two locations:
a. Between property known as 1 Poppy Trail Road (com-
prised of APNs 7569.007.001 and 7567-014-014,
owner-CJPIA [previously -Sheen]) and an adjacent
vacant lot to the south thereof (comprised of APN 7567-
014-029, owner: Saridakis Construction Inc.). 50,979 s.f.
(1.17 acres) of area to be transferred, and;
b. Between property known as 1 Poppy Trail Rd. (see APNs
above) and an adjoining parcel to the east (APN 7567-
001-901, owner: City of Rolling Hills, Hesse's Gap
Riding Ring site). 173,998 s.f. (3,99 acres) to be trans-
ferred,
2. Zoning Case No. 789, Subdivision No. 92, Tentative Parcel
Map No. 71374, a proposal to subdivide the lot resulting
from the lot line adjustments described above, into two
parcels:
a. Parcel 1 — 4.09 acres gross and 2.68 acres net (as cal-
culated for development purposes pursuant to the
Rolling Hills Municipal Code);
b. Parcel 2 — 6.08 acres gross and 4.76 acres net (as cal-
culated for development purposes pursuant to the
Rolling Hills Municipal Code).
3. Zoning Case No. 790, Zone Change No. 2010-01, a pro-
posal to amend the Zoning Map to re -zone 173,998 square
feet (3.99 acres) of land area (per the lot line adjustment
proposal above) from: RAS-1 (Residential Agricultural
Suburban; one acre minimum lot size) Zoning District to:
RAS-2 (Residential Agricultural Suburban, two acres mini-
mum lot size) Zoning District.
4. Zoning Case No. 791, Site Plan Review and Variances.
Site Plan Review required for proposed landslide remedia-
tion and. substantial grading consisting of 92,000 cubic
yards of gradingof cut and fill on Parcel 1 (per subdivision
proposal above), and 147,200 cubic yards of grading of cut
and fill on Parcel 2 related to remediation of the landslide
mass, modifications to Poppy Trail Road, construction of
drainage devices, walls, driveways, building pads and
trails. Variances granting relief from specific zoning, subdi-
vision and/or building code standards are being requested
in order to:
. Disturb more than the maximum allowed 40% of net lot
area due to landslide remediation, road construction and
grading for residential building pads. Proposed disturbed
areas: Parcel 1: 65.0% and Parcel 2: 55.0% and;
. Construct retaining walls exceeding 5-feet in height (both
parcels) and;
. Construct retaining walls to be located in the front yard
area/setbacks (both parcels), and;
.Grade slopes steeper than 2:1 (1.7:1 and 1.8:1 slopes)
and higher than 30-feet (both parcels), and;
. Provide a set -aside area for a future stable/corral in the
front yard area (Parcel 1); and;
. Expdrt up to 5,000 cubic yards of excavated material
•
•
(overall, both parcels).
The City of Rolling Hills hereby gives notice that pursuant to
the authority and criteria contained in the California
Environmental Quality Act (CEQA) and CEQA Guidelines of
the City of Rolling Hills, staff has analyzed the above -
described project. The City of Rolling Hills has completed an
Initial Study and Environmental Checklist to determine poten-
tial environmental effects of the proposed project. Findings of
the Initial Study indicate that no significant unavoidable,
adverse impacts would result provided mitigation measures
are implemented. Accordingly, a MITIGATED NEGATIVE
DECLARATION has been prepared.
Public comments will be accepted by the City prior to final
approval of the Mitigated Negative Declaration and any action
on the project, for a period of at least 30 days (from July 30,
2010 through September 1, 2010).
It should also be noted that the City Council will hold public
hearings on the proposed project and Mitigated Negative
Declaration subsequent to the Planning Commission meet-
ings. Additional Public Notifications will be provided prior to the
first City Council meeting.
All interested parties are invited to submit written comments
within the commenting period noted above, and to attend the
meetings and provide testimony at the meetings. Written
materials, including staff reports, the environmental docu-
ments and emails submitted to the City are public records and
will be posted on the City's website.
If you challenge the approval or denial of the proposed pro-
ject in court, you may be limited to raising only those issues
you or someone else raised at the public hearings described
in this notice, or in written correspondence delivered to the
City of Rolling Hills at, or prior to, the public hearings.
