SITE PLAN REVIEW PURPOSE
A site plan review is a form of permit which is required of any property owner who plans any grading
which requires a grading permit or who seeks to construct a new building or structure, or expand, add to,
alter or repair an existing building or structure, which involves changes to grading which requires a
grading permit or an increase in the size of the building or structure by at least 1,000 square feet and has
the effect of increasing the size of the structure by more than twenty-five percent (25%), in any thirty-six
(36) month period, except for the construction of a barn, stable, corral or turnout that does not require a
grading permit.
In order to obtain a site plan review permit, the applicant must be able to demonstrate the proposed site
development can comply with the criteria set forth in Section 17.46.050 of the Rolling Hills Municipal
Code.
Site plan review permits are considered and decided upon by the Planning Commission following the
submittal of appropriate reports and studies, public hearings and site investigation.

VARIANCE
A variance is a form of permit which is required of any property owner who seeks to vary from the
provisions of the City's zoning ordinance in the development of property in the City. In order to obtain a
variance, the applicant must be able to demonstrate that practical difficulties or unnecessary hardships
result through the strict and literal interpretation and enforcement of the zoning provisions. Variances are
considered and decided upon by the Planning Commission following a public hearing.
APPLICATION AND REOUEST FOR HEARING
In order to obtain a variance, a property owner or his or her agent must submit an application
and request a hearing before the Planning Commission. To do so, the applicant should
complete the requirements enumerated herein, assemble the necessary application documents
and call to make an appointment at (310) 377-1521. Making an appointment will assure that
someone is available to explain the necessary procedures and review the case material for
completeness and accuracy.
PLAN SUBMITTAL PROCESS
Applications must be submitted to the Planning Department as shown on the "Planning
Application Filing Deadline Schedule." Applications shall be deemed complete only after all
required information is submitted and the application fees are paid. The City Manager or City
Planner will meet with the applicant to discuss the proposal.
Once an application has been accepted as complete by the City, a hearing will be set before the
Planning Commission. Applications are considered at the regular meetings of the Planning
Commission, which are held the third Tuesday of each month. Provide sufficient time in your
plans to attend at least four meetings to allow the Planning Commission to study the facts
presented and to make a field trip to review the physical conditions. The applicant or a
representative must appear at the meeting.

Background
In 2009, there was erosion at the subject property, along the east side of Appaloosa Lane, toward the
northern portion of the property. The property owner, Dr. Jim Black, consulted with the City of Rolling
Hills so he may mitigate the erosion and prevent any further erosions that may cause any damages to his
property. The outcome of the consultation with the City was that he may import up to 500 cubic yard of
fill material to grade the eroded area for mitigation purposes.
As a result, a little less than 500 cubic yard of fill material was imported from a nearby construction site,
and was used to fill the eroded slope. Additional grading was done to a limited extent to promote a
better drainage through the area. Existing 24" diameter storm drain pipe, that crosses Appaloosa Lane
into Dr. Black's property, was extended approximately 22' to a new un-grouted rip rap of approximately
390 square feet. Additional pipe inlet was constructed on the east side of Appaloosa Lane and
approximately 58' of new 24" diameter storm drainage pipe was installed to the newly constructed rip
rap. Photographs of the current conditions are included on the following pages and the summary of
grading work is as follows:
• Cut Quantity: 368.1 cubic yard
• Fill Quantity: 841.8 cubic yard
• Import: 473.7 cubic yard
• Total Affected Area: 19,300 square feet
Dr. Black was recently contacted by the County of Los Angeles and has found that a grading permit was
required for the completed construction work. A permit is also required from the Department of Fish
and Games as the grading took place within a blue -line stream. B & E Engineers was hired to obtain
required permits and obtain approvals from the City of Rolling Hills and County of Los Angeles and has
prepared a grading plan and a hydrology study for this purpose.
B & E Engineers was previously hired by Dr. Black in 2007 to perform boundary and topographic survey
for the subject property. We recently have done an additional topographic survey to compare the pre-
existing condition in 2007, prior to construction, and the current condition. The prepared grading plan
depicts the changes in topography and construction of new drainage pipes as discussed above.
Additionally, we have prepared hydrology study and hydraulic calculations to determine adequacy of the
capacity of the 24" pipes. While it was determined that the pre-existing 24" diameter pipe and the inlet
structure will cause spill -over to the street during a 50 year frequency storm, this is a pre-existing
condition that was not affected by the recent construction. The newly constructed 24" diameter pipe
and its inlet structure have a sufficient capacity to carry 50 year frequency storm runoff.
