With the particularly wet winter this past year, the City was notified of drainage concerns
and problems arising from 2 Buckboard Lane (Okuma) and 9 Georgeff Road (Calfas).
In response, on May 27, 2010, a meeting was held at City Hall between Rolling Hills
staff and Mr. Okuma to discuss the existing drainage condition between the subject
properties. On June 7, 2010, a similar meeting was held at the Building and Safety
office in Lomita with Mr. Calfas. As a result of these meetings and subsequent
evaluation of the situation, we have determined that actions are necessary on both
properties to minimize the potential for future erosion or mudflow. To improve drainage,
based on existing field conditions, the following is requested:
2 Buckboard Lane
An existing swale currently conveys drainage down the rear slope of the property.
Recent rains have shown that property drainage from the rear yard is not properly
conveyed to the inlet of the swale at the top of the slope. There is also no means of
energy dissipation to reduce the velocity of runoff at the outlet of the swale, as shown
on plans on file with the City. Plans will need to be prepared and, upon their approval
by the Building and Safety office, implemented to convey runoff from the property into
the existing swale and to reduce runoff velocity at the outlet.
9 Georgeff Road
When recent improvement plans for 9 Georgeff Road were submitted to the City, the
swale described above at 2 Buckboard Lane was not clearly visible in the field. As
demonstrated during recent rainfall, the existing drainage improvements at 9 Georgeff
Road do not effectively convey runoff from the existing swale. Also, the hydrology study

submitted for the design of drainage improvements at 9 Georgeff Road did not reflect
the full area contributing runoff to these improvements. Plans will need to be prepared
and, upon their approval by the Building and Safety office, implemented to receive the
runoff conveyed in the existing swale.
As you know, between your properties is an existing easement for equestrian and other
purposes, which we recognize has been restored for the benefit of the community. In
that the easement falls under the jurisdiction of the Rolling Hills Community Association,
not the City, please be mindful that you may need their review and approval of any
modifications to the easement.
To complete this process before fall and winter rains, we request that you submit
engineered plans in response to this letter to City Hall by September 1, 2010.

Thank you for obtaining a City of Rolling Hills Construction and Demolition Waste Permit for 2
Buckboard Lane. With issuance of the permit and your commitment and cooperation, we look forward
to accomplishing the recycling and diversion goals that the permit is intended to achieve.
As noted in the permit application, please be mindful that within thirty (30) calendar days following the
completion of each construction project for which your permit is issued, you are required to submit
documentation to the City of Rolling Hills demonstrating that at least 50% of the construction and
demolition waste generated from the project is not disposed at a landfill. Satisfactory documentation
of compliance is necessary for final inspection of the construction project and, if applicable, the
issuance of.a certificate of occupancy. In other words, your failure to comply with the
recycling/diversion requirement will cause the City to withhold from your clients final approval of the
construction project you are servicing.
Enclosed you will find a "Recycling and Waste Reduction Compliance Report" for you to document the
disposal of your construction and demolition waste. The form must be supported and accompanied by
originals or photocopies of receipts, weight tickets, invoices or other records of measurement from
recycling companies, the landfill and/or disposal companies. It is strongly recommended that you
submit this form as frequently as you dispose of construction and demolition waste rather than
wait until the end of a project. This will avoid complications with final inspection of the project and
with you and your client. Additional forms can be obtained at City Hall or on the City's website at
www.Rolling-Hills.org.
Please be aware that your permit will expire on 10/26/2010 at which time a new permit will be required.
If the conditions of the permit are not followed, the permit will not be renewed or could be revoked mid-
year.
Recycling is important not just for extending the usefulness of landfills; it is valuable for sustaining the
