Please find attached a letter from T.I.N. Engineering Company, the geotechnical engineer on the above referenced project. We are proposing to mix the drier footing soil, approximately 250 yards. from # 14 Outrider with the moist soil at # 0 Buggy Whip Drive. The mixing of the two (2) soils will provide a suitable moisture content which should be between 26% and 34% In lieu of the present 41%. The soil is only being placed at the over excavated area under the proposed slab at # 0 Buggy Whip Drive. The existing on -site piled fill soil was generated from over -excavation at the subject site. This ill soil consisted of a silty clay and abundant bedrock fragments with high moisture content. Moisture content of the clayey soil was approximately 41% high (suitable moisture content should be between /6 to 34%) after drying for one week, The on -she wet soli may take additional 3 to 4 weeks to dry emcees moisture out. Over -excavation, approximately ti to 6 feet deep, was perforated in the slab area bf the proposed residential building. Once rain comes, this over -excavation area will be filled with water and the fill grading will almost be impossible to pruperly complete within months. In additional, ante the wet soll soaked with additional water, the wet soil will need more time to dry excess moisture out. Therefbre, It Is practical to import drier soil from outside to mis with the on -site wet sail in order to obtain the fill material with an adequate moisture content to complete the fill grading at the subject site. It is our understanding that this import is intern to complete the an grading. It is not intent to increase tbotage of the proposed residential building. The grandson had gone to sleep with a candle burning on the table. When he awoke to the fire he went and awoke his grandparents. There was a delay due to the occupants trying to extinguish the fire with garden hoses before calling 911. The other contributing factor was they had left numerous doors open in their attempts causing the fire to spread to the entry area and living room. There were no reported injuries to.fire fighters or civilians. The home is severely damaged. While I was there, Mr. Abdo was being interviewed by the Sheriff's Department. He indicated that his grandson had apparently left a candle burning and fell asleep in the bedroom adjacent to the garage, which resulted in the fire. I met with the responding Fire Captain at Station 56. He indicated that although the initial damages have been established at $500,000 to the structure, $350,000 to the contents and $40,000 damage to the vehicles, he feels that this estimate by the insurance company will be much higher and that the home is more than likely unsalvageable, Fire Department representatives will be on site most of the day to clear dangerous debris and assist the Abdos in the recovery of belongings. A formal report from the Fire Department will be forthcoming. We have notified the RHCA, the County Department of Building and Safety and the Area Block Captain regarding this incident.
