On December 18, 1990, the City Council appealed the Planning
Commissions' decision of approval for a Site Plan Review of a new
residential redevelopment and stable. The reason for the appeal
was a request for further explanation of how the building pad
calculations were arrived at. The applicants' representative, Mr.
Doug McHattie of South Bay Engineering will be present at the
meeting to describe the building pad coverage calculations for
determining the percentage of coverage.
Attached are minutes of the past Planning Commission meetings, the
application, plot plans and any other pertinent background
materials.

REQUEST: Request for Site Plan Review for a new residential
redevelopment, stable and guest house.
DISCUSSION
This item was originally heard at the Planning Commission meeting
of October 16, 1990. The plot plans depict only a residence and
stable, therefore, that is the request which was advertised. At
the November 3rd field visit to the site, it was discovered that a
guest house is also a part of this redevelopment.
A guest house was previously approved as part of a Conditional Use
Permit which was granted in October of 1986 (Zoning Case No. 335).
Plans that were submitted in January of 1987 indicated a guest
house which was larger than permitted and contained a proposed
kitchen. The County Building Department was advised to check with
the Planning Department prior to issuing any permits. The letter
is attached for your review.
Therefore, the guest house should also have been requested under
Site Plan Review and subsequently advertized along with the
proposed new residence and stable.
RECOMMENDATION
Staff recommends that the Commission receive public testimony and
that the request be re -advertised including the guest house and
continue the subject request to the next Planning Commission
meeting.

REQUEST: Request for Site Plan Review for a new residential
redevelopment and stable
REVIEW AND EVALUATION OF ISSUES
1. The applicant is requesting site plan review to redevelop the subject
site with a new residential project and stable. An existing tennis court,
approved under Zoning Case 335, will remain. The proposal calls for the
demolition of the existing 1,820 square foot house, 408 square foot garage
and pool to provide area for a new 7,244 square foot residence, 862 square
foot attached garage, pool and 490 square foot stable downslope. Lot and
pad coverages will comply with City requirements (13.1% structure, 24.7%
total, 34.3% pad)
2. Grading for the project will be of sizeable quantity at 2,200 cubic
yards cut/fill balance. A section has been provided to note the change of
grade. Impacts to the natural terrain, contours and drainage must be
addressed.
3. A new driveway access point is planned, and must be reviewed by the
City's Traffic Commission. Vehicular access to the proposed stable will
be provided off the proposed driveway area.
RECOMMENDATION
Staff would recommend that the Commission receive public testimony and
continue the subject request to an adjourned meeting to conduct the
required field inspection of the site and surrounding properties.
