I have reviewed the information submitted by the applicant Mr. Edmond R. Doak and
find that the proposed project may have a significant effect on the environment and
recommend that an Environmental Impact Report be required.
The recommended Environmental Impact Report should address the following:
1. _Geological hazards.
2. Visual qualities.
3. Changes in run-off patterns, absorption rates and the flow of
flood water.
4. Public services, fire and police.

Dear Mr. Devereux,
Up to now I have taken a low profile in the entire
matter of the proposed street access to Crest Road from the
Agid, Doaks, and Nixon properties. I have been through the
formalities of City and Association review for projects in
the city and am well aware of the process. It is my
understanding that this project has been rushed through
that process in a somewhat clandestine manner. Events which
have transpired with which I am sure you are familiar have
caused grave concern and that I, for one, no longer intend
to remain low key in this matter.
Aside from all other factors, it is my opinion that the
proposed street is of such a steep incline that the fire
department or any other rescue service could not
successfully negotiate the grade. I think it is essential
that any plan that is to be presented before any city board
or panel, meet or exceed fire department construction
requirements prior to its being processed by the city. This
will allow the city and the residents to have a realistic
proposal with which to consider its feasibility.
The potential for disaster from grading in the canyon
is very real. It is my understanding that the County
Engineer said that the affected area is now stable but
there were no guarantees should grading work be done in
such a geologically sensitive area. It offends the
sensibilities of everyone concerned to think that a
potential disaster could be created in order to solve on a
short term basis a problem that may or may not in fact
exist.
I request that the city take the exact opposite approach
as that of the Association and leave no stone unturned in
its consideration of the proposed project.

Dear Commissioners:
Item 6A of the agenda for your meeting of July 16, 1985 indicates that you
will be acting on a request for variance from grading and slope
requirements for an access driveway which will be contiguous to and
parallel our property boundary at 35 Crest Road East.
Please be aware that should this project proceed a variance on retaining
wall height would also have to be sought and approved.
The real issue is, of course, whether or not a 1400 foot road should be
carved out of the canyon wall between the Seavery's property and ours.
Both the Seavery property and ours, which as you know, are located on the
south side of Crest Road East are stable. As you also know, there is much
instability on certain property in Rolling Hills on the south side of Crest
Road. This instability is generally viewed as having been triggered by
grading activity. The instability occurred despite the fact that degreed
geologists opined to the contrary.
We believe that under the circumstances road construction, with all that
it entails, is an idea which borders on lunacy.
Please be advised that we are vehemently opposed to such a project, and
further that should such a project be effected and any subsequent
instability occur for any reason, we will seek redress from all of the
people involved in such a decision on an individual as well as an entity
basis.
