none, , CorrespondenceNovember 14th, 2002 To: Board Members of the Rolling Hills Community Association Re: Little Klondike Canyon drain at Pinto Road By Nov 2 2 2002 CITY OF ROLLING HILLS Dear Board Members - We are very concerned about the probable consequences of flood damage from water and particularly mud flows that may come down the canyon if we have any substantial rain this wet season. As you probably know, the Flying Triangle landslide pushes into the Little Klondike Canyon for about 200 yards beginning on the west side of the Agid property, effectively closing off the canyon and preventing all run-off from contributing properties and drains as far up as Crest Road. The effect of this build up of water in the canyon will have the effect of allowing nothing to pass through until the time saturation will cause everything to flow at once. What we feel would provide a measure of security against such a disaster would be to provide a catch basin to pipe all the water descending from above the blockage (adjacent to the driveway for Agid, Doak and Schaye) and pipe it the short (50 yards +/-) distance over to Portuguese Bend Road where it would end up going down Paintbrush Canyon, or pipe it the longer distance through the blocked area to where it can flow freely under Pinto Road. More than likely, either of these projects will substantially reduce future road repairs by preventing a large amount of water from reaching the slide plane. Additionally, it seems that the pipes placed directly in front of the drain opening will serve only to block it as soon as any larger rocks or branches are washed down the canyon, hopefully these can be removed or placed further up the canyon. First,I want to clarify to all concerned that the dirt that we moved was away from Little Klondike canyon. It would be completely obvious to anyone who actually did an inspection that no dirt was moved or disturbed within 20 or more feet of the edge of the canyon. Any actions we took would only serve to relieve the pressure of the slide as it pushes towards the canyon. It is ludicrous to link the movement of dirt from where we took it to any increase in debris in the bottom of the canyon. Second, Little Klondike has NOT had water run down it since BEFORE we moved the dirt! In our conversation on 9/24 you consistently referred to a 2 inch rain in June as having plugged the drain. It takes a heck of a lot more than 2" to get the canyon running. There is absolutely NO WAY the drain was open before we did the work. Third, any time the canyon has flowed since the slide has started, it has collected dirt and rocks in the pipe as well as in front of it. I would assume that since the "teardrop" is moving directly towards the canyon and is resulting in the canyon bottom being higher year after year that the maintenance of the drain will be increasingly costly. It is no secret that you have a great desire to rid yourselves of that maintenance. Threatening us is not the answer. When we talked on 9/24 you also mentioned that extra water came down during the winter as a result of a County drain above that was not cleared as you had requested them to. Since the vast majority of the water entering the canyon comes from above the slide area an obvious solution would be to 'PIPE it THROUGH the slide area. In closing let me remind you that the battle for the maintenance of the canyon was settled in court some years ago.
