A RESOLUTION OF. THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS APPROVING AN EXTENSION
FOR SITE PLAN REVIEW IN ZONING CASE NO. 3851
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:.
Section 1..An application wasduly filed by Mr. Major Langer
with respect to real property located at 6 Possum Ridge Road, Rolling
Hills (Lot 117-RH) requesting an extension of Site Plan Review
approval for a proposed residential reconstruction on the site, and
which approval had a date of expiration of July 8, 1990.
Section 2. The Planning Commission conducted a duly noticed
public hearing to consider the application on July 17, 1990.
Section 3. Section 17.34.080.(B) provides for the extension
of an approval for up to one year on Site Plan Review upon
application by the property owner, and that a public hearing is held
and approval granted in the same manner and based upon the same
criteria as for the issuance of 'a new permit.
Section 4. Pursuant to the foregoing Section, the Planning
Commission makes the finding that previous findings deternsined with
the approval Resolution, dated July 8, 1990 can be restated.
Section 5. Based upon the foregoing Section, the Planning
Commission hereby approves the extension of approval for Zoning Case
No. 385 to permit a one year extension to July 8, 1991, subject to
the following conditions: .
A. The existing soil that has been placed on the westerly
slope as a result of unauthorized grading shall be removed.
B. Substitute landscaping, subject to approval of City
Staff, shall be installed to replace the trees removed on
the westerly slope.

RESOLUTION NO. 89-13
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS GRANTING SITE PLAN
REVIEW APPROVAL IN ZONING CASE NO. 385
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS
DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. Major
Langer with respect to real property located at 6 Possum Ridge
Road, Rolling Hills (Lot 117-RH) requesting site plan review
approval for a proposed residential reconstruction on the site.
Section 2. The Planning Commission conducted a duly
noticed public hearing to consider the application on April 18,
1989, May 16, 1989 and June 20, 1989, and conducted a field site
review on May 13, 1989.
Section 3. Section 17.34.010 requires a development
plan to be submitted for site plan review and approval before any
building or structure may be constructed or any expansion,
addition, alteration or repair to existing buildings may be made
which involve changes to grading or an increase to the size of
the building or structure by more than twenty-five (25%) percent
in any thirty-six (36) month period.
of fact:
Section 4. The Commission makes the following findings
A. The proposed structure complies with the General
Plan requirement of residential development with
sufficient open space between surrounding
structures. The project was granted a variance
for encroachment into the front yard setback in
Zoning Case No. 357. The lot has a net square
foot area of 180,068 square feet. The proposed
residential structure and garage will have 10,219
square feet which constitutes approximately 5% of
the lot, which is within the maximum 20% lot
coverage requirement. The total lot coverage
including paved areas, swimming pool and stables
will be 16,720 square feet which equals 9.3% of
the lot, which is within the 35% maximum
structural lot coverage requirement. The
proposed project is similar and compatible with
surrounding land use patterns on the east, west
and south. Although the proposed residential
structure is larger than an adjacent house
(north), its percentage of the total lot coverage
is less than one-third what is permitted.
B. 'The proposed development preserves and integrates
into the site design, to the maximum extent
feasible, the natural topographic features of the
lot by being constructed on the existing building
'pad and because there will be no grading on the
natural slope westerly of the existing building
area.
C. The project follows the natural contours of the
site described in paragraph B, above. Grading
will occur in the existing building area between
the north and south community easements and Possum
Ridge Road on the east and the top of slope on the
west. All drainage flow will be channeled into
existing drainage courses on the east and west
with a design that will assure that channelized
water run-off will not be allowed to adversely
affect surrounding slopes.
D. To the maximum extent possible, native vegetation
will be preserved and the landscape buffer on the
south, north and west will be maintained and
preserved in its current state.
E. The project substantially preserves the natural
and undeveloped state of the lot in that the
proposed structure is slightly in excess of one-
fourth of the size that is allowable on that lot
and less than one-third of what is allowable for
total lot coverage.
F. Although the Development Plan specifies a
relatively large residential structure, the
project is harmonious in scale and mass for the
site in that the project is located on a 4.1 acre
parcel of land. The proposed structure is 125
feet from the nearest residence.
G. The project is sensitive and not detrimental to
the convenience and safety of circulation for
pedestrians and vehicles in that the driveway
remains in substantially its existing location.
H. The project conforms to the requirements of the
California Environmental Quality Act and is
categorically exempt from environmental review.
Section 5. Based on the foregoing findings, the
Commission hereby approves the site plan review application for a
proposed residential project to the property located at 6 Possum
Ridge Road subject to following conditions:

A. Any modificationsto the project which would
constitute a modification to the Development Plan
as approved by the Planning Commission, shall
require the filing of an application for
modification of the Development Plan pursuant to
Section 17.34.070 of the Rolling Hills Municipal
Code.
B. A landscaping plan must be submitted to the City
of Rolling Hills Planning Department staff for
approval. The plan submitted must comply with the
purpose and intent of the Site Plan Review
Ordinance. The landscaping plan shall incorporate
existing mature trees and native vegetation to the
south, north and west as agreed to by the
applicant at the June 20, 1989 Planning Commission
meeting. A bond in the amount of the cost
estimatefor the landscaping plus 15% shall be
posted and retained with the City for not less
than two years after landscape installation. The
retained bond will be released by the City after
the City Manager determines that the landscaping
was installed pursuant to the landscaping plan as
approved, and that such landscaping is properly
established and in good condition.
C. Prior to the submittal of a final grading plan to
the County of Los Angeles for plan check, a
detailed grading and drainage plan with related
geology, soils and hydrology reports that conform
to the Development Plan as approved by the
Planning Commission must be submitted to the
Rolling Hills Planning Department staff for their
review. Cut and fill slopes must conform to the
City of Rolling Hills standard of 2 to 1 slope
ratio.
D. The proposed building plan must be approved by the
Rolling Hills Community Association Architectural
Review Committee before any grading permit is
issued.
E. The working drawings submitted to the County
Department of Building and Safety for plan check
