SUMMARY & EVALUATION
The Commission previously approved a Site Plan Review for Mr.
Langer in July of 1989. At that time, as indicated in the attached
letter, a future stable was shown; however, not in the detail and
size being presented now.
The proposed stable of 1,738 sq.ft. provides four stalls, a tack
room and an enclosed access corridor. A hay loft above is proposed
to be comprised of 756 sq. ft. A corral area surrounds the stable
on three sides.
The front elevation shows window openings on the ground floor
level. The Community Association building regulations allow
haylofts without glazed openings, and window openings may be
permitted in the tack room, only.
The stable is quite large, affirming the Citys' horse club
sentiment to provide larger areas for horsekeeping purposes.
RECOMMENDATION
It is recommended that the Commission receive public testimony if
any, review the proposed plans and make revisions as necessary.

We are submitting, for your review, a preliminary design for a stable
development located east of Possum Ridge Road in the same approximate
location as the "future stable" indicated on the approved plans for the
Langer residence.
This proposed stable of 1738 square feet provides four stalls, a tack roan
and an enclosed access corridor. There is a hay loft above of 756 square
feet. The proposal is considerably larger than the "future stable" previous-
ly indicated, but no design consideration was given to an actual stable
building at the time of the submittal for the residence.
Your review and consideration of the design will be appreciated.

The City has approved the grading and building plans for construction
of a new residence at 6 Possum Ridge, Rolling Hills, subject to
submittal of landscaping plans and.a bond by the owner. The City has
hand written the following condition upon the plans your Division
will receive:
"The City's approval of these plans and any building permit
issued in connection therewith shall automatically be revoked if
either of the following occur:
(a) A landscape plan for the entire site and a bond in the
amount of the total estimated cost of implementing the
landscaping plan plus 15% are not submitted to the City within
thirty (30) days after the date the above stamp of City approval
was placed on these drawings.
(b) A landscape plan for the site is not approved by the City
and the Community Association within ninety (90) days after the
date the above stamp of City approval was placed on these
drawings.

The City requests that the County specifically incorporate this
requirement into the building permit, either by attaching a copy of
the not thereto of making reference to it on the face of the permit.

SUBJECT: ZONING CASE NO. 385; Request for Extension of approval for Site
Plan Review of a new residence; 6 Possum Ridge Road, Lot 117-RH;
Owner: Langer
DISCUSSION
The City is in receipt of a letter, dated June 20, 1990, from Mr. Douglas
McHattie of South Bay Engineering, representing Mr. Major Langer. The
applicant is requesting an extension of approval for the Site Plan Review
approved by the Commission on June 20, 1989. The reason stated for the
request for extension is due to a delay with the County in obtaining the
grading permit for the project. Section 17.34.080 (B) of the Municipal
Code requires that "extensions shall not be granted for more than a total
of one year unless a public hearing is held and approval granted in the
same manner and based upon the same criteria as for the issuance of a new
permit".
In reviewing the applicant's request, staff would have no objection
acquiescing to the extension request. The additional time will also allow
the applicant to resolve the violations noted by the City regarding
unauthorized grading and vegetation removal.
RECOMMENDATION
That the Planning Commission approve an extension of one year to an
expiration date of June 20, 1991. However, the Commission would have the
option, based upon the evidence submitted, deny the request and direct the
applicant to resubmit a new application, should he desire to do so.
