Please refer to the Architectural Committee minutes dated June 15,
1993. As you may recall, your completed sports court was viewed by
the Committee prior to the meeting. The field trip became
necessary due to the Inspector's inability to final the project
because of changes made that were not reviewed or approved by the
Association. The minutes read as follows:
"Field trip taken by Committee Members to view "as built"
sports court. Reduce height of fence on north side to four
feet. Submit revised certified plan prepare by California
Licensed Engineer with "as built" sports court showing correct
elevations and size. Final residence plan not reviewed at
this time."
In order to clear this violation, please instruct your engineer to
prepare a plan showing "as built" conditions and changes made from
the approved plan. To date, the committee has nothing to review
due to the numerous changes that have been made during the
construction.

Dear Dr. and Mrs. Bhasker:
On, August 17,. 1992, the Planning staff. of the City of Rolling
Hills completed its review of the Environmental Questionnaire, and
other data, regarding your project. From this review, a -preliminary
determination was made that a Mitigated Negative Declaration would
be the appropriate environmental document, providing the applicant
concurs'with the attached environmental..conditions by either
revising the projector agreeing'to meet the provisions of the
conditions.
A Mitigated Negative Declaration is a determination that although
a proposed project could have a significant effect .on the
environment, there will not. be a significant effect in the case
because the mitigation. measures described on an attached sheet have
been added to the project. This concurrence must occur before the
proposed Negative Declaration•can be released for public review. '
If the applicant agrees to the attached conditions, the document
should be signed, dated and returned to the Planning Department at
the above address along with a check made out to the CITY OF
ROLLING HILLS in the amount of $1,275. This fee is charged by the
State Department of Fish and Game in the amount of $1,250 and Los
Angeles County 'Clerk in.the amount of $25 for the filing of
Negative Declarations. (The copy is for your records).
In order to continue with the Environmental review process on this
application, please sign and submit the attached Mitigated Negative
Declaration along with. the required $1,275 within 30 days from the
above date. Additional, processing fees may be required if the
Planning Commission or the City Council, does not approve this
Mitigated Negative Declaration and requires additional
environmental studies of the project.

evaluate the find and makes recommendations as to
disposition, mitigation ,or salvage. The developer shall
incur the cost of such professional investigation. The
developer shall comply with the mitigation measures
recommended and approved by the City for the disposition,
mitigation or salvage of such material.

FIRE CODE STANDARD NO. 10.207 (A)
SUBJECT: STANDARDS FOR PRIVATE ACCESS ROADS
AND DRIVEWAYS FOR SINGLE-FAMILY DWELLINGS
(no public right-of-way)
APPLICATION: BUILDING SITES NOT SERVED BY IMPROVED
PUBLIC RIGHT-OF-WAYS
In order to develop or maintain an adequate level of fire
protection for buildings constructed within the
jurisdictional area of the County of Los Angeles Fire
Department, access roads must be provided which will support
Fire Department apparatus.
Roads which are public in nature and constructed to Road
Department standards provide acceptable vehicular access.
Private access roads including driveways, bridges, and
culverts, may not be subject to standards which would insure
access for Fire Department apparatus.
Therefore, the Fire Department has developed the following
access standards which are consistent with Section 10.207 of
the Fire Code (Title 32).
Section .10.207 of the Fire Code states in part: (a) General.
Every building hereafter constructed shall be accessible to
fire department apparatus by way of access roadways with an
all-weather driving surface of not less than 20 feet of
unobstructed width clear to the sky. The roadway shall be
extended to within 150 feet of all portions of the exterior
walls when measured by an unobstructed route around the
exterior of the building. Provisions for turnoff and
turnaround for fire department apparatus may be required
where an access road exceeds 150 feet in length. Vehicular
or pedestrian gates obstructing required access to the
building shall be of an approved width and shall be provided
only with locking devices and/or override mechanisms which
have been approved by the Chief.
In order to accomplish the above coderequirements, the
roadway shall include the following features.
1. Surface
a. Private access roadways having a grade of 10% or
greater shall have a paved surface. The paving
will be consistent with the Los Angeles County
Road Department's typical inverted shoulder
street section as shown in Figure 1.
Alternative structural sections will be
acceptable when accompanied by appropriate
engineering calculations. The roadway should be

3. Length -
All private access roads shall be extended to within
150 feet of all portions of the exterior walls of
the first story of any building exclusive of
accessory buildings under 1,000 square feet. This
measurement shall be taken along the path of access
(Section 10.207 Fire Code).
4.. Grades
On paved private access roads the maximum allowable
grade shall not exceed 15% except where the
topography makes it impracticable to keep within
such grade and then an absolute maximum of 20% will
be allowed for up to 150 feet in distance. The
average maximum allowed grade including topography
difficulties shall be no more than 17%. Grade
breaks shall not exceed 10% in 10 feet.
Exception: Grades may be increased where on -site
fire protection systems approvedby the
Fire Chief are provided.
5. Curve Radius
Curve radii shall not be less than 32 feet. This
measurement will be determined at the centerline of
the road.
6. Drainage Control
Road drainage shall be evaluated by an engineering
analysis of the site to determine that the proposed
roadway is reasonably free of either sheet flow or
concentrated channel flow to the extent that damage
will not take place such as to impair its usability
and capacity to support heavyfire fighting trucks
and equipment. Any dip crossing, culvert, or bridge
constructed shall be designed to accommodate the
widths and grades listed above, be capable of
supporting heavy fire department equipment, and be
designed to withstand capital flood flows.
Structures, other than dip crossing, across any
major water course or within an established floodway
shall be subject to the approval of the Flood
Control District.
