Subject: Proposed Stable Development for Mr. & Mrs. Major Langer
at 6 Possum Ridge Road
Dear members of the Planning Commission:
We are submitting, for your review, a preliminary design for a stable
development located east of Possum Ridge Road in the same approximate
location as the "future stable" indicated on the approved plans for the
Langer residence.
This proposed stable of 1738 square feet provides four stalls, a tack room
and an enclosed access corridor. There is a hay loft above of 756 square
feet. The proposal is considerably larger than the "future stable" previous-
ly indicated, but no design consideration was given to an actual stable
building at the time of the submittal for the residence.
Your review and consideration of the design will be appreciated.

Dear Mr. Lanaer:
This is to inform you that the City Council, at their meeting
on September 10, 1990, voted to ratify the Planning Commission's
approval of the above referenced planning/zoning case application.
Pursuant to Section 17.32.087, Ordinance No. 207, an Affidavit
of Acceptance form must be executed before the approval becomes
effective. A copy of the Resolution of Approval, specifying
conditions of approval set forth by the Planning Commission,
is enclosed for your information. Once you have reviewed the
Resolution of Approval, please complete the enclosed Affidavit
of Acceptance form, have the signature(s) notarized, and forward
the Affidavit to the Office of the County Recorder, Room 15,
227 North Broadway, Los Angeles, CA 90012, with a check in the
amount of $7.00. When the Affidavit of Acceptance has been
returned to the City, duly executed and recorded, the Los Angeles
County Department of Building and Safety will be notified that
a permit can be issued.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS APPROVING AN EXTENSION
FOR SITE PLAN REVIEW IN ZONING CASE NO. 385
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. Major Langer
with respect to real property located at 6 Possum Ridge Road, Rolling
Hills (Lot 117-RH) requesting an extension of Site Plan Review
approval for a proposed residential reconstruction on the site, and
which approval had a date of expiration of July 8, 1990.
Section 2. The Planning Commission conducted a duly noticed
public hearing to consider the application on July 17, 1990.
Section 3. Section 17.34.080 (B) provides for the extension
of an approval for up to one year on Site Plan Review upon
application by the property owner, and that a public hearing is held
and approval granted in the same manner and based upon the same
criteria as for the issuance of a new permit.
Section 4. Pursuant to the foregoing Section, the Planning
Commission makes the finding that previous findings determined with
the approval Resolution, dated July 8, 1990 can be restated.
Section 5. Based upon the foregoing Section, the Planning
Commission hereby approves the extension of approval for Zoning Case
No. 385 to permit a one year extension to July 8, 1991, subject to
the following conditions:
A. The existing soil that has been placed on the westerly
slope as a result of unauthorized grading shall be removed.
B. Substitute landscaping, subject to approval of City
Staff, shall be installed to replace the trees removed on
the westerly slope.

Dear Mr. & Mrs. Langer:
Pursuant to Section 17.32.090 (enclosed) of the Rolling Hills
Municipal Code, this letter shall serve as official notification that
the above -stated Zoning Case application was reviewed by the Planning
Commission at their regular meeting of July 17, 1990. At that
meeting, the Planning Commission voted to approve the request for a
Extension of Approval for Site Plan Review for the proposed new
residence. The new expiration date shall be .July 8, 1991.
The Planning Commission's decision will be reported to the City
Council at their regular meeting on August 13, 1990. The decision of
the Planning Commission may be appealed pursuant to Sections 17.32.140
and 17.32.150 (enclosed) of the Municipal Code. A copy of Resolution
614, establishing the fee for filing an appeal, is also enclosed for
your information.

Subject: No. 6 Possum Ridge Road
Dear Mr. Belanger:
A review of the plans and reports for the above referenced project has
been completed as requested. The review was preliminary in nature to
ascertain areas where the proposed development deviates from the City
Building Codes and Zoning Ordinance and soils or geology recommenda-
tions.
Both the Geotechnical Engineer and the Engineering Geologist found no
evidence that the site is subject to Landslide Hazard. The only precaution
suggested by the Geotechnical Engineer was for foundations adjoining the
west facing slope.
The following listed items do not comply with the City's Zoning or Building
Ordinance.
1. The front setback shown is 38', which is less than the 50' required
by Section 17.16.060. Since the old structure is being demolished,
findings must be made establishing why the new home should not
comply with the required 50' setback.
2. The fill slope at the northwest corner of the pad is not drawn to
scale. As shown, it does not reach natural grade. It may reach
grade at the 1190' contour shown on plans. This should be closely
watched for resulting height of fill slope when it is accurately drawn.
Section 15.04.140.
3. The slope east of the house is not drawn to scale. The slope exceeds
two horizontal to one vertical limit contained in Section 15.04.140.
4. The driveway access to Possum Ridge Road exceeds the 7 percent
permitted by Section 15.04.120. The maximum elevation 20' from the
edge of pavement at the north end of the driveway can only be
1200.4', not the 1203 shown. The proposed driveway slope is 16.6
percent.

5. The two drainage system outlets do not appear to be properly placed.
A. The westerly outlet blocks the 25' easement to the City. This
position reduces the usefulness of this easement. Consideration
should be given to extending the pipe into the flowline and
turning the discharge downstream or requesting additional
easement to provide for a fully usable width. If this obstruction
of the easement is deemed to be appropriate by the City, it may
be approved. The applicant should not be permitted to relocate
the outlet easterly to eliminate the obstruction. The site
drainage would be an erosion problem across the City easement.
B. The easterly outlet should be extended to the existing swale at
the northeast corner of the property. To discharge the
drainage will result in erosion of the hillside. (SWN Soiltech
Report, page 7)
6. The soils report recommends a 1i to 1 cut slope for bed rock.
However, I can find no substantiation for this recommendation.
Either remove the recommendation to avoid confusion or require
substantiation.
These points must be corrected before the plans can be approved or the
City procedures for approving modifications must be followed.

CONDITIONS OF APPROVAL;
UNAUTHORIZED WORK PERFORMED AT #6 POSSUM RIDGE ROAD
Dear Mr. Langer:
Upon advisement from the City Attorney's Office, the City hereby directs
you to cease immediately, any further unauthorized work that is being
conducted at the property located at #6 Possum Ridge Road and that
deviates from the scope of the project permitted under Zoning Case No.
385. Further, Staff would inform you that it may be necessary for the
City to conduct a public hearing at a future Planning Commission meeting
in order to discuss modifications to said project.
City staff has observed that unauthorized work was undertaken to conduct
grading work without a permit and remove a number of mature trees on the
westerly slope. This unauthorized work is contrary to the findings and
conditions contained in the Resolution of approval for Zoning Case No.
385. Section 4 (B) of said Resolution stated that "there will be no
grading on the natural slope westerly of the existing building area" and
Condition B of Section 5 of said Resolution stated that the "landscaping
plan shall incorporate existing mature trees and native vegetation to the
south, north and west as agreed to by the applicant at the June 20, 1989
Planning Commission meeting". A copy of said Resolution is enclosed for
your review.
Again, this letter serves to inform you of the requirements of the City,
and to instruct you to contact the City and submit a remediation plan by
Thursday, June 14, 1990. Should this matter not be resolved, the City
will be required to consider proceedings for modification of approved
plans. Should you have any further questions regarding this matter,
please contact this office.

Regarding the three (3) job site investigations we made on
May 22, 1990:
#1 Georgeff: The additional grading work done in the canyon
and storage area for the motorhome will require grading plans
and permits. Plans and permit will also be required for the
building at tennis court area.
r-41Possum -Ridge: Plans and grading permit are required for
fill in rear yard. Fill as placed does not appear to.meet
minimum code standards in benching of ground to receive
fill, steepness of slope and drainage.
#8 Possum Ridge: We have an active permit for the grading
at this location. Although rough grading is not completed,
the job appears to be following the approved plans. We will
need an additional permit if they have to import the 450
cubic yards we had talked about.
