Enclosed please find an invoice from A. G. Keene Associates regarding Geologic
Services for Oversight Review of the subject lot on Sagebrush Lane dated February
17, 1995, in the amount of $200 that has not yet been paid to the City of Rolling
Hills.
Previously, we billed South Bay Engineering for Planning Commission Review and
for the convenience of South Bay's clients. Recently, we were notified that South
Bay Engineering no longer wishes to be billed in this manner. Therefore, we must
bill you directly for this service.
A total estimate of $840 was made for the time needed to review work at the subject
site by Mr. A. G. Keene, California State Certified Engineering Geologist as noted in
City Manager Craig Nealis' letter of June 28, 1994 to Mr. Douglas McHattie, South
Bay Engineering. Previous fees and payment totaled $340.
We would appreciate the remittance of $200 payable to the CITY OF ROLLING
HILLS within the next thirty days. Thank you for your cooperation in this matter.

The exact amount of disturbance during the investigation of 4 Sage Brush Lane is very hard to
pin down.
The purpose of the investigation is to determine underlying strata that was exposed during the
uncompleted grading operation or expose materials that underlie the site which were not
previously dealt with.
I have consulted with Keith Ehlert the geologist in charge of the investigation; he has
determined that a "slot cut" will have to be made at the toe of the existing fill slope. This cut will
be made by a front end track mounted loader with the material stockpiled on the property a safe
distance from the cut. He further stated that a geologist would be on site at all times during the.
investigation to monitor all phases.
In order for this to be a comprehensive study to determine if the aborted grading was anything
other than a monetary decision, a majority of the length of the existing fill slope will have to be
opened up. This is a distance of approximately 150 feet in length and could be as wide as 40
feet; no determination of depth at this time.
As I mentioned before a geologist will be present at all times to both monitor exposures but to
also insure the removal is accomplished in a manner that would pose no hazards to "on site" or
adjoining properties. The size or shape of the lot will not be changed when the investigation is
completed.

Dear Mr. Nealis:
This letter is a follow up to our site visit of April 8, 1994 at 4 Sagebrush Lane.
I am enclosing copies of the permits that were issued for this job when the street was known as
Canyon Mesa Road.
The grading was never completed. For some unexplained reason the soils engineer was never
called to make the compaction tests of the fill. Without these tests the Department of Public
Works Building and Safety Division may never allow the construction of a house to begin.
Del Amo Savings Bank, the owners through default, have thoroughly researched all aspects of
approval and have concluded that investigation of the untested area must be performed in order
that they may determine a further course of action.
In discussing this with Building and Safety and the Geology section the determination has been
reached that the code allows for the investigation, they would then issue a continuance of the
permit when they have received a new report, a new map, and fees, if the project is feasible.
Building and Safety have requested your approval in order to conduct the investigation.
A.G.I. Geotechnical, Inc. have been employed to conduct the investigation and South Bay
Engineering will be the supervising engineers.

Canyon Mesa Lane.

7PqL.;T FOR EXTENSION OF TIME FOR -IMPROVEMENTS, TRACT 30345, GREENHUT 290
Tne City Manager reported that Dr. Jerry Greenhut, owner of
twelve acres of land adjacent to #1 Appaloosa Lane has requested an
extension of time in which to make the required improvements to
Tract 30345 because of legal proceedings involving the owner and the
lessee of the property, explaining that the court has instructed that
no improvements be made until the litigation has been completed. Mr.
Smith said the County Engineer, acting as the City's Engineer, has
recommended that the time extension be granted, and he said cash has
been deposited in an account assigned to the City sufficient to cover
the cost of the improvements required as a condition of approval of
the tract.
A motion to approve extension of time until December 1, 1983
for physical improvements to Tract 30345, Dr. Jerry Greenhut, was
made by Councilwoman Swanson, seconded by Councilwoman Murdock and
carried by the following roll call vote:
AYES: Councilmembers Heinsheimer, Leeuwenburgh, Murdock,
Swanson, Mayor Pernell
NOES: None
ABSENT: None
MATTER OF NAMING STREET IN SUBDIVISION NO. 60, TRACT NO. 30345
The City Manager explained that Dr. Greenhut previouslY3-
requested that the street in this subdivision be named John Erik
Lane, in memory of his deceased son. At the time that the Council
received that request, they asked staff and Dr. Greenhut to consider
other names that would be more in keeping with the types of names of
the streets that the City currently has. The City Manager indicated
that staff has presented to Council a list of suggested names,
however, Dr. Greenhut continues to request that the street be named
John Erik Lane. Staff's recommendation is that the street be named
Canyon Mesa Lane, the reason being that the street is a small street
which comes off of Upper Blackwater Canyon Road, and three of the
lots overlook that property on something of a mesa.
Mayor Swanson added a couple of names to the list of
suggestions: Hackney Road and Roughrider Road.
Councilman Pernell moved that the name recommended by the City
Manager, Canyon Mesa Lane, be adopted. Mayor Pro Tem Murdock
seconded the motion. The motion passed unanimously.
