11/12/1991MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA November 12, 1991 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pro Tem Swanson at 7:30 p.m. on Tuesday, November 12, 1991 in the City Council Chambers at the City Hall/ Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL PRESENT: Councilmembers Leeuwenburgh, Murdock, Mayor Pro Tem Swanson ABSENT: Councilmember Heinsheimer, Mayor Pernell (excused) ALSO PRESENT: Craig Nealis City Manager Lola Ungar Principal Planner Lucile Rogers Minutes Secretary CONSENT CALENDAR Councilmember Murdock moved approval of the Consent Calendar. Councilmember Leeuwenburgh seconded, with the removal of item c, Correspondence from Youth on Parade. The motion to approve items a, b, d, and a passed without objection. a. Minutes - Meeting of October 28, 1991. (Approved as presented) b. Payment of Bills - Demands Number 5879 through 5915 dated November 12, 1991 in the amount of $38,452.84 were approved for payment from the General Fund. d. Correspondence from City Attorney regarding Los Angeles County Park, Beach and Recreation Act of 1992. (Received and filed) e. Dimension Cable Television Revised Activation Schedule (Received and filed) 1 Rolling Hills City Council Meeting - 11/12/91 ITEM REMOVED FROM CONSENT CALENDAR C. Correspondence from Youth on Parade Councilmember Leeuwenburgh reported that the City of Rolling Hills contributed $200 toward the costs of the parade last year, and a like contribution has been requested this year. Councilmember Leeuwenburgh moved that the City contribute $200 to the 10th Peninsula Youth on Parade, Councilmember Murdock seconded and the motion passed without objection. SPECIAL PRESENTATION Rolling Hills Traffic Commissioner John Welbourn, who has been operating the Sheriff's Department speed board on a volunteer basis, explained that the speed board is meant to be educational rather than punitive, by calling the attention of motorists to the speed they are traveling and whether they are exceeding the speed limit. Mr. Welbourn observed that heavy trucks in the City are usually driven safety and are well within the speed limit. Offenders are primarily small pickup trucks (gardeners, delivery and pool services) and residents. Mr. Welbourn expressed his feeling that operation of the speed board provides a valuable public service and added that the Sheriff's Department furnishes and maintains the equipment. PLANNING COMMISSION ITEMS A. ZONING CASE NO. 456 Applicant: Mr. John Walter Address: 92 Crest Road East (Lot 121 -EF) Resolution No. 91-26 City Manager Nealis reported that the Planning Commission approved this application at its meeting of November 2, 1991. In response to a query from Councilmember Murdock about provision of an interior fire wall, City Manager Nealis advised that a fire wall is required. The staff report and Resolution No. 91-26 were received and filed by the City Council. 04 1 Rolling Hills City Council Meeting - 11/12/91 Eo ZONING CASE NO. 461 Applicants Dr. and Ursa Mohan We Rhasker Addresso 42 Portuguese Bend Road (Lot 120-RH) Resolution Zoo 91-27 Councilmember Leeuwenburgh advised that concerns have been expressed by the Architectural Committee regarding this application, which was approved by the Planning Commission at its meeting of November 2, 1991. Councilmember Leeuwenburgh moved that the City Council take jurisdiction of Zoning Case No. 461. Councilmember Murdock seconded and the motion was passed without objection. Co ZONING CASE NO. 665 Applicants Faso Michelle A0tt0ga/Mrs John A. Thourot Address: 7 Flying Mane Road (Lot 51 -SF) Resolution No. 91-28 This application was received and filed by the City Council. PUBLIC HEARINGS A. FINAL DRAFT OF THE CITY'S SOURCE REDUCTION ARID RECYCLING ELEMENT (ERRE ) City Manager Nealis reported that the City's consultant is reviewing data in the final draft. The re-evaluation is expected to be ready for presentation to the City Council at its meeting of January 13, 1992. Without objection, the public hearing on this item was continued to the regular City Council meeting of January 13, 1992. OLD BUSINESS A. CONSIDERATION OF PARTICIPATION IN PROJECT TO REMEASURE SURVEY MONUMENTS WITHIN THE FLYING TRIANGLE AREA City Manager Nealis explained that the Rancho Palos Verdes Redevelopment Agency proposed that the City of Rolling Hills participate in the Los Angeles County Department of Public Works Landslide Monument Remeasurement Program. Rolling Hills' portion of the project would be the costs of remeasuring the ten markers in the Flying Triangle area which were done in March of 1990 and comparing the new and old measurements. Councilmember Leeuwenburgh moved approval of the staff recommendation to participate in the remeasurement of the survey 3 Rolling Hills City Council Meeting a 11/12/91 monuments at a cost not to exceed $5,000. The motion was seconded by Councilmember Murdock and passed without objection. NEW BUSINESS A. AUTHORIZATION AND DIRECTION FOR STAFF TO SEER PROPOSALS FOR LANDSCAPE SERVICES FOR CITY ADMINISTRATION AND TENNIS COURT FACILITIES City Manager Nealis advised that the contract with Richscapes Environmental Services for landscape maintenance of the City Administration Facility and tennis court area expired on October 31, 1991 and has not been renewed. Staff feels the level of service provided has not been up to expectations, and requested authority to seek bids from alternate contractors through an informal bid process. Mayor Pro Tem Swanson recommended advertising for bids, stating that she would like as open a bid process as possible. Councilmember Leeuwenburgh suggested notification to residents in the Newsletter. Councilmember Murdock moved approval of the staff recommendation to seek proposals for landscape services, Councilmember Leeuwenbugh seconded and the motion passed without objection. B. CONSIDERATION OF CANVASSING THE CITY TO ACCOUNT FOR UNLICENSED ANIMALS City Manager Nealis reported that the Southern California Humane Society has suggested canvassing of Rolling Hills residents to identify and license animals currently identified as unlicensed. The cost will be approximately $230 ($115 per day for two days). Councilmember Murdock moved that Staff be authorized to select a date with the Humane Society and proceed with the canvassing. The motion was seconded by Councilwoman Leeuwenburgh and passed without objection. KATTERS FROG? THE CITY COUNCIL Mayor Pro Tem Swanson stated that the U.S. Army Corps of Engineers has completed its study of the landslide area but their final report will not contain recommendations for remedial measures to stabilize the area, in contradiction to their earlier assurances. She suggested that a letter be written to Congressman 4 1 U 1� Rolling Hills City Council Meeting - 11/12/91 Revised Page 5 Dana Rohrabacher asking why the policy has changed. Mayor Pro Tem Swanson reported that City Treasurer Larry Courtright recently sustained a broken hip in an accident while birding and is in the Tulane University Hospital. He is recovering and sends his appreciation for the phone calls and gifts he has received from City Councilmembers and Staff. OPEN AGENDA No one present wished to speak on the open agenda. MATTERS FROM STAFF None. MATTERS FROM THE CITY ATTORNEY None. CLOSED SESSION There was no need for a closed session. ADJOURNMENT The meeting was adjourned at 8:05 p.m. to a demonstration of the speed board by Traffic Commissioner John Welbourn and Captain William Mangan, Los Angeles County Sheriff's Department, Lomita Station.
