March 9, 1992
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Pernell at 7:33 p.m. on Monday,
March 9, 1992 in the City Council Chambers at the City Hall/
Administration Building, 2 Portuguese Bend Road, Rolling Hills,
California.

PUBLIC HEARINGS - CONTINUED
A. FINAL DRAFT OF THE CITY'S HOUSEHOLD HAZARDOUS WASTE ELEMENT
(HHWE)
City Manager Nealis reported that the HHWE is being prepared
by the City as the result of State Assembly Bills No. 939 and No.
2707 which mandate a reduction in the amounts and toxicity of
materials being landfilled through the development of programs for
the effective management of household hazardous waste. The draft
document was presented at the City Council meeting of February 24,
1992 and is recommended by Staff for adoption.
Councilmember Murdock moved adoption of the Final HHWE,
Councilmember Leeuwenburgh seconded and the motion passed 4-0.
Mayor Pro Tem Swanson was not present for the vote, but arrived
thereafter at 7:37 p.m.
B. ZONING CASE NO. 461: Consideration of an appeal of Planning
Commission action reapproving a variance for the encroachment
of a retaining wall into the side yard setback, reapproving a
Conditional Use Permit for the reconstruction of a previously _
constructed clay sports court, and repealing Resolution No.
91-27.

Mayor Pernell announced that the field trip scheduled for the
morning of March 9, 1992 was postponed at the request of the
applicant. It was agreed that the field trip would be rescheduled
and the public hearing continued to 7:00 a.m. on Monday, March 16,
1992.
OLD BUSINESS
A. RESOLUTION 671: A Resolution of the City Council of the City
of Rolling Hills upholding the Planning Commission's denial of
a request for a variance to encroach into the front yard
setback, a denial of a request for a variance to encroach into
the side yard setback, and denying a request for Site Plan
Review approval to construct a new single family residence and
attached garage in Zoning Case No. 366.

Councilmember Murdock moved approval of Resolution No. 671,
Councilsember Leeuwenburgh seconded, and the motion passed 5-0.
NEW BUSINESS
A. ORDINANCE NO. 235: An ordinance of the City of Rolling Hills
regulating the use of steel -jawed leg -hold traps Within the
lints of the City and amending the Rolling Hills Municipal
Code. (Wildlife Preservation Committee recommendation)
City Manager Nealis reported that under current law it is
possible to obtain a license to use steel -jawed leg -hold traps in
the absence of a local ordinance prohibiting their use. Ordinance
No. 235 prohibits use of these traps except under circumstances
specified by the United States Government and the California
Department of Fish and Game to control disease outbreaks. The
Wildlife Preservation Committee has been researching this matter
for several months, and recommends passage of the ordinance.
Mayor Pro Tem Swanson moved introduction of Ordinance No. 235
on first reading, Councilmember Heinsheimer seconded, and the
motion passed 5-0.
B. RESOLUTION 669: A Resolution of the City Council of the City
of Rolling Hills, California, establishing a voting precinct
and polling place, appointing Precinct board members and
fixing compensation for the General Municipal Election on
Tuesday, April 14, 1992, called by Resolution No. 655 of the
City Council.
Councilmember Leeuwenburgh moved adoption of Resolution No.
669, Councilmember Murdock seconded and the motion passed without
objection.
C. RESOLUTION 670: A Resolution of the City Council of the City
of Rolling Hills, California, ordering the canvass of the
General Municipal Election to be held on Tuesday, April 14,
1992, be made by the City Clerk.
Councilmember Murdock moved adoption of Resolution No. 670,
Councilmember Leeuwenburgh seconded and the motion passed without
objection.
D. First Amendment to the Professional Services Agreement for the
City of Rolling Hills General Plan and Zoning Ordinance
between Cotton/Beland/Associates, Inc. and the City of Rolling
Hills.
Rolling Hills City Council Meeting - 3/9/92
City Manager Nealis reported the City has been considering an
amendment to the agreement with Cotton/Beland/Associates for
completion of the update of the City's Zoning Ordinance. As not
all documents were ready for this City Council meeting, it was
recommended by Staff that the item be held on the ,agenda to the
meeting of March 23, 1992. There being no objection, the Mayor so
ordered.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
None.
MATTERS FROM STAFF
City Manager Nealis reported that:
• The City has received a supply of Guides to the Disposal of
Hazardous Household Products and the Use of Non -Hazardous
Alternatives from the California Department of Health
Services. Residents will be notified of their availability in
the Newsletter.
• Safety striping of the City streets has been delayed due to
the rain. The striping company is now scheduled to begin the
work on March 10, 1992.
• A letter has been received from the Rolling Hills Association
of Realtors requesting monetary assistance from seven
agencies, including the City of Rolling Hills, for the
preparation of city maps. The letter was received and filed.
• The Fire Department will hold an open house on May 9, which
has been designated Fire Services Day. This will be a good
opportunity to visit and learn about fire safety in the City.
OPEN AGENDA
Assistant Fire Chief Jay Corbett invited Councilmembers to
join members of the Fire Department in a helicopter survey of the
Palos Verdes Peninsula as part of their annual brush control
training program, to be held on March 12, 13 and 14, 1992. He also
encouraged residents to visit the Fire Station on May 9, Fire
Services Day.
Mayor Pernell suggested that Fire Department personnel work
with the Wildlife Preservation Committee in their weed abatement
efforts so as to minimize the impact on the habitats of indigenous
animals in the area.

Regarding the report of possible delayed Fire Department
response to an emergency, which was mentioned at the March 9 City
Council meeting, Chief Corbett advised that preliminary research
has been unable to confirm the incident. Mayor Pernell noted that
it appears to have been an erroneous report, and that the delayed
response may have been by a paramedic or emergency medical unit.
Captain Bill Mangan, Los Angeles County Sheriff's Department
Lomita Station, reported that he has been absent for over three
weeks while working on a special project for the Sheriff's
Department on budget reformulation and contingency plans. He may
be required to be absent again over the next few months, so he is
preparing to split his responsibilities between Lt. Robles, who
will serve as Acting Station Commander and will handle personnel,
finance and community relations; and Lt. Beth Dickinson as Director
of Control Operations, in charge of the watch commanders and
sergeants and carrying out records control programs. He will be in
contact at all times.
Replying to Mayor Pro Tem Swanson, Captain Mangan said there
are 74 Deputy Sheriffs at the station, 14 Sergeants, 4 Lieutenants
and 23 non -sworn personnel of various categories. Of the 74 Deputy
Sheriffs, 8 are women. The overall percentage of females in the
department is 15%, and he said there is a concerted effort to
recruit women and improve that statistic.

There was no need for a closed session.
ADJOURNMENT
The meeting was adjourned at 7:57 p.m. to Monday, March 16,
1992 at 7:00 a.m. for a field trip to 42 Portuguese Bend Road.
