Mayor Gordana Swanson called the meeting to order at #3 Appaloosa Lane in Rolling Hills at 7:40
A.M. for the purpose. of conducting a field inspection at this address.
1. ROLL CALL
Councilmembers Present: Councilmembers Pernell, Mayor Pro Tem Murdock, Mayor
Swanson.
Councilmembers Absent: Councilmembers Heinsheimer and Leeuwenburgh (excused).
Others Present: Craig R. Nealis, City Manager.
Lola Ungar, Principal Planner.

2. PUBLIC HEARINGS - CONTINUED
A. ZONING CASE NO. 460A: AN APPEAL OF A REQUEST FOR A VARIANCE TO
PERMIT THE ENCROACHMENT OF A STABLE IN THE FRONT YARD AND
A REQUEST FOR SITE PLAN REVIEW FOR A PROPOSED NEW SINGLE
FAMILY RESIDENCE. Owner: Dr. James Scharffenberger, 3 Appaloosa Lane (Lot
106-D-RH).
Dave Brieholz briefed those in attendance on the site design for 3 Appaloosa La,ne. Those in
attendance walked the site, viewed the silhouette and discussed the overall impact of the grading as
it relates to the total net lot area. Following discussion, it was the consensus of the City Council that
this item be remanded back to the Planning Commission for consideration of the plan presently under
consideration and additional plans which are desired to be submitted by the applicant. This Public
Hearing was continued to the meeting of January 11, 1993 at 7:30 P.M. in the City Council Chambers,
2 Portuguese Bend Road. At 8:30 A.M. the City Councilmembers left the site to conduct an
additional continued public hearing at 10 Williamsburg Lane.
B. ZONING CASE NO. 482: AN APPEAL OF A REQUEST FOR SITE PLAN
REVIEW TO PERMIT THE CONSTRUCTION OF A MASTER BEDROOM
ADDITION TO THE EXISTING SINGLE FAMILY RESIDENCE, A SWIMMING
POOL, A DETACHED HOBBY SHOP, AND A FUTURE STABLE FOR
PROPERTY AT 10 WILLIAMSBURG LANE, ROLLING HILIS, CA. Owner: Mr.
& Mrs. Russell Gilbertson, (Lot 36-RH).
Councilmembers convened on the site at 8:40 A.M. Others present included Keith Palmer and Mrs.
Gilbertson. Councilmembers in attendance viewed the silhouette of the proposed master bedroom
addition and hobby shop. Extensive discussion took place regarding the location of the proposed
future stable down in the canyon. This public hearing was continued to the meeting of January 11,
1993 at 7:30 P.M. in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills.
3. AD TOURNMENT
The meeting was adjourned to the Regular Meeting of the City Council of the City of Rolling Hills
at 7:30 P.M., Monday,January 11, 1993 in the City Council Chambers at the City Hall/Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California.
