On motion of Councilman Goodman, seconded by Councilman Nielsen and unanimously carried, ths minutes of the meeting • held 9 November 1959 were approved as written. �:: - CITY�S THIRD BIRTHDAY _._.�._. Verna Cornelius, a professional model, presented to the City Council on behalf of the Duncan Hines F'oundation a devils food cake bea�ing the City seal in red and white ieing, in celebration of the C�i�ty� s third birthday. Mayor Tourtelot accepted the cake for and on behalf of the Gity and the Council. Thereafter the cake was served by the Mayor to all persons present. ` ROLLING HILLS ESTATES ANNE,XATIONS The City Clerk presented letters dated January 19, 1960 ° from the County Boundary Commission regardi:ng proposed annexations Nos. 3 and !� to the City of Rolling Hills Estates. The maps showing these proposed annexations were noted with interest by the Council. CITY BILLS The City Manager presented the register of bills to be allowed for payment. On motion of Councilman Horn, seconded by Councilman Nielsen and on roll call vote by the City Clerk unanimously carri.ed, Demands 5l�7 tnrou�. 557 were approved for payment from the General Fund (including the � purchase of �10,000.00 in U. The Council decided to take no action regarding the matter. T�ENAGE PARTY PROCEDURE Copiea of the procedure for teenage .parties were given to the Council. for study and the ma,tter was held � for the next meeting. ° � FINANCIAL PLANNING COMMITTEE RE�'ORT ._.�.� The report was ordered held for a 1.ater meeting by i the Mayor. � PROPOSED SUBDIVISION ORDINANCE _ . . � The Council discussed the suggestions regarding the Subdivision Ordinance submitted by the Southern Calif ornia Edison Compang in its . letter dated January 8, 19b0, and it was moved by Col:mcilman Goodman that ° the ordinance as introduced and previously amended be further amended b�r � adding Sect.ion 10.07` to read as followa: 1°In addition to the� certificates required by the Subdivision Map �ct, the public utility companies authorized to serve the subdivision shall be required to certify that satisfaetory arrangements • far right of way for their facilities have been made. 'r . The motion avas seconded by Councilman Horn and unanimously carried. . Tt was then moved by Councilrnan Goodman that the ordinance as introduced be f�ther amended by add3.ng thereto Section 1.05 to read as follows: �'�-��. "Whenever in the opinion of the Advisory Agency the land involved in a subdivision is of such size or shape, or is sub3ect to such title limitations of reeord or is affected by sueh topographical location or conditions, that it is impossible or im- practical in the particular case for the subdivider to conform fully�to such regula- tion, the Advisory Agency may recommend such modification thereof as in its opinion is . reasonably necessary or ex pedient; pro- • vided, that in the case of each modification the Advisory A�ency shall find that a special, individual reason makes thQ strict letter of the regulation impossible or �im- practical of observanee and . that the modifi- cation is in conformity with the spirit and purpose of the Subdivision Map A�t and of this Ordinance; and � . Provided further that the Advisory � Agency shall transmit to the City��ouncil �; with the final map of the subdinision its � � report in writing setting forth each modifi- � cation recommended by it and the faets re- =�' lied upon by it for the recommendation of the modification. " The motion was seconded by Councilman Nielsen and unanimo usly carried. PALOS VERDES W,ATER COMPANY APPLIC,�TION FOR RATE INCREASE Councilman Nielsen reported that petitions pro- testing the rate inerease were being circulated throug�- out the peninsula and „would be presented by .Messrs. Clark and Bush at the hearing to be held February 3 . � Councilman Nielsen further stated that he would attend the hearing and would report �pon it at the riext Council. � meeting. RESOLUTION N0. 91 - CALLING GENERAL MUNICIPAL ELECTION � e ` Thereupon, on motion made by Councilman Horn, . seconded by Councilman Goodman and, after discussion in whieh all Councilmen participated, Aesolution No. 91 entitled "A Resol�ution of the City �o�ncil of the City of Rolling Hills, Cotuity of Los Angeles, State of California, Calling a General Municipal Election on the 12th day of April, 1960, for the Purpose of Elect- ing the Offieers Required by the Laws of the State of California to be Elected at said General Munieipal Election, and Establishing a Voting Preeinct for the Purpose of Said General Municipal Election, Establish- ing a Polling Flace in Said Precinct, Appointin� Elec- � tion Officers Therefor, and Fixing Compensation for • said Election Officers. ��, was on roll call vote by the City Clerk unanimously adopted. Resolution No. 91 is set forth in full in �he B�ok of Resolutions. PROCL�MATION REGARDING HEART MONTH . � On behalf of the Los ,Angeles County Heart Associa�- tion, Lil�ran W. Brannon presented a suggested proclama- tion to the City Council which was read in full by Councilman Nielsen. Tt was then moved by Councilman � � � Goodman that the Mayor proclaim the month of February as Heart Month in the City of Rolling Hills and that he sign sueh a proelamation.,� . The motion was seconded by Councilman Nielsen and carried, LETTER TO THE PROPERTY� OWNERS OF ROLL�:IIdG HILLS Councilman Goodman read the draft of a letter he had prepared regarding the proposecl zoning and sub- division ordinances to the CounciL and suggested that it be sent to all property owners in the City. It was then moved by Mayor Tourtelot, seconded by Council- man Nielsen and unanimously carried that the letter be signed by all Councilmen and that copies thereof be sent to all property ownsrs in the City as a first class mailing. ,AD�JOwURN1VIENT There being no further business to come before the meetin�, it was rnoved by Councilman Nielsen, . seconded by Councilman Horn and unanimously carried that the mesting be ad�ourned at 9:00 P.M. . .
