The regular meeting of the City Council of the
City of Rolling Hills was called to order by Mayor
Tourtelot at 7:30 P.M. Monday, 8 February 1960, in
theZity Hall.

MINUTES - MEETING OF 23 NOVEMBER 1959
On motion of Councilman Goodman, seconded by
Councilman Roach and unanimously carried, the minutes
of the meeting held 23 November 1959 were approved as
written.
CORRESPONDENCE
The City Clerk presented correspondence, as follows:
a. copy of letter to Palos Verdes Estates City
Council dated 5 February 1960 from Robert C.
Allen. of the Palos Verdes Peninsula Realty
Board offering to assist the three incorpor—
ated cities on the peninsula in their efforts
to oppose the water rate increase by contribu-
ting 10% of the total cost, UP to $1#500.00.
The manager was instructed to thank the Realty
Board for its generous support.
b. tax compilation from the City of San Gabriel
showing how taxes vary in the different
communities in Los Angeles County.
c. report from the County of Los Angeles of the
Municipal Court of the South Bay Judicial
District which stated that the distribution
of fines and forfeitures to the City for the
month of January, 1960 totaled $53-40.
d. letter dated January 25, 1960 from the City
Clerk of the City of Torrance acknowledging
the City's request for appropriate marking
on Crenshaw Blvd. at its intersection with
Rolling Hills Road to indicate the narrowing
of the road.
e. letter of February 3, 1960 from the County,
Engineer of Los Angeles County which stated
that during the period from October 1 to
December 31,'1959 the excess of fees collected
for building permits over expenses totaled
$373.91 and that a check for this amount would
be forthcoming.
CITY BILLS
The City Manager presented the register•of bills to
be allowed for payment. On motion of Councilman Goodman,
seconded by Councilman Nielsen and on roll call vote by
the City Clerk unanimously carried,,Demands 559 through
564 were. approved for payment from the General Fund, as.
follows:

TEENAGE .PARTY PROCEDURE
It was moved by Mayor Tourtelot that the matter be
tabled. The motion was seconded by Councilman Goodman
and unanimously carried.
FINANCIAL PLANNING COMMITTEE.REPORT
The City Manager explained the three large charts
prepared by Mr. Sullivan as the report'of the Financial
Planning Committee to the Council, which charts are on
file in the City Hall.- It was moved by Councilman
Nielsen, seconded by Councilman Goodman and unanimously
carried that Mr. Sullivan -be thanked by the Council for
hi s� fine work.
PROPOSED SUBDIVISION.ORDINANCE
Mayor Tourtel'ot"reported that he had consulted the
County Engineer regarding the proposed subdivision ordi-
nance and had received suggested amendments, which were
distributed to all Councilmen and discussed.
It was moved by Councilman Goodman that Section
5.05 of the proposed subdivision ordinance be amended'to
read as follows:
"Section 5.0�: Lot Footage at Turning Area
at End of Cul de Sacs. No more than two
lots shall.front on the turning area at the
end of any cul de sac and the abutting foot-
age"of each lot fronting on such turning
area,shall be substantially the same."
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was moved by Councilman Goodman that Section
7.03,which was tabled at the meeting held December.14,
1959s be now further considered -by the Council. The
mpption died for lack of a. second.

It was moved by Councilman Goodman that the
proposed ordinance be amended to add a new Section
4.05 and to renumber the present sections 4.05 through
4.13 one number higher and that the new Section
4.05 would read as follows:
The -motion was seconded by Mayor Tourtelot and
unanimously carried.
It was moved by Councilman Goodman that Section
4.04 (n) of said ordinance be amended as follows:
"(n) Approximate contours at five (5)
foot vertical intervals, except where
the slope is in excess of 300, in which
case the vertical interval between
approximate contours shall be twenty (20)
feet."
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was moved by Councilman Goodman that Section
4.04 (f) of said ordinance be amended as follows:
"(f) The widths and approximate locations
of all existing and proposed easements,
whether public or private, -for roads,
drainage, bridle trails, sanitary and
storm sewers or public utility purposes;"
The motion was seconded by Councilman Nielsen and
unanimously carried.
"Section lt.05: Effect of Hazards. If
any portion of the land within the.bound-
aries -shown on a tentative map of a sub-
division is subject to flood hazard, or
geological hazard, and the probable' -use
of the property will require structures
thereon, the Advisory Agency may disapprove
the map or that portion of the map so
affected, and require protective improve-
ments to be constructed as a condition
precedent to approval of the tentative map.".
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was then moved by Councilman Goodman that
Section 3.04 of said ordinance be amended to read

as follows:
Section 3„04: Geological Report. If the
Advisory Agency finds that a geological
report is necessary to determine whether
property to be subdivided or divided -is
subject to an existing or potential geo-
logical hazard,,a written report stating
how the geological conditions will affect
the proposed development shall be required
with the submission of the tentative map.
The report shall be prepared by a geolo-
gist experienced in engineering matters
and qualified by the Geological Qualifica-
tion Board of the County of Los Angeles.”
The -motion was seconded by Mayor Tourtelot and
unanimously carried.
It was moved by Councilman Goodman that Section
4.04 (n) of said ordinance be amended as follows:

It was then moved by Councilman Goodman that
Section 4.04 (v) of said ordinance be added to the
proposed ordinance:
"(v) Where public sewers are not avail-
able, and where private sewage disposal
systems will be utilized,, the results of
percolation tests shall be submitted in
accordance with the recommendations of the
City Health Officer.'
The motion was seconded by - Councilman Nielsen and
unanimously carried.
It was moved by Councilman Goodman that Section
4.04 (k) of said ordinance be amended to read:
"(k) The approximate location and size
of all existing and proposed fire hydrants
within the proposed tract which shall be
placed at intervals of not more than
eight hundred.(800) feet;"
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was moved by Councilman Goodman, seconded by
Councilman Nielsen and unanimously.carried that Sec-
tion 11.22 of said ordinance be amended as follows:
"-Section 11.22: Land Sub iect to flood or
Geological Hazard. If . any • portion of the
land within he boundaries shown on any
final map is subject to flood hazard -by
storm waters.or geological hazard, such
fact and portion shall be clearly shown
on such final map by a "prominent note on
each sheet of -such map whereon any such
portion shall be shown."
It was moved by Councilman�Goodman that Section
13.02 of said ordinance be amended to read as follows:
"Section 13.02: Street Improvements. All
street. improvements including drainage
structures incidental thereto and includ-
ing 2 -foot cement concrete gutters where -
ever cement concrete curb is required by
the Advisory Agency shall be installed to
grade, which grade shall be.improved by
the City Engineer or the City Road Com-
missioner according to their jurisdictions.
Plans, profiles and specifications for
such improvements shall be furnished to
the City Engineer or City Road Commissioner
according to their Jurisdictions not later
than the time of submitting the final map
for checking and such plans, profiles and
specifications shall be Subject to the
approval of the City Engineer or City Road
Commissioner according to their jurisdic-
tions before such final map shall be
approved; provided, however, that a sub-
divider may deposit the final map with
the City Engineer and the City Road Co4i-
missioner for preliminary review prior to

Fxcept as provided in Section 5.05 hereof,
the widths and depths of all lots shall
comply with the following conditions:
(a) The abutting footage of any lot
along the street.easement line shall
be at least equal to.or greater than
the depth of the lot divided by 22,
provided that in no event shall such
abutting footage be less than 150
feet
(b) The minimum width of any lot at
any point., measured at right angles
to the side lines, shall not be less
than 150 feet.
(c) In the event of a corner lot
with abutting streets on two (2) or
more sides, the street having the
smallest number of feet abutting such
lot shall, for the purpose of this=
Section, be considered the, street
upon which said lot fronts. Abutt-
ing footage shall be measured along
the street easement line, but, in the
case of a corner lot, shall not in-
clude any footage within the side
street easement.

provisions of Section 11593 of the Sub-
division Map Act. Such plans, profiles,
and specifications shall show full details
of the proposed improvements and shall be
in accordance'.with the standards of the
County of Los Angeles, as adopted by the
Board of Supervisors of the County of Los
Angeles."
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was also moved by Councilman Goodman that
Section 3.02 (f) of said ordinance be added to the
proposed ordinance, as follows:
"(f) "City Road Commissioner" shall mean
the Road Commissioner of the County of
Los Angeles of the State of California
acting as the City Road Commissioner of
the City of Rolling Hills pursuant to

contract between the City of Rolling Hills

and the County of Los Angeles and shall
include all assistants and deputies of

said County Road Commissioner when act-
ing within the scope of their authority."
The motion was seconded by Councilman Nielsen and
unanimously carried.
It was moved by Councilman Goodman that Section
5.04 be reconsidered and the motion was seconded by
Mayor Tourtelot and unanimously carried. It was then
moved by Councilman Goodman that Section 5.04 of said
ordinance be amended as follows:
'Section 5.04: Widths and Depths of Lots.

a slope less than 300 at least equal
to the footage abutting the street
easement line."
The motion was seconded by•Councilman.Nielsen and
carried.
On motion of Councilman Goodman, seconded by
Councilman Nielsen and unanimously carried, the City
Clerk was directed to present the Council with a
copy of the said proposed ordinance incorporating all
of said amendments for action at the next meeting.
The motion was seconded by Councilman Nielsen and
unanimously carried.
PALOS VERDES WATER COMPANY.APPLICATION FOR RATE INCREASE
Councilman Nielsen reported that he, the City
Manager and the president of the Community Associa-
tion had attended the hearing February 3, at which
time the counsel for the applicant stated that they
were not ready to proceed with their case. Since
approximately 150 people were in attendance Com-
missioner Fox stated that the Commission would hear
testimony'as to their complaints at this time and
that the matter would then'be continued until February
17.
REAPPOINTMENT .OF PLANNING COMMISSION MEMBERS
Mayor Tourtelot advisedt,the Council that he had
reappointed Corinne Fay and Sam Good as members of
the Planning Commission for'4 year terms commencing
November 25, 1959. It was moved by Councilman Good-
man, seconded by Councilman Roach and unanimously
carried that these appointments be approved.
TAX -ROLLS
It was moved by Councilman Goodman that the City
Clerk be instructed to make application to the County
Assessor pursuant to Section 646 et. seq. of the
Revenue and Taxation Code for two certified copies
of the portion ofth.e secured property roll pertain-
ing to property within its limits for -the year 1960.
The motion was seconded by Councilman Nielsen and
unanimously carried.
ADDRESSING ENVELOPES FOR CANDIDATES IN MUNICIPAL ELECTION
It was moved by Councilman Goodman that the City
Manager be instructed to address at cost at the request
of any candidate for the office of Councilman the can-
didatet:s envelopes to be mailed to.residents of the
City. -The motion was seconded by Councilman Nielsen
and unanimously carried.
ADJOURNMENT
There'being no further business to come before
the meeting, it was moved by Councilman Roach,
seconded by -Councilman Nielsen and unanimously carried
that the meeting be adjourned at 9:10 P.M.

OF THE CITY OF ROLLING HILLS, CALIFORNIA
20 February 1960
A special meeting of the City Council of the
City of Rolling Hills was held at 9:00 A.M. Satur-
day, 20 February 19600 in the City Hall pursuant
to call by"the Mayor and written notice to all
Councilmen.
The meeting was called to order by Mayor
Tourtelot.

Present: Councilmen Goodman, Horn, Nielsen
and Mayor Tourtelot
Absent: Councilman Roach

Ralph Blakey, 'William C. Field,
Bernard D. Young, Thomas M. Murphy,
Manley Natland, Paul Westerlund.
MINUTES OF LAST MEETING
It was moved by Councilman Goodman, seconded
by Councilman Horn and unanimously carried that
consideration of the minutes of the last meeting
be tabled until the next regular meeting.
RUSSELL LAWSUIT AGAINST THE CITY
The Mayor informed the Council that the meet-
ing was called for the purpose of determining
what action the City should take in connection
with the ,, Writ of Mandate and Writ of Prohibition
applied for by G.M. Russell and Catherine S. Russell
against the City and the Planning Commission of the
City.
The City Attorney then explained the nature
of the proceedings, the City's legal position and.
the defenses available to the City.
It was then moved by Councilman Goodman that
the City Attorney be instructed to immediately
proceed with the defense of this action in such
manner as he deemed advisable and that he be author-
izea to associate with him in such defense any
other counsel'he might choose, and have'the action
removed,to the Long.Beach Branch of the Superior
Court if such a change was deemed advisable by him.
The motion was seconded by Councilman Horn.and
carried unanimously.
ADJOURNMENT
There being no further business to come be-
fore the meeting, it was moved by Councilman Horn,
seconded by Councilman Nielsen and unanimously
carried that the meeting be adjourned at 10:15 A.M.
