2/1/1994MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA FEBRUARY 1, 1994 CALL TO ORDER An Adjourned Regular Meeting of the City Council of the City of Rolling Hills was called to order by Mayor Murdock at 7:40 a.m. on Tuesday, February 1, 1994, at 7 Storm Hills Lane (Lot 169 -B- MS), Rolling Hills, California. ROLL CALL Councilmembers Present: Swanson, Pernell, Mayor Pro Tem Leeuwenburgh and Mayor Murdock. Councilmembers Absent: Heinsheimer. Others Present: Craig R. Nealis, City Manager. Lola Ungar, Principal Planner. Sherry Cipolla, 14 Buggy Whip Drive. Nadine Bobit, 10 Buggy Whip Drive. Criss Gunderson, Architect. OLD BUSINESS - FIELD TRIP A. CONSIDERATION OF AN OFFER TO DONATE A RUG TO THE CITY OF ROLLING HILLS. This item was determined no longer necessary for consideration by the City Council as staff presented a letter to the City Council from William and Beth King indicating that they have withdrawn their offer to donate a rug to the City of Rolling Hills. CONTINUED PUBLIC HEARING - FIELD TRIP A. ZONING CASE NO. 498 MR. AND MRS. DOMENIQUE CLAESSENS, 7 STORM HILL LANE (LOT 169- B -MS) AN APPEAL OF AN APPROVED REQUEST FOR SITE PLAN REVIEW TO PERMIT THE CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE WITH ATTACHED GARAGE, A POOL, AND A STABLE. Mayor Murdock opened the continued public hearing. Councilmembers and those in attendance viewed the silhouette staking of the stable and residence. Discrepancies amongst pole heights depicting the 15 foot tree line at locations of three or more trees were discussed. The architect indicated that he would research this matter and report back to the City Council. Following discussion and viewing the silhouette, Councilmember Pernell requested that the applicant provide a preliminary subdivision for areas of this lot located north of the proposed structures. Councilmember Gordana Swanson expressed concern over accessibility to the City lot located to the north of the 63 acre parcel. Councilmember Swanson left the meeting at 8:10 a.m. Following discussion, the following concerns were identified by the City Council for research by the applicant: • that vehicular accessibility is proposed across a private driveway which splits a single lot; • that the applicant may wish to consider encouraging the property owner of the lot located just south of this parcel to subdivide their lot so that the roadway would not divide an approved property; Minutes City Council Adjourned Regular Meeting 02/01/94 • that the applicant may wish to consider a lot line adjustment with their adjoining property to provide for vehicular access on the applicant's lot; • that the applicant research the accessibility to the City lot located to the north of the proposed lot; • the locations of an ancient landslide on the applicant's property be identified; • that the landscape plan include typography along with tree and shrub heights, • that a cut -away view of the sloping hillside and structures be prepared for the next City Council meeting; and • that the vicinity map on the plot plan show an accurate depiction of the proposed hammerhead be prepared for the next City Council meeting. Issued also discussed included view preservation of properties on Buggy Whip Drive as well as proximity of these structures as they relate to existing properties in all directions. Hearing no objection, the public hearing was continued to the regular City Council Meeting to held on Monday, February 14, 1994, at the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, beginning at 7:30 p.m. ADJOURNMENT Hearing no further business before the City Council, Mayor Murdock adjourned the meeting at 8:35 a.m. to Monday, February 14, 1994, at the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, beginning at 7:30 p.m. Craig'.
