CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Murdock at 7:36 p.m. on Monday, March 14, 1994, in the City Council Chambers at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Swanson, Pernell, Mayor Pro Tem Leeuwenburgh (arrived at
8:54 p.m.) and Mayor Murdock.
Council Members Absent: Heinsheimer (excused).

Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing it to

RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Correspondence from the City of South El Monte regarding "Zero Tolerance Policy"
for persons found guilty of illegal gun possession.
RECOMMENDATION: Receive and file.
d. Consideration of a fence plan relative to code enforcement activity.
RECOMMENDATION: Receive and file/provide direction.
e. Correspondence form Dimension Cable Services regarding Federal Communications
Commission regulation of cable rates.
RECOMMENDATION: Receive and file.
f. Correspondence from California Water Service Company regarding Advice Letter
No. 1340, Rule 15, Main Extension and Advice Letter No. 1341 regarding rate relief
associated with the increase in Post Retirement Benefits Other than Pensions costs
due to changes in Financial Account Standards Board Statement No. 106 filed with
the California Public Utilities Commission.

g. Correspondence from Browning Ferris Industries regarding recovered recyclable
material.

h. Correspondence from County of Los Angeles Sheriffs Department regarding results
of a Sobriety Checkpoint conducted on Friday, February 25, 1994.

Councilmember Pernell moved approval of the recommendations contained in the Consent
Calendar. Councilmember Swanson seconded the motion which carried unanimously.

SPECIAL PRESENTATIONS
A. PRESENTATION BY WATER REPLENISHMENT DISTRICT OF SOUTHERN
CALIFORNIA DIRECTOR BOB GOLDSWORTHY.
Mayor Murdock introduced Mr. Bob Goldsworthy, Secretary/Director of the Water Replenishment
District of Southern California. Mr. Goldsworthy provided a brief presentation on the projects of
the District and their efforts to maintain clean and healthy water systems. After a brief question
and answer period, Mayor Murdock thanked Mr. Goldsworthy for his comments.
Mayor Pro Tem Leeuwenburgh arrived at 8:54 p.m.

A. ZONING CASE NO. 450. SUBDIVISION NO. 84. TENTATIVE PARCEL MAP
NO. 21486
DR. AND MRS. RAMON CUKINGNAN, 16 PINE TREE LANE (LOT 81-RH)
RESOLUTION 94-4: A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS RECOMMENDING APPROVAL OF THE
CITY COUNCIL OF TENTATIVE PARCEL MAP NO. 21486, SUBDIVISION NO.
84, A REQUEST TO SUBDIVIDE A 6.07 ACRE EXISTING LOT THAT HAS
ONE RESIDENTIAL UNIT INTO 2 SINGLE-FAMILY RESIDENTIAL LOTS
FRONTING THE NORTHERN TERMINUS OF PINE TREE LANE IN ZONING
CASE NO. 450.
City Manager Nealis presented the staff report and reviewed the field trip that Council conducted
on Thursday, March 10, 1994. Mayor Murdock opened the public hearing and called for testimony.
• Mr. Doug McHattie, South Bay Engineering, explained that he has resurveyed the boundary
lines of the proposed roadway improvements to verify that the trees located on the Hassoldt
property, 10 Pine Tree Lane, will not be affected by the grading needed for the
improvements.
Mayor Murdock closed the public hearing. Mayor Pro Tem Leeuwenburgh moved that the City
Council approve Tentative Parcel Map No. 21486, Subdivision No. 84, a request to subdivide a 6.07
acre existing lot that has one residential unit into 2 single-family residential lots fronting the
northern terminus of Pine Tree Lane in Zoning Case No. 450 as recommended by the Planning
Commission. Councilmember Pernell seconded the motion which carried unanimously. Staff was
directed to prepare a Resolution memorializing that action.
Councilmember Swanson commented that this case is an excellent example of how the City works
with property owners who wish to develop their property, provide improved safety factors to other
residents in the area to be developed while at the same time partially maintaining the rural
character of the community.
OPEN AGENDA APPROXIMATELY 8:00 P.M. PUBLIC COMMENT WELCOME
• Mr. Al Esser, 71 Crest Road East, read his, March 15, 1994, letter that outlines his
suggestions for curtailing speeding in the City and provided copies of the letter to the City
Council. Discussion then ensued regarding various traffic safety measures used by the City.
Mayor Murdock explained that Mr. Esser's suggestions involving recordkeeping by the
guards at the gates should be addressed by the Rolling Hills Community Association.
Mayor Pro Tem Leeuwenburgh invited Mr. Esser to bring his suggestions before the Traffic
Commission and she explained that the motorcycle patrol program would begin in April,
which should help curtail speeding in the City.
City Manager Nealis explained how staff handles calls identifying traffic safety problems.

OLD BUSINESS
A. ZONING CASE NO. 461
DR. AND MRS. MOHAN BHASKER, 42 PORTUGUESE BEND ROAD (LOT
120-RH)
RESOLUTION NO. 732: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS REVOKING A VARIANCE FOR THE
ENCROACHMENT OF RETAINING WALLS INTO THE SIDE YARD
SETBACK AND REVOKING A CONDITIONAL USE PERMIT FOR A
RECONSTRUCTED CLAY SPORTS COURT IN ZONING CASE NO. 461.
City Manager Nealis presented the staff reportoutlining the action taken by the Council at their
meeting of March 1, 1994.
Councilmember Swanson moved that the City Council adopt Resolution No. 732 revoking a
variance for the encroachment of retaining walls into the side yard setback and revoking a
Conditional Use Permit for a reconstructed clay sports court in Zoning Case No. 4.61. Mayor Pro
Tem Leeuwenburgh seconded the motion which carried unanimously.
B. ORDINANCE NO. 247: AN ORDINANCE OF THE CITY OF ROLLING HILLS
AMENDING SECTION 6.24.020 OF THE ROLLING HILLS MUNICIPAL CODE
ENTITLED "CITY MANAGER INVESTIGATIONS -ACTION -WHEN DOG
ATTACKS ANIMAL".
Councilmember Swanson moved that the City Council waive reading in full and adopt Ordinance
No. 247 amending Section 6.24.020 of the Rolling Hills Municipal Code entitled "City Manager
Investigations -Action -When Dog Attacks Animal". Councilmember Pernell seconded the motion
which carried unanimously.
NEW BUSINESS
A. RESOLUTION NO. 730: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA, ESTABLISHING A VOTING
PRECINCT AND POLLING PLACE, APPOINTING PRECINCT BOARD
MEMBERS AND FIXING COMPENSATION FOR THE GENERAL
MUNICIPAL ELECTION ON TUESDAY, APRIL 12, 1994, CALLED BY
RESOLUTION NO. 719 OF THE CITY COUNCIL.
Mayor Pro Tem Leeuwenburgh moved that the City Council adopt Resolution No. 730 establishing
a voting precinct and polling place, appointing precinct board members and fixing compensation
for the General Municipal Election on Tuesday, April 12, 1994, called by Resolution No. 719 of
the City Council. Councilmember Pernell seconded the motion which carried unanimously.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
• Mayor Murdock reported to the City Council that the Palos Verdes Peninsula Coordinating
Council is sponsoring a Teen Service Award and encouraged Councilmembers to nominate
Rolling Hills youths they feel meet the criteria for this award. She also reported that the
deadline for submitting nominees is April 27, 1994. Staff was direct to place an article in
the Citywide Newsletter regarding this award and to coordinate any submittals of names for
the City Council to review for submittal for this award.
• Mayor Pro Tem Leeuwenburgh reported that the Vector Control District is in the process
of hiring personnel to provide educational programs to the public on the Africanized Honey
Bee. She suggested that a peninsula subcommittee be formed to address this issue locally.
• Mayor Pro Tem Leeuwenburgh also reported that according to Southern California Edison
crews, rattlesnakes have been observed in the area. She suggested that a rattlesnake
warning notice be placed in the Citywide Newsletter. Discussion ensued regarding what can
be done to educate the public on what can be done when a rattlesnake is observed. Mr.
Frank Hill, 11 Cinchring explained that the Scripps Institute will remove snakes and use
them for safe research purposes.

♦ Councilmember Pernell expressed concern regarding the drop-off in participation in the
City's voluntary recycling program. Councilmembers discussed various ways in which the
City could increase participation. Staff was directed to investigate ways in which to increase
participation and to place articles in the Citywide Newsletter encouraging residents to
participate.
MATTERS FROM STAFF
♦ City Manager Nealis reported that the U.S. Mailbox has now been moved to its permanent
location behind City Hall and that an extensive publicity campaign to inform residents of
this change was conducted. Councilmember Pernell suggested that a temporary sign be
placed at the old mailbox location informing residents of the change.
0 City Manager Nealis also reported that on the status of correspondence being drafted to the
Contractor's State Licensing Board informing them of a contractor who has been involved
with two illegal sports court construction projects in the City.
0 City Manager Nealis congratulated the Sheriffs Department on apprehending the suspect
allegedly responsible for three of the vehicular burglaries reported in the City.
• City Manager Nealis updated the City Council on the status of the misunderstanding on the
whereabouts of the 16 decorative car bumpers deleted from the Hardscape plans that were
stored in the Rolling Hills Community Association maintenance yard and subsequently
reported stolen to the City by RHCA staff. He stated that the bumpers are currently in the
possession of the contractor that designed the Hardscape Project and asked for Council's
direction on what to do with them. He explained that one of the City's options would be
to declare them as surplus property and advertise for sealed bids. Discussion ensued
regarding the various options for disposing of the bumpers and Councilmember Swanson
expressed concern that the bumpers ended up away from the City. After discussing this
issue, Councilmembers concurred that it would be easier for prospective bidders to view the
bumpers if they were stored on City property. After discussion, staff was directed to have
the bumpers returned to City Hall and to prepare the necessary staff report for the City
Council to consider declaring them as surplus property.

ADJOURNMENT
Hearing no further business before the City Council, Mayor Murdock turned the gavel over to
Mayor Pro Tem Leeuwenburgh for adjournment. Mayor Pro Tern Leeuwenburgh adjourned the
meeting at 8:50 p.m. in honor of long time Rolling Hills resident and Traffic Commissioner John
Welbourn expressing that his dedication to the community was commendable and that his service
on the Traffic Commission was greatly appreciated. The meeting was adjourned to Monday, March
28, 1994, in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.
