JOINT STUDY SESSION OF THE
CITY COUNCIL, PLANNING COMMISSION AND TRAFFIC COMMISSION
OF THE
CITY OF ROLLING HILLS, CALIFORNIA
AUGUST 29,1994
CALL TO ORDER
Mayor Heinsheimer called a Joint Study Session of the City Council, Planning
Commission and Traffic Commission to order at 7:35 p.m., in 'the City Council Chambers
at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Hill, Lay, Murdock, Mayor Pro Tem Pernell and
Mayor Heinsheimer.
Planning Commissioners Present: Hankins, Frost, Raine and Chairman Roberts.
Traffic Commissioners Present: Henke, Virtue, Wiener and Chair Hill.
Absent: Planning Commissioner_ Witte and Traffic
Commissioner Perkins.
Others Present: Craig R. Nealis, City Manager.
Michael Jenkins, City Attorney.
Lola Ungar, Principal Planner.
Marilyn Kern, Deputy City Clerk.
Lee Byrd, Mayor Pro Tem, Rancho Palos Verdes.
Roy Campbell, Resident.
Mayor Heinsheimer welcomed all in attendance and announced that the Study Session
will be informal and encouraged all present to participate in the items for discussion.
ITEMS FOR DISCUSSION
PRESENTATION BY RANCHO PALOS VERDES MAYOR PRO TEM LEE BYRD
REGARDING GPS POSITIONER APPLICATIONS.
City of Rancho Palos Verdes Mayor Pro Tem Lee Byrd reported on the use of GPS
positioners to monitor landslides in the City of Rancho Palos Verdes and possible
applications in Rolling Hills. After a brief question and answer session relative to the
application, operation and cost of the system, it was the consensus of those present that
this type of equipment seems more tailored to land movement. In this regard, City
Manager Nealis reported that he has spoken with the City Manager of Rancho Palos
Verdes about the possibility of coordinating the City of Rolling Hills' participation in
Rancho Palos Verdes' investigation sometime in the future.
OVERVIEW OF REVISED BROWN ACT.
City Attorney Michael Jenkins provided those present with a brief overview of the revised
Brown Act highlighting application of the Brown Act to legislative bodies, meetings, serial
meetings, notice and agenda requirements, public participation, closed sessions and
enforcement. City Attorney Jenkins provided those in attendance a handout entitled
"Summary of the Major Provisions of the Ralph M. Brown Act" for their further review
and future reference.

PERSONAL LIABILITY AS A CITY COUNCIL OR COMMISSION MEMBER.
City Attorney Michael Jenkins provided information to City Councilmembers and
Commissioners on their limited exposure to and immunity from personal liability while
performing their duties as elected and appointed officials of the City of Rolling Hills. City
Attorney Jenkins reported that City Councilmembers are accountable for violations of the
Fair Political Practice Commission and Brown Act rules and regulations.
COORDINATION OF APPLICATIONS AND ACTIVITIES BETWEEN THE
CITY COUNCIL AND CITY COMMISSIONS.
City Manager Nealis presented a staff report outlining the procedures implemented by staff
for Planning and/or Traffic Commission review of applications submitted to the City.
City Manager Nealis also reported that the City Council ultimately takes action on the
recommendations that are forwarded to them by the Planning and Traffic Commissions.
REVIEW OF APPEAL PROCEDURES.
Councilmembers and Commissioners discussed the Zoning Case appeal process and the
custom of the City Council of remanding cases back to the Planning Commission when
plans have been modified from those which were originally reviewed and acted on by the
Planning Commission. Those present concurred that the City should establish a policy
relative to this practice since the City Council feels that negotiations between applicants
and the City lie within the purview of the Planning Commission.
Hearing no objection, Mayor Heinsheimer directed staff to prepare correspondence to all
current applicants and have information available to new applicants that the City Council
will not consider, on appeal, applications that have been changed from original plans acted
on by the Planning Commission.
REVIEW OF BUILDING ORDINANCES, ZONING CODE PROCEDURES AND
TRAFFIC REGULATIONS.
No action or discussion.
DISCUSSION REGARDING A REQUEST FROM THE ROLLING HILLS
COMMUNITY ASSOCIATION BOARD OF DIRECTORS FOR A JOINT MEETING
OF THE PLANNING COMMISSION AND THE ARCHITECTURAL REVIEW
COMMITTEE.
After a brief discussion, those present concurred that a meeting between the Planning
Commission and the Rolling Hills Community Association Architectural Review
Committee would be beneficial and should take place. Staff was directed to prepare
correspondence for the Mayor's signature, to the Community Association Board President
indicating the City Council's and Planning Commission's concurrence of their suggestion
for a joint meeting of the Planning Commission and the Architectural Review
Committee. Staff was further directed to indicate in the correspondence that the Chairs of
the respective bodies get together to prepare an agenda for the joint meeting.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
• Mr. Roy Campbell, 3 Running Brand Road, indicated to Councilmembers and
Commissioners that the joint study session was most informative from a
resident/ contractors point of view.
OTHER MATTERS
Councilmembers and Commissioners discussed the need to have more joint study
sessions. Staff was directed to coordinate another study session in six months.

Hearing no further business, the Joint Study Session was adjourned at 10:02 p.m. to the
next regularly scheduled meeting of the City Council (September 12, 1994, 7:30 p.m.),
Planning Commission (September 20, 1994, 7:30 p.m.) and Traffic Commission (September
16, 1994, 8:30 a.m.).
