CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Heinsheimer at 7:30 p.m., on Monday, November 28, 1994, in the City Council
Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.

Councilmembers Present: Hill, Murdock, Mayor Pro Tem Pernell and Mayor
Heinsheimer.
Councilmembers Absent: Lay (excused).
Others Present: Craig R. Nealis, City Manager.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar
causing it to be considered under Council Actions.

RECOMMENDATION: Approve as presented.
b. Minutes - Special Meeting of November 21, 1994.
RECOMMENDATION: Approve as presented.
C. Payment of Bills.
RECOMMENDATION: Approve as presented.
d. Financial Statement for the month of October, 1994.
RECOMMENDATION: Approve as presented.
e. Correspondence from Browning-Ferris Industries regarding recovered
recyclable material.
RECOMMENDATION: Receive and file.
f. Notice of intent to participate in the new NPDES watershed -based permit.
RECOMMENDATION: Receive and file.
Councilmember Murdock moved approval of the items contained in the Consent
Calendar. Councilmember Hill seconded the motion which carried unanimously.
PLANNING COMMISSION ITEMS

PUBLIC HEARINGS - Continued
ZONING CASE NO. 510A
MR. DAVID T. CHRISTENSEN, 9 OPEN BRAND ROAD (LOT 114 -EF)
APPEAL OF A PLANNING COMMISSION APPROVAL OF A CONDITIONAL USE
PERMIT TO REPLACE A STABLE STRUCTURE WITH A GUEST HOUSE AND A
PLANNING COMMISSION APPROVAL OF A SITE PLAN REVIEW APPROVAL
FOR A GUEST HOUSE.
Hearing no objection, Mayor Heinsheimer continued the public hearing to Monday,
January 9, 1995, at the applicant's request.
TRAFFIC COMMISSION ITEMS
CONSIDERATION OF A RECOMMENDATION FROM THE ROLLING HILLS
TRAFFIC COMMISSION RELATIVE TO PEDESTRIAN AND VEHICULAR
SIGNAGE IN THE CITY HALL PARKING LOT.

City Manager Nealis presented the staff report outlining Traffic Commission action on this
item.
Councilmember Hill moved that the City Council approve the request from the Traffic
Commission for pedestrian and vehicular signage in the City Hall parking lot. Mayor Pro
Tem Pernell seconded the motion which carried unanimously.

NEW BUSINESS
CONSIDERATION OF A RECOMMENDATION FROM THE WILDLIFE
PRESERVATION COMMITTEE REGARDING A PEAFOWL INFORMATIONAL
FLYER.
City Manager Nealis presented the staff report outlining the Wildlife Preservation
Committee's recommendation. City Manager Nealis reported that this flyer has been
reviewed by the City Attorney.
Hearing no objection, Mayor Heinsheimer directed staff to finalize the flyer regarding
peafowl and make it available to residents.
CONSIDERATION OF A RECOMMENDATION FROM THE WILDLIFE
PRESERVATION COMMITTEE REGARDING SIGNAGE FOR A PROPOSED
NATURE TRAIL.
City Manager Nealis presented the staff report outlining the Wildlife Preservation
Committee's recommendation.
Wildlife Preservation Committee Vice Chair Don Gales provided a brief synopsis of his
memorandum dated, November 18, 1994, and provided a sample of the proposed signs.

Councilmembers discussed the proposal presented by Mr. Gales and concurred that the
Rolling Hills Community Association Board of Directors should be allowed to consider the
proposal.
Mayor Pro Tem Pernell moved that the City Council approve an expenditure for sign posts
estimated at $175.00 for a proposed nature trail subject to the approval of the Rolling Hills
Community Association Board of Directors relative to the placement of the signs in
Community Association easements.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
• Mayor Pro Tem Pernell reported on his attendance at an Ad Hoc Committee meeting
relative to the proposed rail haul of refuse to landfills.
MATTERS FROM STAFF
• City Manager Nealis reported that a meeting of the South Bay Joint Powers Consortium
has been scheduled for Wednesday, December 7, 1994.
• City Manager Nealis reported that the Los Angeles County City Selection Committee
has scheduled a meeting on Wednesday, December 7, 1994, for the selection of
nominees for appointment as a Southwest Corridor Sector member and alternate to the
Metropolitan Transportation Authority.

• City Manager Nealis reported that the League of California Cities has established a City
Legislative Delegate Program and indicated that unless the Council has any objection,
that he would submit Mayor Heinsheimer and Mayor Pro Tem Pernell as the delegates
for the City.
• City Manager Nealis reported that he is planning on attending the California Contract
Cities Association Sacramento Legislative Orientation Tour on January 10-12, 1995. He
asked that if any Councilmembers wish to attend to please let him know.
MATTERS FROM THE CITY ATTORNEY
None.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Heinsheimer adjourned the
meeting at 7:55 p.m. to the next regularly scheduled meeting of the City Council scheduled
for Monday, December 12, 1994, at 7:30 p.m., in the City Council Chambers at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.
