OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS
ON THE PROPOSED ZONING ORDINANCE
28 March 1960
The hearing was called to order by the Mayor who
announced that it was held for the purpose of allowing
the residents to discuss and consider the proposed
zoning ordinance. He further stated that a shorthand
reporter was making a transcript of the proceedings.
Mr. Robert Merrill asked what changes had been
made in the Ordinance since the public hearing held by
the Planning Commission, and Mr. Murphy explained that
only a few very minor changes had been made and that
the ordinance was substantially the same as discussed
at that time.
Capt. Melbye stated that he did not believe the
meeting had been well advertised or that residents had
been properly notified of it. The Mayor explained that
notice of the meeting had been posted at the three
bulletin -,boards in the City and published in the Rolling
Hills Herald, in accordance with the Government Code
of the State of California.
Mayor Tourtelot announced that the meeting was now
open for discussion by anyone who wished to speak.
Thereafter the following persons addressed the Council:

1. Alan Ducommun spoke on separate kitchens and
stated that he believed that kitchens should

be permitted in servants quarters.
2. Mrs. J. T. Heist spoke in opposition of the
proposed two acre zone on the west boundary
of the City.
3. Dr.. Irene Greenhut was also opposed to the -
two acre zone on the west boundary of the
City and suggested that it be changed to
four acres.
4. Mr. Kinley, in reply to Dr. Greenhut and Mrs.
Heist, stated that the Planning Commission
had carefully considered all matters affect-
ing the zoning on the property on the west
boundary of the City and that the two acre
zone, in the opinion of the Planning Commis-
sion, represented the best and highest use
of said property.
At 8:30 P.M. the hearing was recessed by the
Mayor for ten minutes.
At.8:40 P.M. the meeting was again called to order
by the Mayor, and the following people then spoke:

1. Mr. Alan Ducommun spoke in opposition to
side yards and eaves extending into side
yards`as set forth on pages 11 and 14 of
the proposed ordinance.
2. Mr. Don L. Dotson and Mr. Walter Norris
spoke in opposition to the two acre zone
on the west boundary of the City.
3. Mr. J. G. Barnard stated that he believed
the property on the south side of Crest
Road should be in a two acre zone instead
of one.
4. Dr. J. W. Greenhut spoke in opposition to
the two acre zone along the west boundary
of the City and requested that it be changed
to a three or four acre zone.
5. Mr. -Walter V. storm, owner of 76 acres along
the western boundary of the City, stated
that it was'his intention to subdivide the
property in an orderly, attractive manner
at' the proper, time.
It was then moved by Councilman Goodman that the
hearing be continued until April 25, 1960 in order to
enable more residents to attend and give their views
on the ordinance. The motion was seconded by Council-
man Nielsen and unanimously carried. The City Clerk
was directed to send written notice to all property
owners in the City of the continuance -of the1:hearing.
It was then moved by Councilman Goodman that the
hearing be recessed at 9:30 P.M. to reconvene at 7:30
P.M., April 25, 1960. The motion was seconded by
Councilman Nielsen and unanimously carried.
The transcript of the meeting is on file in the
office of the City Clerk.

The regular meeting of the City Council of the
City of Rolling Hills was called to order by Mayor
Tourtelot at 10:00 P.M., Monday, 28 March 1960, in
the City Hall.

Councilman Horn and unanimously carried, the minutes

20 February and 23.February, 1960 were held for con-
sideration at the next meeting.
CORRESPONDENCE
On motion of Councilman Goodman, seconded by
Councilman Horn and. unanimously carried, the corres-
pondence was tabled until the next meeting.
CITY BILLS'
The register of bills to be allowed for payment
was, on motion of Councilman Goodman, seconded by
Councilman Horn and on roll call vote by the City
Clerk, unanimously carried. Demands 591 through 597
were approved for payment from the In Lieu Fund, as

INTRODUCTION AND FIRST READING OF ORDINANCE NO. 30
Proposed Ordinance No. 30 entitled "An Ordinance
of the City Council of the City of Rolling Hills De-
claring Its Intention and Desire to Have Certain Terri-
tory Within Its Boundaries Annexed to the Consolidated
County Fire'Protection District" was introduced
by Councilman Goodman who read the title thereof
and moved that the reading of -the.ordinance in full
be waived. The motion.was seconded by Councilman
Horn and unanimo'usly� carried.
CITY TREASURERIS REPORT
The City Treasurer submitted a report for the
month of -February, 1960 which stated that -as of
February 29, 1960 the balance in the General Fund was
$18,330.97; in the In Lieu Fund the balance was
$12,033.81. On motion duly made by Councilman Nielsen,
seconded by Councilman Roach and unanimously carried,
the report was accepted and ordered filed.
PUBLIC. HEARING RE REMOVAL OF CREST ROAD FROM MASTER
PLAN 'OF .HIGHWAYS ....
The City°Clerk reported that a public hearing
would be held Tuesday, March 29, 1960 at 9:30 A.M. in
Room 100., County Engineering Building, -108 West Second
Street, Los Angeles 12 by the County Regional Planning
-Commission on a proposal to remove -Crest Road'from the
Master Plan of Highways, from Palos Verdes Drive East
to Crenshaw Boulevard.
RESOLUTION NO. 95
Thereupon, on motion made by Councilman Goodman,
seconded by Councilman Horn and, after discussion in
which all Councilmen participated, Resolution No. 95
entitled "A Resolution of the City Council of the City
of Rolling Hills Requesting the Removal of a Portion
of Crest Road from the.Los Angeles County Master Plan
for Highway's" was on roll call vote by the City Clerk
unanimously adopted. Resolution No. 95 is &e•tl!-forth in
full in the Book of Resolutions, and the Clerk was
ordered to forward a certified copy thereof to the Re-
gional Planning Commission of -Los Angeles County.
ADOPTION OF ORDINANCE -NO. U-22 - EXTENSION. -AF INTERIM .
ZONING ORDINANCE
Proposed Ordinance No. U-22 entitled "An Ordinance
of the City of Rolling Hills, California, Amending -
Ordinance No. U-11 of the City of Rolling Hills" was
read in full by Councilman Horn. Thereupon, on motion
of Councilman Horn, seconded by Councilman Goodman,
said Ordinance No. U-22 was, on roll akll_vote by the
City Clerk, unanimously adopted. Ordinance No. U -22 -
is set forth in full in the Book of Ordinances.
PROPOSED ORDINANCE AMENDING ORDINANCE NO. U-14 RE
FIRE . HYDRANTS _.. _ _..
The City Attorney presented a proposed ordinance to
amend Ordinance No. U-14 providing that a fire hydrant
shall be not more than 1,000 feet by paved road and/or
driveway from the -:new residence to'be erected instead
of the; present pr.ovisi-.on of 500 feet. The amendment
was disbussed by the Council and the City Attorney was
directed to rephrase a portion 'of it 'to, read "along ' an
existing or proposed roadway and/.or driveway," and to
present it to the Council at the next meeting.

TRAFFIC LAW ENFORCEMENT
The City Manager repor.t:ed+ that the .City of
Rolling Hills Estates had made it -s new radar equip-
ment, previously furnished the Sheriff for traffic
enforcement in Rolling Hills Estates, available to
the City of Rolling Hills. The Manager -further
reported that our patrol officer, Mr: Tong, had
commented on speed excesses on Eastfield Drive and
Crest Road. The Manager was directed to instruct
the Sheriff to enforce speed restrictions with the
aid of this new equipment.
COUNTY ASSESSMENT ON ELECTRIC GATES
The Manager reported that a County Assessor
had visited the office and left papers assessing
the electric gates -at $1,350.00 and office equip-
ment at $150.00. A discussion ensued regarding
the ownership of this property. The Manager was
instructed not to sign the assessment papers.
The matter was referred to the Board of Directors
of the Rolling Hills Community Association for
consideration at its next meeting.
