4/11/19609 01 MINUTES OF REGULAR11EETING OF THE CITY COUNCIL OF THE CITY OFROLLING-HILLP, CALIFORNIA 11 April 1960 The regular meeting of -the City Council of the City of Rolling Hills was called to order by Mayor Tourtelot at 7:30 P.M., Monday, 11 April 1960, in the City Hall. Donald Barclay and Huggins MINUTES OF MEETINGSHELD JANUARY 2 1.1960 THROUGH MAR 19&0 On motion of Councilman Goodman, seconded by Councilman Horn and unanimously-ca'rried'. the minutes of the meetings held January �5, February 8, February 20, February 23 and March14,,1960'were approved as written. PERSONAL APPEARANCE MR. DONALD BARCLAY OF THE YOUNG Mr. Barclay appeared before the Council in re- gard to the construction of a sewer line in College Valley to serve the subdivision known as.Tract 214.817 which his company is developing. He pointed out to the Council the route of the proposed sewer line. on a map and stated that since it would be withinthe City limits it should be accepted. by. the, City '. The Council then discussed the acceptance- of the sewer and asked Mr. Barclay to obtain from the County a statement in writing that the City of Rolling Hills would never incur any liability for any cost of main- taining the sewer. Mr. Barclay stated that he would obtain such a guarantee and would then ask.for the Cityts approval of the sewer. PRESENTATION OF FRAMED RESOLUTION TO JAMES L. ELLIOTT A framed and certified copy of the Resolution of the City Council of the City of Rolling Hills Commend-, ing James L', Elliott For His Service to the City which was adopted March 14, 1960 and was presented to Mr. Elliott by Mayor Tourtelot. CORRESPONDENCE The City Clerk presented correspondence, as follows: (a) copies of Resolutions of the City of Lake- wood; first, regarding the San Gabriel River 1 ar� L0 1 1 Freeway, and second, requesting motion picture producers to stop the produc- tion of films that are salacious in, nature. (b) letter dated April 8, 1960 from Milton Breivogel, Director of Planning of the Regional Planning Commission, suggest-. Ing the formation of a planning commit- tee comprised of representatives from the cities to be included in the South- west Area report. The City Manager was directed to meet with this group. (c) letter dated March 23, 1960 from John Muchmore, President of the Palos Verdes -Coordinating Council, requesting the appointment by the Council of two per- sons to serve on an eight -member Recrea- tion Planning Council which will study and plan a total recreation program for all ages on the peninsula. (d) letter dated March 31, 1960 from Council- man Vigo G. Nielsen suggesting that Sam Good and James L. Elliott be appointed . to represent Rolling Hills on the Recrea- tion Planning .Council.. Mayor Tourtelot suggested -the names of Sam,Good and Jim Elliott to serve on this committee, how- ever, Mr. Elliott declined to serve at this time. Thereupon a general -discussion followed and the matter was ordered held for the next meeting. (e) letter dated March 14, 1960 from Mrs: Bernice Blonk of the South Bay Humane Sdci.ety:.'rea,.uesting the Cityl s considera- tion of her organization for pound ser- vices. After discussion the City Manager was directed to reply that the present contract with the County Pound Department would be continued this year. (f) report dated April 7, 1960 from Alan Crans- ton, State Controller, which summarized and compared the estimated apportionment of Motor Vehicle License Fee Revenues for the period December 1 through May 31 of this fiscal year and the preceding fiscal year. CITY BILLS The City Manager presented the register of bills to be allowed for payment. On motion of Councilman Goodman, seconded by Councilman Roach and on roll call vote by the'City,Clerk unanimously carried, Demands 599 through 608 were approved for payment from the General Fund, and Demands 609 and 610 were approved for payment from the In Lieu Fund, as follows: Demand No. 599 Internal Revenue Service 135.40 Demand No. 600 State Employees Retirement System 184.50 Demand No. 601 Raymond M. Wheeler & Company Total 'to be paid from General Fund $ 623-38 Demand No. 609 City of Rolling Hills General - Fund 10000.00 Demand No:. 610 Rolling Hills Community Ass*,In 57.'56 Total to be paid from In Lieu Fund 1-.,574-56 ORDINANCE AMENDING ORDINANCE U-lh REGARDING FIRE HYDRANTS A p ' roposed Ordinance amending Ordinance No. U-14 was presented to the City Council by the City Attorney. Councilmanr..Horn then introduced and read the title of "An Ordinance of the City of'Rolling Hills, California, Amend- ing Ordinance No'. U-14 of the City of Rolling Hills" and moved that the reading of the ordinance in full be waived. Councilman Goodman seconded the motion which was carried unanimously. SECOND READING AND ADOPTION OF ORDINANCE NO. 0 Councilman Goodman read in full the title of pro- posed Ordinance No. 30, "An Ordihanoe of the City Council of the City of Rolling Hills Declaring its Intention and Desire to have Certain Territory Within Its Boundaries Annexed to the.Consolidated County Fire Protection District" and moved that the reading of the proposed ordinance in full be waived. The motion was seconded by Councilman Nielsen and unanimously carried. Thereupon, on motion of Councilman Goodman, seconded by Councilman Nielsen, said Ordinance No. 30 was, on roll 'call vote by the City Clerk, unanimously adopteld. Ordinance .No.",30-.is .set forth in full in the Book1­of Ordinances. PALOS VERDES 'WATER COMPANY APPLICATION FOR RATE INCREASE Councilman Nielsen reported that the hearing on the application of the Palos Verdes Water Company for a rate increase will reconvene April 13 at 10:30 A.M. for three days and that at that time the attorney and engineer who represent the three incorporated cities on they -peninsula who will present their ca -se. NOTICE OF PUBLIC HEARING APRIL 25, 1960 The City Clerk reported that he had mailed a notice of the public hearing to be held by the City Council April 25, 1960 on the proposed zoning ordinance to all persons owning real property within the City and that he had also sent a special issue of the Newsletter giving information on gate procedures, etc. . GEORGE M. RUSSELL VS.T THE CITY OF ROLLING.HILLS Mr. Kinley advised the. Council that G. M. and, Catherine S. Russell had filed an Amended Petition for an Alternative Writ of Mandate against the City of Rolling Hills which amended the original petition. He further stated that the Rolling Hills Community Association has been sued in an action to declare invalid Declaration 15OW, the deed restriction of the Russell property I RECESS It was then moved by Councilman Goodman that the meeting be recessed at 8;45 P.M. to -meet on Tuesday, April 19, 1960 at 7:30 P.M. in accordance with Section 9918 of the Elections Code.
