7/10/1995MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE$ CITY OF ROLLING HILLS, CALIFORNIA JULY 10, 1995 CALL TO ORDER A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pernell at 7:30 p.m., in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Heinsheimer, Hill, Lay, Mayor Pro Tem Murdock and Mayor Pernell. Councilmembers Absent: None. Others Present: Craig R. Nealis, City Manager. Larry Courtright, City Treasurer. Marilyn L. Kern, Deputy City Clerk. Captain Beth Dickinson, Los Angeles County Sheriff's Department, Lomita Station. CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes - Regular Meeting of June 26, 1995. RECOMMENDATION: Approve as presented. b. Payment of Bills. RECOMMENDATION: Approve as presented. C. Status report regarding Senate Bill No. 1073 (Costa), Senate Bill No. 936 (Campbell) and Senate Bill No. 11 (Ayala). RECOMMENDATION: Approve as presented. Councilmember Heinsheimer moved approval of the recommendations contained in the Consent Calendar. Mayor Pro Tem Murdock seconded the motion which carried unanimously. PLANNING COMMISSION ITEMS None. TRAFFIC COMMISSION ITEMS None. PUBLIC HEARINGS None. OLD BUSINESS CONSIDERATION OF A REPORT AND RECOMMENDATION REGARDING THE CLIF HIX RIDING RING IMPROVEMENTS. City Manager Nealis presented the staff report outlining staff's recommendation. Minutes City Council Meeting 7/10/95 -1- Hearing no discussion and no objection, Mayor Pernell ordered that the City Council approve staff's recommendation to secure another design consultant to work with Caballeros and City staff in preparing conceptual plans for the improvements to the Clif Hix Riding Ring. NEW BUSINESS CONSIDERATION OF AN AGREEMENT BETWEEN THE CITIES OF ROLLING HILLS, ROLLING HILLS ESTATES, RANCHO PALOS VERDES AND THE COUNTY OF LOS ANGELES FOR REGIONAL LAW ENFORCEMENT SERVICES. City Manager Nealis presented the staff report highlighting various points in the Agreement. In response to Mayor Pernell, City Manager Nealis reported that there are not changes in the Agreement other than reference to the Liability Trust Fund. Hearing no further discussion, Mayor Pernell called for a motion. Mayor Pro Tem Murdock moved that the City Council approve the Agreement between the cities of Rolling Hills, Rolling Hills Estates, Rancho Palos Verdes and the County of Los Angeles for regional law enforcement services and that the Mayor be authorized to sign this agreement. Councilmember Hill seconded the motion which carried unanimously. CONSIDERATION OF A REQUEST FROM ALFRED A. MARIN FOR WAIVER OF REFUSE COLLECTION FEES ON UNOCCUPIED PROPERTY DURING FY 1993-94 AND FY 1994-95. City Manager Nealis presented the staff report outlining Mr. Marin's request. In response to Mayor Pernell, City Manager Nealis reported that BFI has no objection to this waiver of fees. Discussion ensued regarding the reimbursement from BFI. In response to City Treasurer Larry Courtright, City Manager Nealis stated that the reimbursement would not include the City's administrative expense allocation. Further discussion ensued regarding Municipal Code Section 8.08.710 as it relates to Mr. Marin's request. Mayor Pro Tem Murdock pointed out, for clarification, that the staff report under Staff Analysis should read that the property was unoccupied. Councilmembers discussed the amount that should be reimbursed to Mr. Marin. City Manager Nealis explained the administrative expense allocation. Hearing no further discussion, Mayor Pernell called for a motion. Councilmember Hill moved that the City Council waive the refuse collection fees in the amount of $1,746.75 collected for unoccupied property owned by Mr. Alfred A. Marin, located at 1 Wrangler Road, during FY 1993-94 and 1994-95, subject to the City's reimbursement from Browning-Ferris Industries. Councilmember Lay seconded the motion which carried unanimously. OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME • Captain Beth Dickinson, Los Angeles County Sheriff's Department, Lomita Station, reminded the City Council that the Annual California Contact Cities Association Barbecue will be held on August 16, 1995, at the Pitchess Honor Rancho. MATTERS FROM MEMBERS OF THE CITY COUNCIL • Mayor Pernell reported on this attendance at the Annual Independence Day Celebration. MATTERS FROM STAFF • City Manager Nealis reported that flyers prepared by BFI will be mailed by City staff this week to residents of Rolling Hills announcing the backyard collection of recyclables and green waste. He also reported that two more flyers will be mailed to Rolling Hills residents with instructions on the collection of recyclables and green waste. Hearing no further business before the City Council, Mayor Pernell adjourned the meeting at 7:40 p.m. to the next regularly scheduled meeting of the City Council to be held on Monday, July 24, 1995, in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
