CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Pernell at 7:32 p.m., in the City Council Chambers at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Hill, Lay, and Mayor Pernell.
Councilmembers Absent: Heinsheimer (Excused).
Mayor Pro Tem Murdock (Excused).
Others Present: Craig R. Nealis, City Manager.
Larry Courtright, City Treasurer.
Marilyn L. Kern, Deputy City Clerk.
Captain Beth Dickinson, Los Angeles County
Sheriff's Department, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar
causing it to be considered under Council Actions.

RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Financial Statement for the month of July, 1995.
RECOMMENDATION: Approve as presented.
d. Status report regarding Senate Bill No. 1073 (Costa), Senate Bill No. 936
(Campbell) and Senate Bill No. 11 (Ayala).
RECOMMENDATION: Approve as presented.
Councilmember Lay moved approval of the recommendations contained in the Consent
Calendar. Councilmember Hill seconded the motion which carried unanimously.
SPECIAL PRESENTATIONS
PRESENTATION OF A PLAQUE TO NANCY GANAHL IN APPRECIATION FOR
HER SERVICE AS ASSISTANT BOOKKEEPER FROM 1990 THROUGH 1995.
On behalf of the City Council, Mayor Pernell presented a plaque to Nancy Ganahl in
appreciation of her five years of service as Assistant Bookkeeper for the City of Rolling
Hills.

A NEW DRIVEWAY ACCESS AT 1
City Manager Nealis presented the staff report outlining the applicant's request and the
concerns raised by the City Council relative to the new driveway access on Portuguese
Bend Road with a Wrangler Road address. City Manager Nealis reported that he queried
the Fire Department and Sheriff's Department, as the primary response units in the case of
an emergency, and both entities indicated that since the driveway entrance is in such close
proximity to Wrangler Road, that with proper signage, the 1 Wrangler Road address would
be the best choice.
Hearing no further discussion, Mayor Pernell called for a motion.
Councilmember Hill moved that the City Council approve the Traffic Commission
recommendation for a new driveway access on Portuguese Bend Road for 1 Wrangler
Road with appropriate signage. Councilmember Lay seconded the motion which carried
unanimously.

NEW BUSINESS
CONSIDERATION OF A REQUEST FROM THE LIBRARY GRAND REOPENING
CELEBRATION COMMITTEE TO SUPPORT THE "CELEBRATE PENINSULA
LIBRARIES WEEK" FROM SEPTEMBER 17 THROUGH 23.
City Manager Nealis presented the staff report outlining the request from the Library
Grand Reopening Celebration Committee. In response to Mayor Pernell, City Manager
Nealis indicated that the request for a one time monetary donation of $250.00 is being
requested to help offset the costs of the celebration. Councilmember Hill requested that
this item be continued until it is known what action will be taken by other Peninsula
Cities relative to this request. Councilmembers discussed the other requests made by the
Committee and concurred that the City should publicize the activities of Celebrate
Peninsula Libraries Week in the Citywide Newsletter.
Hearing no further discussion and hearing no objection, Mayor Pernell continued
consideration of a request from the Library Grand Reopening Celebration Committee for a
one time donation of $250.00 to the next regularly scheduled meeting of the City Council.
Staff was directed to advertise the "Celebrate Peninsula Libraries Week" events in the
Citywide Newsletter.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
• Councilmember Lay commented on the number of dog nuisance occurrence
complaints received by the City recently and the collection of green waste. In response
to Councilmember Lay's inquiry, City Manager Nealis reported that BFI will be
submitting green waste volume calculations soon, however, he stated that he spoke to
BFI Field Representative who indicated that the amount has been significantly reduced.
MATTERS FROM STAFF
CONSIDERATION OF ATTENDANCE AT THE 97TH ANNUAL LEAGUE OF
CALIFORNIA CITIES CONFERENCE.

Hearing no objection, Mayor Pernell authorized the City Manager's attendance at the 97th
Annual League of California Cities Conference on October 22-24, 1995.
• City Treasurer Larry Courtright.,! o.mme nt d on the new format for the monthly
financial statements. Councilmenibers`' concurred that the new format was more user
friendly.
• Captain Beth Dickinson, Los Angeles County Sheriff's Department, Lomita Station,
reported that the Station is not expecting any reduction in the level of service being
provided due to the County budget crisis.
MATTERS FROM THE CITY ATTORNEY
None.
ADTOURNMENT
Hearing no further business before the City Council, Mayor Pernell adjourned the meeting
at 7:50 p.m. to the next regularly scheduled meeting of the City Council to be held on
Monday, September 11, 1995, in the City Council Chambers at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
