CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Pro Tem Murdock at 7:30 p.m., in the City Council Chambers at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Hill, Lay and Mayor Pro Tem Murdock.
Councilmembers Absent: Councilmember Heinsheimer (excused) and Mayor
Pernell (excused).
Others Present: Craig R. Nealis, City Manager.
Michael Jenkins, City Attorney.
Marilyn L. Kern, Deputy City Clerk.
3. CONSENT CALENDAR
Matters which may be acted
upon by the City Council in a single motion. Any
Councilmember may request
removal of any item from the Consent Calendar
causing it to be considered under Council Actions.

RECOMMENDATION:

Supervisor Deane Dana encouraging the City's
participation in the Human Relations Mutual Assistance Consortium
(HRMAC).

e. Correspondence from
Browning-Ferris Industries regarding recovered

Councilmember Lay moved that the City Council approve the recommendations
contained in the Consent Calendar. Councilmember Hill seconded the motion. (Mayor
Pro Tem Murdock abstained from voting on the Minutes of August 28, 1995.)

OLD BUSINESS
CONSIDERATION OF A REQUEST FROM THE LIBRARY GRAND REOPENING
CELEBRATION COMMITTEE TO SUPPORT THE "CELEBRATE PENINSULA
LIBRARIES WEEK" FROM SEPTEMBER 17 THROUGH 23.
City Manager Nealis presented the staff report outlining the request from the Library
Grand Reopening Celebration Committee. City Manager Nealis reported that the complete
schedule of reopening celebration events appeared in the Citywide Newsletter that was
mailed to all Rolling Hills' residents on September 7, 1995, and noted that a copy has been
placed before the City Councilmembers this evening.
Councilmembers discussed the request for a single monetary donation of $250.00 to help
defray the costs of this week-long series of events and expressed concern regarding the use
of public City funds for this Library activity. Councilmembers also discussed that
individual Councilmembers may support the Library by providing in-kind support,
making a personal donation or by attending the activities that have been scheduled.
Mayor Pro Tem Murdock stated that Rolling Hills Estates Councilmember Susan Seamans,
Chair of the Library Grand Reopening Celebration Committee had indicated that she
might be at this evening's meeting and requested that this item be held on the agenda
until Councilmember Seamans arrives.
NEW BUSINESS
CONSIDERATION OF APPOINTMENT TO THE ROLLING HILLS TRAFFIC
COMMISSION.
City Manager Nealis presented the staff report and reported that only one letter of interest
had been received by the deadline. City Manager Nealis stated that this person has since
withdrawn the letter of interest citing family obligations. City Manager Nealis
recommended that the City readvertise for the Traffic Commission vacancy.
Hearing no objection, Mayor Pro Tem Murdock directed staff to readvertise for the vacancy
on the Traffic Commission.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
• Mayor Dave Albert, City of Lomita, presented Councilmembers with a copy of an
agenda for an upcoming meeting of the Southern California Cities Joint Powers
Consortium and a copy of August 23, 1995, minutes. Mayor Albert also provided the
City Council with an update on the efforts of the Consortium to secure lower cost
utility sources following electrical utility deregulation.

Rolling Hills Estates Councilmember Susan Seamans, Chair of the Library Grand
Reopening Celebration Committee, addressed the City Council regarding the efforts of the
Peninsula Library District and the various activities scheduled for the Grand Reopening
Celebration. Councilmember Seamans also presented the Committee's request for a
$250.00 donation from the City of Rolling Hills to assist with the Library Grand Reopening
Celebration.
Mayor Pro Tem Murdock reviewed the City Council's previous discussion and concerns
relative to this matter. Mayor Pro Tem Murdock presented Councilmember Seamans with
a copy of the Citywide Newsletter containing an article announcing the Library Grand
Reopening Celebration events.

The City Council took no action regarding - the monetary request from the Committee
essentially, denying the request for a $250 donation. Mayor Pro Tem Murdock encouraged
Councilmembers to support the Library abyattending the various events scheduled during
Celebrate Peninsula Libraries ." Week and reviewed the option that individual
Councilmembers may provide in-kind support or make personal donations on their own.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
None.
MATTERS FROM STAFF
• City Manager Nealis reported that consideration of trimming or removal of the trees
adjacent to the tennis courts will be on -the September 25, 1995 City Council Agenda. He
also reported that letter has been received from neighboring property owners
requesting that the City Council reconsider the improvements to the gazebo area and
that this item would also be on that Agenda if there were no. objections.
MATTERS FROM THE CITY ATTORNEY
At 8:15 p.m., the City Council recessed to a closed session.
CONFERENCE WITH LEGAL COUNSEL
The City Council finds, based on advice from the City Attorney, that discussion in
open session of the following described matter will prejudice the position of the City
in existing litigation.
Existing Litigation (Gov't Code Section 54956.9(a):
Colyear v. City of Rolling Hills, Los Angeles County Superior Court Case No.
YC005965, Appellate Case No. B078820
At 8:45 p.m., City Attorney Jenkins reported that no action was taken during closed session.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Pro Tem Murdock adjourned
the meeting at 8:46 p.m. to the next regularly scheduled meeting of the City Council to be
held on Monday, September 25, 1995.
