THE PUBLIC HEARING OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS
ON THE PROPOSED ZONING ORDINANCE
25 April 1960
The City Council of the City of Rolling Hills held a
.public hearing on the proposed.Zoning Ordinance at the Cur-
riculum Laboratory of La Cresta School, 38 Crest Road West,
Rolling Hills on Monday, 25 April 1960 at 7:3.0 P.M.

The hearing was called to order by Mayor pro tempore
Tourtelot who introduced Councilman Roach and welcomed
Councilman OtFlaherty as the newest Councilman
Mr. Tourtelot stated that this meeting was a
continuation of the Public Hearing on the proposed
zoning ordinance, noticed and held 28 March 1960.
He further stated that since the meeting of 28 March
1960 the City Clerk had mailed notices in writing to
every resident of the City of Rolling Hills of this
meeting, although the same was not required by law.
The Mayor pro' -tempore advised that there was a
Court Reporter, Mr. Howard Mavius, present for the
purpose of making a transcript of the proceedings,
copies of which, when completed, will be on file in
the City Hall of the City of Rolling Hills.
He then opened the meeting to a general dis-
cussion of the proposed zoning ordinance.
Mr. Kinley then reviewed the proposed zoning
ordinance, Article by Article and gave a brief ex-
planation of the sections thereunder.
Thereafter, the following persons addressed the
Council:

Robrert E. Merrill, Mrs. Robert Fischer, Dr.Paul

The Mayor pro tempore assured the meeting that
every consideration would be accorded the comments,
criticisms and suggestions outlined by the speakers
in the final preparation of the zoning ordinance.
The Mayor pro tempore adjourned the public
hearing at 9`10 P.M. and the Council recessed to
reconvene at the City Hall immediately thereafter.

The regular meeting of the City Council of the
City of Rolling Hills was called to order by Mayor
pro tempore Tourtelot at 9:4:0 P.M., Monday, 25 April
1960 in the City Halla

Mayor pro -tempore Tourtelot
Absent: Councilman Horn and Mayor Nielsen
Also Present: City Clerk Gilbert B. Myers, City
Attorney William Kinley, Patricia
Gribbin, Donald,Barclay, representa-
tive of the Young Land Company and
Mr. Smith of -the County Engineer
Office, Sanitation -Division
PERSONAL APPEARANCE
Mr.. Barclay and Mr. Smith, representing the Young
Land Company and the County Engineer Office, Sanitation
Division, spoke to the Council in regard to the quit-
claiming of an easement and sewer line to the City, a
portion of which passes through College Valley, within
the City boundaries.
Mr. Smith and Mr. Barclay were advised that, unless
an agreement was entered into, by the County of Los ,Angeles
relieving the City from any responsibility or liability,
f-hancial or otherwise in perpetuity, in connection with
the said easement and sewer that it would not accept the
quitclaim.
A copy of said proposed agreement was to be for-
warded from the County of Los Angeles for examination
and approval by the Council before any further action was
to be taken. -
CORRESPONDENCE - CARP. PAUL JACKSON AND THE MIRROR NEWS
The City Clerk read a letter from Capt. Paul Jackson
relative to the blocking of views by trees. After dis-
cussion, the City Clerk was directed to write a letter
advising Capt. Jackson that the matter had been considered
by the City Council, who, in turn, had forwarded the in-
formation to the Rolling Hills Community Association under
whose jurisdiction the matter lies.
The City Clerk submitted a proposal from the Mirror
News concerning a series describing the different cities
which is running in the newspaper, The City Clerk was
directed to supply the information requested.
It was unanimously agreed that the balance of the
correspondence would be tabled until the -next meeting.
MINUTES
On motion of Councilman Roach, seconded by Council-
man O'Flaherty and unanimously carried, the minutes of
the previous meetings were held for consideration at a
later meeting.

MRS. MARY LOUISE POWERS
The City Clerk informed the Council that he
had arranged to employ Mrs. Mary Louise Powers to
fill the position left vacant by the resignation
of Mrs. Phyllis Stockdale.
INTRODUCTION AND FIRST READING OF ORDINANCE NO. 32
AMENDING ORDINANCE NO ` U-21
Proposed Ordinance No. 32 entitled "An Ordinance
of the City of Rollipg Hills Regulating and Controlling
the Design and Improvement of Subdivisions and other
Divisions of Property and Repealing Ordinance No. U-21"
was introduced by Councilman O?Flaherty, who read the
title thereof and moved_'.that.,-the reading of the Ordi-
nance in full be waived. The motion was seconded by
Councilman Roach and on roll call vote unanimously
carried.
REMAINING AGENDA ITEMS.
Due to the lateness of the hour, the remaining
agenda items were, by common consent, laid over until
the next meeting.
ADJOURNMENT
It was moved by Councilman Roach, seconded by
Councilman O'Flaherty and unanimously carried that the
meeting be adjourned at 10:20 P.M. °
