The adjourned regular meeting of the City Council was called to order at 7:30 AM by Mayor
Godfrey Pernell at 25 Portuguese Bend Road, Rolling Hills, CA on Saturday, February 15,
1996.
PRESENT: Councilmembers Hill, Lay, Murdock and Mayor Pernell
ABSENT: Councilmember Heinsheimer

FIELD TRIP TO THE FOLLOWING SITE:
ZONING CASE NO. 453, SUBDIVISION NO. 86 AND TENTATIVE PARCEL MAP
NO. 21444
Request for a proposed 3 -lot subdivision of land at Lots 89-A-RH, 89-C-RH, and 92-
RH, and currently, 25 Portuguese Bend Road, Rolling Hills, CA, an existing lot that
has one residential unit. Lots 89-A-RH, 89-C-RH, and 92-RH consist of 13.7 acres
gross to be divided into three parcels as follows: Parcel 1 - 8.40 acres gross, 6.53 acres
net; Parcel 2 - 3.02 acres gross, 2.39 acres net; and Parcel 3 - 2.8 acres gross, 2.12 acres
net.

Councilmembers asked Mr. McHattie to respond to a number of questions regarding Parcel
1 related to the total disturbed area, the minimum mitigation area required to stabilize the
hillside, and the disturbance and grading quantities required for a 15,000 square foot
building pad. Mr. McHattie was requested to show a plan with the three existing lots and
the trees that would be impacted by the proposed Pheasant Lane.
The City Council inquired as to whether the Rolling Hills Community Association knew
of erosion effects or required maintenance on Portuguese Bend Road at the bend in the
road. Staff was asked to inquire of the Caballeros whether there was equestrian
access/ passage beyond the cul-de-sac on the proposed Pheasant Lane.
The public hearing was continued to February 26, 1996, at 7:30 PM in the Rolling Hills City
Council Chambers.
