AUGUST 26, 1996
CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Murdock at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Hill, Pernell, Mayor Pro Tem Lay, and
Mayor Murdock.
Councilmembers Absent: None.
Others Present: Craig R. Nealis, City Manager.
Mike Jenkins, City Attorney.
Marilyn L. Kern, Deputy City Clerk.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar
causing it to be considered under Council Actions.
a. Minutes - Regular Meeting of August 8, 1996.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Financial Statement for the month of July, 1996.
RECOMMENDATION: Approve as presented.
d. Consideration of attendance at the 97th Annual League of California Cities
Conference.
RECOMMENDATION: Approve as presented.
e. Correspondence from BFI regarding City of Rolling Hills Recycling Tonnage
Report for July, 1996.
RECOMMENDATION: Receive and file.
f. Consideration of a date for the Annual Holiday Open House.
RECOMMENDATION: Approve as presented.
g. Correspondence from the City of Rolling Hills Estates regarding underground
utility and resurfacing projects on Palos Verdes Drive North.
RECOMMENDATION: Receive and file.
Councilmember Pernell moved that the City Council approve the recommendations
contained in the Consent Calendar. Mayor Pro Tem Lay seconded the motion which
carried unanimously.

OLD BUSINESS

8. NEW BUSINESS
ORDINANCE NO. 262: AN ORDINANCE OF THE CITY OF ROLLING HILLS
REGARDING PROCEDURES WHEN A DOG ATTACKS PERSONS OR OTHER
ANIMALS AND AMENDING THE ROLLING HILLS MUNICIPAL CODE.
City Manager Nealis presented the staff report highlighting the proposed amendments to
Chapter 6.24 of the Municipal Code.
Discussion ensued regarding the amount of time that the City Manager has to investigate a
complaint. Councilmembers also discussed the conditions which must be met to have a
confinement order modified. Councilmembers concurred that the conditions in the draft
ordinance are adequate. Hearing no further discussion, Mayor Murdock called for a
motion.
Councilmember Heinsheimer moved that the City Council waive further reading and
introduce Ordinance No. 262. Councilmember Pernell seconded the motion which carried
unanimously. Mayor Murdock ordered Ordinance No. 262 held for the next regularly
scheduled meeting for consideration of second reading and adoption.
CONSIDERATION OF NEWSLETTER ARTICLE SUBMITTED BY THE WILDLIFE
PRESERVATION COMMITTEE ON FERAL CAT DISEASES.
City Manager Nealis presented the staff report.
Councilmembers commended the Wildlife Preservation Committee's public education
efforts on various topics and directed staff to place an article in the Citywide Newsletter
announcing that information on toxoplasmosis is available at City Hall.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
• Mrs. Joan Foxx, 3 Lower Blackwater Canyon Road, expressed concern regarding the
types and numbers of animals being kept by her neighbor. She stated that she feels that
the City's Animal Code should be updated.
• Mr. Al Esser, 71 Crest Road East, provided an update on land movement issues on the
Palos Verdes Peninsula.

At 8:10 p.m., the City Council Recessed to a closed session.

At 8:25 p.m., City Attorney Jenkins reported that no action beyond prior settlement
authorization participation was taken during closed session.
