CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Murdock at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar
causing it to be considered under Council Actions.

RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
c. BFI Recycling Report for August, 1996.
RECOMMENDATION: Receive and file.
d. Notice of Completion for the FY 1996-97 City of Rolling Hills Striping and
Marking of Various Roadways Project.
RECOMMENDATION: Approve as presented.
e. Consideration of award of informal bid for professional services to provide
preliminary architectural renderings for the City of Rolling Hills emergency
generator housing structure.
RECOMMENDATION: Approve as presented.
Councilmember Hill moved that the City Council approve the recommendations
contained in the Consent Calendar. Councilmember Heinsheimer seconded the motion
which carried unanimously.

CONSIDERATION OF A RECOMMENDATION FROM THE PLANNING
COMMISSION REGARDING PROPOSED ORDINANCE NO. 263: AN ORDINANCE
OF THE CITY OF ROLLING HILLS ESTABLISHING REVISED STANDARDS FOR
NET LOT AREA AND AMENDING TITLE 16 (SUBDIVISIONS) AND TITLE 17
(ZONING) OF THE ROLLING HILLS MUNICIPAL CODE.

Mayor Murdock opened the continued public hearing and called for testimony. Hearing
none, she recommended that the City Council continue the public hearing to the next
regular meeting of the City Council scheduled for Monday, October 28, 1996. Hearing n o
objection, the public hearing was continued.
CONSIDERATION OF A RECOMMENDATION FROM THE PLANNING
COMMISSION REGARDING PROPOSED ORDINANCE NO. 264: AN ORDINANCE
OF THE CITY OF ROLLING HILLS ESTABLISHING REVISED STANI�ARDS FOR
MAXIMUM DISTURBED AREA AlVI� AMENDING TITLE 16 (SUBDIVISIONS)
AND TITLE 17 (ZONING) OF THE ROLLING.HILLS MUNICIPAL CODE.

NEW BUSINESS
CONSIDERATION OF THE REMOVAL OF A TREE AT THE NORTH END OF
COURT NO. 2 ADJACENT TO PALOS VERDES DRIVE NORTH.
City Manager Nealis presented the staff report outlining the Tennis Club's request to have
the tree removed.
• Mr. Dave Oberman, 1 Acacia Lane, stated that he objects to the removal of the tree. He
stated that the tree can be viewed from his property and that it is a large part of the
aesthetic and monetary value of the neighborhood.
• Mr. Joe Hummel, Rolling Hills Tennis Club Facilities and Equipment Chair, explained
that various members of the Tennis Club have expressed concern about the debris that
falls onto the court from this tree. He explained that he feels that this tree was not part
of the initial tennis court area landscape plan and grew voluntarily.
• Mrs. Hilliary Post, 1 Acacia Road, stated that she objects to the removal of the tree. She
suggested that the court be swept more often and suggested that the tree be trimmed.
• Mrs. Flora Hummel, Rolling Hills Tennis Club President, reported that this issue was
also brought to her attention by non-Tennis Club members. She stated that there has
been more debris from this tree during the few last years. She stated that she does not
feel that this tree fits with the surrounding landscaping around tennis court no. 2.
In response to Councilmember Pernell, City Manager Nealis reported that the Cit�s
volunteer Landscape Consultant reviewed the request and indicated that she had n o
objections to the removal of the tree. Councilmember Hill indicated that the Rolling Hills
Community Association informally discussed the issue relative to whether the tree was in
Rolling Hills or Rolling Hills Estates. City Manager Nealis stated that he discussed the
request to remove the tree with the Community Association Manager and that she did not
voice any objections.
Discussion ensued regarding the location of the tree. City Manager Nealis explained that it
is located just inside the City of Rolling Hills boundary. In response to Mayor Murdock,
City Manger Nealis reported that the removal of this tree would not affect the screening of
tennis court no. 2 from surrounding properties. Councilmember Pernell suggested that
the Councilmembers individually inspect the location. He also suggested that written
comments from the City's Volunteer Landscape Consultant be obtained.

Hearing no objection, Mayor Murdock continued this ifem to the next regular meeting of
the City Council to allow time for all Councilmembers to individually inspect the location
of the tree. Staff was directed to provide,E-�a��,��icinity map of surrounding properties and
written comments from the City's Volunteer I,andscape Consultant.
CONSIDERATION OF A REPORT�REGARDING THE KEEPING OF LLAMAS.
City Manager Nealis presented the staff outlining staff's research with the Society for the
Prevention of Cruelty to Animals and the International Llama Association. In response to
Councilmember Pernell, City Manager Nealis explained that the Society for the Prevention
of Cruelty to Animals does not classify llamas as dangerous. He also stated that research
shows that llamas do not pose unusual disease, insect or odor problems.
Councilmember Pernell moved that the City Council receive and file the report.
Councilmember Heinsheimer seconded the motion which carried unanimously.

Hearing no further business, Mayor Murdock adjourned the meeting in honor of long
time Rolling Hills resident and philanthropist Mr. Ken Norris at 7:40 p.m., to the next
regular meeting of the City Council to be held on Monday, October 14, 1996.
