6/13/1960MINUTES OF REGULAR MEETING OF THE CITY COUNCIL .OF THE CITY OF ROLLING HILLS, CALIFORNIA 13 June 1960 The regular meeting of the City Council of the City of . Rolling Hills was called to order by Mayor Nielsen at 7:30 P.M., Monday, 13 June 1960 in the City Hall. ROLL CALL Present: Councilmen O'Flaharty$'Roachs Tourtelot, and Mayor Nielsen Absent: Councilman Horn Also present: City Clerk Gilbert B. Myers, City Attorney William,Kinley..,Deputy City Clerk Mary Louise Powers, Donald Barclay, Shurl Curcio Dr. and Mrs. H. Bowman APPROVAL OF MINUTES On motion of Councilman'Tourtelots seconded by Councilman OfFlahebty and unanimously carried, the minutes of the meetings held May 9 and 23 were approved as written. PERSONAL APPEARANCES (a) Messrs. Donald Barclay and Shurl Curcio representing Young Land Co., appeared regarding the deeding to the'City of Rolling Hills an easement through College Valley for sewer purposes. After discussion, the CityAttorney was instructed to ascertain from the office of the County Counsel if the County of Los Angeles would enter into a formal contract guaranteeing the City of Rolling Hills that the sewer to be constructed in the above easement would be maintained by the County Maintenance District in perpetuity upon the condition that said sewer was used only by the Palos Verdes School District and not by any private resident of the City of Rolling Hills. (b) Dr. and Mrs. Henry H. Bowman, 34 Portuguese Bend Roads appeared in regard to the proposed Zoning Ordinance. They submitted a petition signed by thirteen property owners, which requested that the entire city be uniformly zoned at a minimum of one acre. The petition was filed with the City Clerk who was instructed by the Mayor to forward the same to the Planning Commission for consideration. CORRESPONDENCE, The City Clerk read the following: (a) a letter from the Office of the Sheriff of Los Angeles County, dated 27 May 1960$ acknowledging letter relative'to transfer of Capt. Weddle from Lennox Station. (b) a letter from the County Sanitation District of Los Angeles County, dated 27 May 1960$ enclosing a copy of letter to Board of Supervisors giving current statistics on Palos Verdes Landfill site. (c) a letter from the Los Angeles County Fire Dept., dated 27 May 1960, stating that the Board of Supervisors decided that a Reduction of Work Hours for Firemen was not justified at this time. (d) a report from -the League of California Cities. The Councilmen pointed out the importance of the Cities protecting General Law. (e) a letter from the Bureau of Census making preliminary announcement that population of City of Rolling Hills is 1,659 as of,April 1, 1960. REPORT FROM TRAFFIC COMMISSION Report from R. Y. Irwin, Chairman of Traffic Commission, recommended that no,traffic signal be installed at the Main Gate, and' -that the sign just inside the gate on the out -bound lane reading "End of 35 Mile Zone" be removed. It was moved by Councilmari.Tourtelot, seconded -by Roach and unanimously carried that"the report be received and filed and that the sign be removed. SECOND READING OF ORDINANCE No ......_.......... ., Councilman Tourtelot read in.full the title of proposed Ordinance No. 33'"An Ordinance of the City of Rolling Hills, California, providing for Zoning in Said City" and moved that the reading in full of the proposed ordinance -be waived. The motion was seconded by Councilman Roach and unanimously carried. thereupon, on motion of Councilman Tourtelot and second by Councilman Roach, said Ordinance No. 33 was on' roll call vote by the City Clerk unanimously adopted. Ordinance No. 33 is set forth in full in the Book of Ordinances. The City Clerk read the following colvrespondence regarding zoning: (a) a letter from A. E. Esser, 19 Crest Road East, dated 10 May 1960s expressing preference for upgrading lots in their area to five acres. (b) a letter from General Telephone Co., dated 3 May 1960, suggesting inserting Ittelephone exchange buildings" in place of "telephone repeater stations" in proposed zoning ordinance. (c) a letter from Southern California Edison Co., dated 9 June 1960, concerning the provisions in the zoning ordinance as to public utility transmission lines. Copies of the above letters regarding the Zoning Ordinance are to be referred to the Planning Commission. ZONING ORDINANCE Councilman OtFlaherty moved that a summary.of the Public Hearing, transcript of Public.Hearings held by the City Council, petitions received from residents,'and the above letters be referred to the Planning Commission for study and possible amendment of zoning ordinance. The motion was seconded by Councilman Roach and unanimously carried. RUSSELL LAWSUIT Mr. Kinley reported on the present status of the action entitled "Russell versus the City of Rolling Hills". 1960-61 BUDGET Mayor Nielsen, with the approval of the Council, appointed Councilman O'Flaherty to work with Bernard Young, Treasurer of -the Rolling Hills Community Association, on the preparation of a budget for ;the fiscal year 1960-61 to be ready for distribution by the time of the Community Association Budget Hearing in July. Mayor Nielsen also appointed Councilman O'Flaherty to meet with Messrs. Young and Field in regard -to the possibility of purchasing gatehouse sites. GATE OPERATIONS The City Clerk presented a report of the Chief Guard on the operation -of the gates. The report was received and filed. LIABILITY INSURANCE The City Clerk reported that the Liability Insurance Policy secured by the Corinth Company in Pasadena, providing for comprehensive public liability insurance coverage by the Traveler's Insurance Company of Hartford, Connecticut Q at an annual.premium of $987,36 will expire 1 July 1960. �t The City Clerk also reported that the Board of Directors of the Rolling Hills Community Association at their meeting of 6 June 1960 unanimously approved the placing of the Association insurance for the year 1960-61 with the Corinth Company provided it could be so placed with no increase in premium and with the approval of the City Council of the �I 1 City of Rolling Hills. On motion by Councilman Tourtelot, seconded.by Council- man OtFlaherty and unanimously carried, the City Council approved the placing of the City of Rolling Hills Liability Insurance by the Corinth Company. CITY BILLS The City Clerk presented the register of bills to be allowed for payment. On motion by Councilman Tourtelot, seconded by Councilman Roach, and on roll call vote by the City Clerk, unanimously carried. Letter of resignation was submitted by Gilbert Bo Myers, City Treasurer, effective 30 June 1960. A motion was made by --Councilman Tourtelot, seconded by Councilman OIKEaherty and unanimously carried that the resignation be accepted as of 30 June 1960. FENCE REGULATIONS In a letter written at the request of the Board of Directors,of the Rolling Hills Community Association, the City Clerk requests the assistance of the City Council regarding regulations and specifications of fences for the restriction of dangerous animals, i.e. stallions. The City Attorney was instructed to draft an ordinance which would cover the situation.
