12/17/19961 1 LJ MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA DECEMBER 17,1996 CALL TO ORDER An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Murdock at 7:35 a.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Heinsheimer, Hill, Pernell, Mayor Pro Tem Lay and Mayor Murdock. Councilmembers Absent: None. Others Present: Craig R. Nealis, City Manager. Lola Ungar, Principal Planner. Marilyn Kern, Deputy City Clerk CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes - Adjourned Regular Meeting of December 11, 1996. Councilmember Hill moved that the City Council approve the Consent Calendar. Mayor Pro Tem Lay seconded the motion which carried unanimously. PUBLIC HEARING - Continued ZONING CASE 540, AN APPEAL OF A PLANNING COMMISSION APPROVAL OF A REQUEST FOR A VARIANCE TO CONSTRUCT A 3 -CAR GARAGE THAT WILL ENCROACH INTO THE FRONT YARD SETBACK, A REQUEST FOR A VARIANCE TO CONSTRUCT THE SAME GARAGE THAT WILL ENCROACH INTO THE SIDE YARD SETBACK, A REQUEST FOR A VARIANCE TO EXCEED THE MAXIMUM DISTURBED AREA TO CONSTRUCT SUBSTANTIAL ADDITIONS, A REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT A GUEST HOUSE AND A REQUEST FOR SITE PLAN REVIEW TO CONSTRUCT SUBSTANTIAL ADDITIONS AND A GUEST HOUSE AT AN EXISTING SINGLE FAMILY RESIDENCE. Mr. and Mrs. Ray Ferris, 50 Eastfield Drive (Lot 99 -EF) Minutes City Council Meeting 12/17/96 -1- e Y RESOLUTION NO. 802: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS GRANTING A VARIANCE TO ENCROACH INTO THE FRONT YARD SETBACK TO CONSTRUCT A GARAGE, GRANTING A VARIANCE TO ENCROACH INTO THE SIDE YARD SETBACK TO CONSTRUCT A GARAGE, GRANTING A VARIANCE TO EXCEED THE MAXIMUM DISTURBED AREA, GRANTING APPROVAL FOR A CONDITIONAL USE PERMIT FOR A GUEST HOUSE, AND GRANTING SITE PLAN REVIEW APPROVAL OF SUBSTANTIAL ADDITIONS TO AN EXISTING RESIDENTIAL STRUCTURE IN ZONING CASE NO. 540. City Manager Nealis presented Resolution No. 802. Mayor Murdock opened the continued public hearing and called for testimony. Hearing none, Mayor Murdock closed the public hearing. Mayor Pro Tem Lay moved that the City Council adopt Resolution No. 802. Councilmember Heinsheimer seconded the motion which carried unanimously. NEW BUSINESS RESOLUTION NO. 801: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, PROVIDING FOR THE APPOINTMENT OF THE OFFICES) OF THIS CITY THAT WERE TO BE ELECTED ON TUESDAY, MARCH 4, 1997. City Manager Nealis presented the staff report. Councilmember Hill moved that the City Council adopt Resolution No. 801. Mayor Pro Tem Lay seconded the motion which carried unanimously. INSTALLATION AND OATH OF OFFICE FOR NEWLY APPOINTED OFFICIALS City Manager Nealis administered the oath of office to Councilmember Godfrey Pernell and Councilmember Tom Heinsheimer. Mayor Murdock congratulated Councilmember Pernell and Councilmember Heinsheimer. OPEN AGENDA - APPROXIMATELY 7:35 A.M. - PUBLIC COMMENT WELCOME None. MATTERS FROM MEMBERS OF THE CITY COUNCIL Mayor Murdock reported that the City will be celebrating its 40th anniversary of incorporation on January 24, 1997. Staff was directed to advertise in the Citywide Minutes City Council Meeting 12/17/96 -2- Newsletter that the City Council will recognize the 40th anniversary of the City at the City Council meeting on Monday, January 27, 1997 with light refreshments and cake. Mayor Murdock also reported on her attendance with the City Manager at a meeting with other South Bay Cities' Mayors and Managers with Congresswoman Jane Harman. Mayor Murdock thanked staff for their efforts in preparing the Annual Holiday Open House. MATTERS FROM STAFF None. ADIOURNMENT Hearing no further business before the City Council, Mayor Murdock adjourned the meeting at 8:40 a.m., to the next regular meeting of the City Council scheduled for Monday, December 23, 1996.
