3/24/1997MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA MARCH 24,1997 CALL TO ORDER An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Murdock at 8:00 a.m., at 1 Buggy Whip Drive, Rolling Hills, California. ROLL CALL Councilmembers Present: Hill, Pernell, Mayor Pro Tem Lay and Mayor Murdock. Councilmembers Absent: Heinsheimer (abstaining). Others Present: Craig R. Nealis, City Manager. PUBLIC HEARINGS - Continued ZONING CASE NO. 548, AN APPEAL OF A PLANNING COMMISSION APPROVAL OF A REQUEST FOR A MODIFICATION TO A CONDITIONAL USE PERMIT TO RELOCATE A TENNIS COURT TO A BASEMENT BENEATH GARAGES AND STORAGE AREAS AND A REQUEST FOR A MODIFICATION TO A SITE PLAN REVIEW TO INCREASE GRADING ON A SITE WHERE A SINGLE FAMILY RESIDENCE, GARAGES, GUEST HOUSE, POOL, TENNIS COURT, AND STABLE HAVE BEEN APPROVED. MR. JOHN Z. BLAZEVICH, 1 BUGGY WHIP DRIVE (LOT 176 -A -MS AND A PORTION OF LOT 176 -MS) Members of the City Council and those in attendance reviewed the items identified in a letter sent to the applicant including the elevation of the pad at the northwest corner of the property, the outline of the house, the ridgeline of the house, and the elevation at the corner of the existing guest house. Additionally, those in attendance reviewed the grading for the new pad area and drainage repair to accommodate a new stable, repair of the easterly slope adjacent to the proposed subterranean tennis court area, the proposed subterranean tennis court location and the elevation of the existing pad. Those in attendance also reviewed the trees proposed to be removed by the applicant that were originally planted in violation of the previous Resolution of Approval. Mr. Kim indicated that he feels that the ridgeline of the house is approximately 12 feet higher than the ridgeline which he indicated was previously identified on the property in October, 1995. Mayor Pro Tem Lay suggested that the applicant reduce the pad elevation, and beginning of the top of the slope point at the northwest corner of the property by about 5 to 8 feet back from the proposed location as identified on the pad to further scale back the effect of the pad at that location. Mayor Pro Tem Lay also requested that staff have the grade of the old house available at the continued public hearing this evening. Minutes City Council Meeting 03 / 24 / 97 Field Trip -1- Regarding the subterranean tennis court, it was identified by the applicant's representatives that there would be no air conditioning system to cool the air in the proposed subterranean sports court area. Discussion ensued regarding the review of the grading by the County and necessity for the City to review grading modifications. Those in attendance viewed the trees from the property owned by Mrs. Shen, 15 Crest Road West, the Bemises, 11 Crest Road West and Paks, 9 Crest Road West. Staff expressed that the proposal to remove coastal redwood trees did not represent an amended landscape plan that would still be required to be submitted by the applicant and conform to the requirements of the existing and/or new Resolutions in this case. Hearing no further discussion, this public hearing was continued to 7:30 p.m. on Monday, March 24, 1997, in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills. ADIOURNMENT Hearing no further business before the City Council, Mayor Murdock adjourned the meeting at 9:35 a.m., to the regular meeting of the City Council to be held on Monday, March 24, 1997, beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills.
