CALL TO ORDER
An adjourned regular meeting of the City Council of the City of Rolling Hills was called to
order by Mayor Lay at 8:01 a.m., at 6 Ringbit Road West, Rolling Hills, California.

Councilmembers Absent: Heinsheimer (excused).

PUBLIC HEARINGS -Continued
ZONING CASE NO. 545A, CONSIDERATION OF AN APPEAL OF PLANNING
COMMISSION DENIED REQUESTS FOR SITE PLAN REVIEW APPROVAL FOR
THE CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE AND DENYING
A REQUEST FOR A VARIANCE TO PERMIT AN ENCROACHMENT INTO THE
FRONT YARD SETBACK FOR A STABLE AND CORRAL BY THE INABILITY OF
THE COMMISSION TO MAKE AFFIRMATIVE FINDINGS ON THE
APPLICATIONS BY MAJORITY VOTE. MS. KELLY TSOU, 6 RINGBIT ROAD
WEST (LOT 8 -A -2 -SF).
Prior to consideration of this matter, Councilmember Godfrey Pernell declared that his
residence is within 2,500 feet of the subject site and declared that this project would not
have a impact to his property beyond $10,000 and declared himself eligible to participate.
Following an orientation of the site by Doug McHattie, Dr. Marrone, 17 Southfield Drive,
questioned the quantity of soil that would be moved and indicated that based upon his
research with his private engineers, that "a massive amount" of soil would be moved to
accommodate the grading plan. Dr. Marrone indicated that he has an issue with the
grading in this case.
Mrs. Carol Marrone, 17 Southfield Drive, indicated that her geologist felt that between
15,000 and 20,000 cubic yards of soil would be moved to accommodate the grading plan.
Mr. Bill Horn, 16 Southfield Drive, expressed concern regarding the proposed location of
the stable and what landscaping would be used to screen it from view.
Dr. Gordon Schaye, 58 Portuguese Bend Road, expressed concerns over the location of the
house and its impact from adjoining properties views.
Mr. Charles Raine, 2 Pinto Road, expressed concern regarding the size of the house,
quantity of grading, and the impact of grading into the adjoining canyon.
Mr. McHattie reiterated that there no enlargement of the pad is proposed under this
application.

Dr. Marrone indicated that he supports the applicant's right to build a house but felt that
this should be accomplished without any grading.
Ms. Cindy Simon, applicant's legal representative, indicated that there will be less grading
than has been expressed by those concerned and that the applicant's engineer would
present this information for consideration at the next hearing on this case.
Councilmember Pernell requested that geology samples from the actual building site be
analyzed for the next City Council meeting.
Ms. Simon presented a letter to the City Council requesting that this matter be continued
to the City Council meeting on June 23, 1997. The City Council concurred with this request
and continued the public hearing to June 23, 1997, beginning at 7:30 p.m., in the Rolling
Hills City Council Chambers, at 2 Portuguese Bend Road, Rolling Hills California.
ADJOURNMENT
Hearing no objection, Mayor Lay adjourned the meeting at 8:38 a.m. to June 9, 1997, at 7:00
p.m. in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills.
