CALL TO ORDER
A regular adjourned meeting of the City Council of the City of Rolling Hills was called to
order by Mayor Pro Tem Hill at 8:00 a.m., at 10 Pine Tree Lane, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Murdock, Pernell and Mayor Pro Tem Hill.
Councilmembers Absent: Mayor Lay (excused).

PUBLIC HEARINGS - Continued
ZONING CASE NO. 555, SUBDIVISION NO. 82 AND TENTATIVE PARCEL MAP
NO. 21400; A REQUEST TO MODIFY A PREVIOUSLY APPROVED 3 -LOT
SUBDIVISION OF LAND AT LOT 85-RH, AND CURRENTLY, 10 PINE TREE
LANE, ROLLING HILLS, CA, AN EXISTING LOT THAT HAS ONE RESIDENTIAL
UNIT, TO BE IMPLEMENTED BY MR. AND MRS. WILLIAM HASSOLDT. LOT 85-
RH CONSISTS OF 7.826 ACRES GROSS TO BE DIVIDED INTO THREE PARCELS
AS FOLLOWS: PARCEL 1 - 2.78 ACRES GROSS, 2.07 ACRES NET; PARCEL 2 - 2.58
ACRES GROSS, 2.07 ACRES NET; AND PARCEL 3 - 2.47 ACRES GROSS, 2.01
ACRES NET. PLANNING COMMISSION RECOMMENDS APPROVAL.
City Manager Nealis provided background to those in attendance regarding the proposed
modifications to the previously approved subdivision map. The applicants are proposing
to realign their lot lines and a cul-de-sac location modification.
Those in attendance viewed a map outlining the proposed cul-de-sac location and the
actual staking of the cul-de-sac location. Following discussion, City Manager Nealis
reported that the applicants have approached staff regarding a phased approach to the cul-
de-sac, roadway widening and bridle trail construction with the applicants being
responsible for the cul-de-sac construction and future subdividers being responsible for the
road widening and bridle trail construction. City Manager Nealis indicated that the City
Attorney is currently reviewing this proposal, in concept. City Manager Nealis reported
that this has not been formally submitted by the applicants in writing but has been offered
for discussion purposes and it is anticipated that the applicant will make this presentation
at the Monday, July 28 public hearing.
Councilmember Godfrey Pernell suggested that a City/County monitored private roadway
reimbursement district including the potential subdividers with tentative maps, might be
beneficial in this case. It was suggested that the Hassoldts learn about this process and
consider it as an option. Councilmember Pernell also suggested that the applicants work
with the adjoining property owners to resolve the financial issues relative to construction
costs. Councilmember Heinsheimer, after discussing this case with those in the field,
indicated that are other options which may exist including placement of the cul-de-sac on
the Hassoldts lowest lot which would also accommodate the future subdivision of the
Cukingnan property.

Doug McHattie, South Bay Engineering, representing the Cukingnans, indicated that the
Cukingnan cul-de-sac proposal and subdivision is further along in the process with the
County of Los Angeles than is believed. He said the Cukingnans are willing to begin
construction as soon as possible and expressed that the proposed modification of the cul-
de-sac by the Hassoldts is unnecessary.
ADTOURNMENT
Hearing no further business before the City Council, Mayor Pro Tem Hill adjourned the
meeting at 8:30 a.m. to the next regular meeting of the City Council to be held on Monday,
July 28, 1997, beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese
Bend Road, Rolling Hills.
