8/22/1960MINUTES OF REGULAR MEETING OF THE CITY COUNC°IL OF THE CITY OF ROLLING HILLS, CALIFORNIA 22 August.1960 The regular meeting of the City Council of the, City of Rolling Hills was called to order by Mayor Nielsen at 7030 P.M., Monday, 22 August 1960 in the City Hall, ROLL CALL Present: Councilmen Horn, Roach, Tourtelot and`Mayor Nielsen Absent: Councilman OtFlaherty Also Present: City Clerk Gilbert Bo Myers, City Attorney William Kinley, Deputy City Clerk Mary Louise Powers, City Treasurer Lloyd W. Hully, Marcus Peppard, Jr, APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman Horn and unanimously carried, the minutes of the meetings held 25 July and 8 August 1960 were approved as written. TAX RATE 1960-61 Councilman T6urtelot stated that he would be in favor of passing the budget on the basis of $1.00 per $100.00 assessed valuation, and also in favor of the City continuing to work in conjunction, with the Association to build up a reserve fund by maintaining the present tax rate; He further suggested that a post card poll be taken among the property owners to.ascertain their reaction to 1), increased gate service, 2) three lane gates and 3) purchase of gate properties. Councilman Roach statedtthat he'is in favor of maintaining the present tax rate unless a substantial reduction could be made, Mayor Nielsen suggested that both the City and the Association work together on a general improv-ement program; Mayor Nielsen appointed Councilman Tourtelot to work with him, ADOPTION OF ORDINANCE U-25 Proposed Ordinance No. U-25, "An Ordinance Adopting a Budget for the City of Rolling Hills for the fiscal year commencing July 1, 1960, and ending June 30, 1961 and Fixing the Amount of Revenue from Property Taxes Necessary to Support the Departments of the City of Rolling Hills during the Fiscal Year" was read in full by Councilman Horn, Thereupon, on motion made by Councilman Horn and seconded by Councilman Tourtelot, said'Ordinance No. U-25 was, on.roll.call vote by the City Clerk, unanimously adopted, Ordinance No, U-25 is set forth in full in the Book of Ordinances. RESOLUTION NO. 103 On motion made by Councilman Tourtelot, seconded by Councilman Horn, Resolution o. 103 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Fixing the Rate of Taxes for the Fiscal Year Beginning July 1, 1960 and Ending June. 30, 1961.1° was, on roll call vote by the City Clerk, unanimously adopted. Resolution No., 103 is set forth in full in the Book of Resolutions. CORRESPONDENCE The City Clerk read the following: a.) a letter from Frank G. Bonelli, Chairman of Board of Supervisors, thanking :the 1 City Council for the resolution commending him. b) a letter from Governor Edmund G. Brown, State of California, dated 15 August 1960,. urging citizens to register to vote. c) a letter dated August 8, 1960 from Young Land Co., stating that the sewer line to Crest School will be run outside the City of Rolling Hills. d) a letter from the Civil Engineers and Land Surveyors Association of California re competitive bidding for surveying and mapping services. e) a letter from Los Angeles County Auditor - Controller stating the assessed valuations of property in City of Rolling Hills is $7,530,050.00 for the fiscal year 1960-61. f) a letter from.1the Los Angdes County Pound Department regarding amendment to Pound Ordinance which provides for release for medical research df animals impounded from unincorporated areas of the County. RUSSELL LAWSUIT .Mr. Kinley reported on the present status of the action entitled "Russell v City of Rolling Hills". FENCE REGULATIONS The matter was ordered tabled until the next meeting. CITY TREASURERiS REPORT The City Treasurer submitted a report for the month of July 1960 which stated that as of July 31, 1960 the balance in the Genenal.Fund was $21,807.83, including $10,000.00 in Treasury Bills; in the In Lieu Fund the balance was $18,701.42, including $12,000.00 in Treasury Bills. On motion made by Councilman Tourtelot, seconded by Councilman Horn and unanimously carried, the report was accepted and ordered filed. CITY BILLS The City Clerk presented the register of bills to be allowed for payment. On motion of Councilman Roach, seconded by -councilman Horn and on roll call vote by the City Clerk unanimously carried. In the absence of Councilman O'Flaherty,,Mayor Nielsen appointed Councilman Tourtelot Finance Officer pro tempore. Demands 694 through 701 were approved for payment from the General Fund ' as follows: Demand No. 694 Southern California Edison Co. 38.39 Demand No. 695 General Telephone Co. 90,72 Demand No. 696 L. A. County,Assessor 109.44 Demand No. 69,7 Palos Verdes Water Co. 8.40 Demand No. 698 City of Palos Verdes Estates 277,00 Demand No. 699 Gilbert B. Myers 534.65 Demand Noe No. 700 William Kinley. Louise Powers 200,00 Demand 701 Mary 3120 ?9571030 COTTON AND FRANCISCO AUDIT REPORT It was moved by Councilmah Horn, seconded by Councilman Tourtelot and unanimously carried that the audit report prepared by Cotton and Francisco for the fiscal year 1959-60 which was presented to the Council at its last meeting be accepted. and ordered filed. LETTER AGREEMENT FOR GATE OPERATION The City Attorney presented to the Council a letter agreement dated June 27, 1960 to be executed by the City of Rolling Hills and the Rolling Hills Community Association for the operation and maintenance of the gates and gate houses beginning July 1, 1960 and ending June 30, 1961. On motion by Councilman Roach, seconded by Councilman Horn and unanimously carried, the Mayor and City Clerk were authorized.. -empowered and directed to execute said agreement on behalf of the City of Rolling Hills. PURCHASE OF NEVV TYPEWRITER On a motion duly made and seconded and unanimously, passed, the Purchasing Officer wasoauthorize4 to purchase a new electric typewriter at a cost of not more than $500.00, DIVISION OF CITY INTO FIVE COUNCILMANIC DISTRICTS Councilman Tourtelot stated that he was interested in the advisability of dividing the City into five Councilmanic districts so that each district would be represented in the City Council, The City Attorney will make a summary of the Govern- jaent Code Sections to show what will have to be done, and submit the summary.at the next meeting. ADJOURNMENT There being no meeting, it was moved by Councilman Tourtelot and be adjourned at 9.-00 P.
