AUGUST 10, 1998
CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by
Mayor Hill at 7:33 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Lay, Murdock, Pernell and Mayor Hill.
Councilmembers Absent: Heinsheimer (excused).
Others Present: Craig R. Nealis, City Manager.
Marilyn L. Kern, Deputy City Clerk.
Captain Ed Hitchcock, Los Angeles County
Sheriff's Department, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar
causing it to be considered under Council Actions.
a. Minutes - Regular Meeting of July 27, 1998.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
Councilmember Lay moved that the City Council approve the recommendations in the
Consent Calendar. Councilmember Murdock seconded the motion which carried
unanimously by those Councilmembers in attendance.

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
• Mr. Scott Gobble, Southern California Edison Company, provided a packet of
information to the City Council regarding an electric utility proposition on the
November ballot.

FIELD TRIP
FIELD TRIP TO 3 ACACIA ROAD, TO INSPECT THE VIEW FROM THAT
PROPERTY RELATING TO CONSIDERATION OF A REQUEST FROM THE
ROLLING HILLS TENNIS CLUB REGARDING PROPOSED LANDSCAPE
IMPROVEMENTS TO THE TENNIS COURTS AND A REQUEST FOR THE
EXPENDITURE OF FUNDS FOR PATIO FURNITURE FOR THE GAZEBO AREA.
City Manager Nealis provided background regarding this item. Mayor Hill opened the
meeting for public comment.
Mrs. Ann Carley, RHCA Landscape Committee Chair, reported that she visited the site and
reviewed the melaleuca trees from all sides. She indicated that she feels that the trees
screen the light standards from neighboring properties during daytime hours and should
not be removed. She suggested that they be trimmed.
Councilmembers and those in attendance discussed the suggested trimming of the
melaleuca trees and the screening provided by other vegetation on the tennis court
property. City Manager Nealis reported that copies of all backup material for this evening's
meeting was forwarded to the new resident at 1 Acacia Lane.
At 7:45 p.m., Mayor Hill adjourned the meeting to a field review of the lighting from
various points adjacent to Tennis Court Nos. 2 and 3 and neighboring properties.
The City Council and the following individuals convened at Tennis Court No. 3 to
observe the lights: Stephen Riggins, 1 Acacia Lane, Joe Hummel, Tennis Club Facilities
and Equipment Chair, Donovan Black, Tennis Club President, Peter and Susan
Breitenstein, 5 Acacia Road, Ann Carley, RHCA Landscape Committee Chair,
Councilmembers Lay, Murdock, Pernell, Mayor Hill and City Manager Craig Nealis. Those
in attendance observed the lights when activated on Tennis Court No. 2 and No. 3.
Those in attendance proceeded to view the lights from the rear of the residential structure
at the Riggins residence, 1 Acacia Lane.
Following discussion at that location, the group proceeded to view the lights from the
perspective of Walter Gage's house including views from the exterior of the Gage's living
room, dinning room, master bedroom and driveway. Hilliary Post, 1 Acacia Road joined
the meeting at this address.
Following discussion, the City Council continued this matter to the regular City Council
meeting to be held on August 24, 1998.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Hill adjourned the meeting at
8:20 p.m., to the next regularly scheduled meeting of the City Council to be held on
Monday, August 24, 1998, in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, CA 90274.
