MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA
12 September 1960
The regular meeting of`the City Council of the
City of Rolling Hills was called to order by Mayor Nielsen
at 7:30 P.M., Monday, 12 September 1960 in the City Hall.

APPROVAL OF MINUTES
On motion of Councilman Horn, seconded by
Councilman Tourtelot and unanimously carried, the minutes
of the meeting held 22 August 1960 were approved as written.
PERSONAL APPEARANCES - MEMBERS OF LOS ANGELES_ COUNTY
SHERIFFS DEPARTMENT
Undersheriff Harold C. Marlowe and his Aide,
Bill Reid, along with Captain Denis "and Lieutenant Hamilton
of the Lennox Station paid a courtesy visit to the City
Gouncil and extended greetings from Sheriff Pitchess.
Undersheriff Marlowe assured the Council that the Sheriff's
Department is willingand anxious to cooperate with the
City of Rolling Hills and the other contract cities.
CORRESPONDENCE
The City Clerk read the following:
a) a letter dated August 29, 1960 from Joe Crail,
Chairman of Constitution Day Observance
Committee, requesting that the Mayor proclaim
Saturday, September 17, 1960 as Constitution
Day in the City of Rolling Hills.a''Thereupon,
the Mayor proclaimed Saturday, September 17,
1960 as Constitution Day in the City of Rolling
Hills and ordered the City Clerk to post a copy
of said proclamation in the usual public places.
b) a letter dated August 30, 1960 from Marvin T.
Throndson, Poundmaster of Los Angeles County
Pound Department, advising that effective
September 1, 1960'the contract between the
Southern California Humane Society and the
County of Los Angeles would no longer be in
effect and announcing that County owned animal
shelter will be.completed by July 1961 in the
Dominguez area.

c) letters dated August 24 and August 30, 1960 from
Los Angeles County Department of Auditor -Controller
enclosing copies of authorization"which request
cancellation of erroneous assessments of Gordon
Shultz, 10 Johns Canyon, in the amount of $1,500.00;
and Charles G. Laspe, 22-.Middleridge North, in
the -amount of $300.00. Since the City Council has
to approve deleting the above amounts from the
assessment roll, a motion was mad'e', 'seconded and
unanimously carried that the City Attorney be
authorized to sign the requests for cancellation
of. erroneous assessments in the amounts of
$1,50'0.00 and $300.00.
d) copy of letter dated August 25, 1960 addressed
to the Board of Directors of the Rolling Hills
Community Association re view obstruction.
e) letter dated August 30, 1960 from City of Palos
Verdes .Estates acknowledging receipt of.$277.00
for the City of Rolling Hills share of the
expenditures in connection with the application
of Palos Verdes Water Co. for a rate increase.
The City Attorney reported that he is studying
the findings and conclusions of the Public
Utilities Commission with regard to the application
and will make a report at the next meeting.
f) a letter dated September 9,. 1960 from South Bay
Engineering Corporation re Flood Control Project #570,
stating that field work necessary for design and
preliminary 'engineering design are complete, and
that"engineering drawings and cost estimates to
be submitted to Los Angeles County Flood Control,
R/W and Design Division by October 1, 1960.
g) a letter dated September 9,.1960 from the Los
.Angeles County'Heart Association.asking the City
Council to support the 1961• Heart Fund Campaign.
The City Clerk was instructwd to answer the letter.
RUSSELL LAWSUIT
Mr. Kinley reported on -the present
action entitled "Russell v City of Rolling
FENCE REGULATIONS.

Hills".
The matter was ordered tabled until the next meeting.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills to be
allowed for'payment. On motion of Councilman Roach, seconded
by Councilman Tourtelot and"on-roll call vote by the City
Clerk unanimously carried. Demands 702 through 714 were
approved for payment from the General Fund as follows:

CITY CLERK'S REPORT
The City Clerk's financial report for the fiscal
year July 1, 1959 to June 30, 1960 was presented to the
Council, a copy of which is made a part of these minutes.
On motion of Councilman Horn, seconded by Councilman
Roach and unanimously carried, the City Clerk's report
for the fiscal year was approved and ordered filed and
the Clerk was instructed to post the report at three
public places in the.City.
RESOLUTION NO. 104
Councilman Horn moved that Resolution No. 104
entitled "Resolution of the City Council of the City of
Rolling Hills, California, Authorizing Execution of a
'General Services Agreement' Pursuant to Section 51301
of the Government Code of the State of California" be
adopted. The motion was seconded by Councilman Roach,
and on roll call vote by the City Clerk was unanimously
adopted. Resolution No. 104 is set forth in full in the
Book of Resolutions.
RESOLUTION NO. 2 OF PLANNING COMMISSION RECOMMENDING
AMENDMENT TO ZONING ORDINANCE NO. 33
The City Attorney reported that a Planning
.Commission meeting'kas1held 25 August 1960 and Resolution
No. 2 was adopted which recommended to the City Council
that lots 69-A', 69-C, 69-E and 70-B, now zoned RAS -1,
be changed to RAS -2.
A motion was made by Councilman Horn, seconded
by Councilman Tourtelot and unanimously carried that a
public hearing be held on September 26, 1960 at 7:15 P.M.
in the Council Chambers of the City Hall to consider the
recommendation of the Planning Commission to amend
Ordinance No. 33 as set forth in Resolution No. 2 of
the Planning Commission. Resolution No. 2 was delivered
to the City Clerk and was ordered filed.
POST CARD POLL RE TAX RATE 1960-61
Councilman Tourtelot presented a'copy 6f'suggested
phrasing to be used on post card poll _to be taken among the
property owners to ascertain their reaction to 1) -increased
gate service, three lane gates or 2) reduction of taxes.
The wording was approved unanimously by the Council,, and the
City Clerk was instructed to mail the post cards as soon as
possible.
CITY TREASURER'S REPORT
The report -of the City Treasurer was submitted
for the month of August 1960 which stated that.as of
August 31, 1960 the balance in the General Fund was
$18,343.10, including $10,000.00 in Treasury Bills; in
the In Lieu Fund the balance was $16,251.42, including
$12,000.00 in Treasury Bills. On motion made by Council-
man Tourtelot, seconded by Councilman Horn and unanimously
carried, the report was accepted and ordered filed.
