You could engage Caballeros to install the bleachers. However, it is clearly a public project that would trigger the requirement for payment of prevailing wages under the Labor Code. Thus, whatever contractor is hired to assemble and install the bleachers would need to pay prevailing wages to their employees on the job. Would that kick it over the $5,000? You don't, of course, count the cost of our building department in determining whether it exceeds the $5,000 threshold.
