2/18/1999MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA FEBRUARY 18, 1999 CALL TO ORDER An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Hill at 7:30 a.m., at 1 Crest Road East, Rolling Hills, California. ROLL CALL _Councilmembers _Present: Lay,. Murdock, _P_ernell, . Mayor _Pro Tem _Heinsheimer - and Mayor Hill. Councilmembers Absent: None. Others Present: Craig R. Nealis, City Manager. Lola Ungar, Planning Director. Ms. Christine Mulligan, Applicants' Representative. PUBLIC HEARINGS ZONING CASE NO. 586, APPEAL OF A PLANNING COMMISSION APPROVAL OF A VARIANCE TO ENCROACH INTO THE FRONT YARD SETBACK FOR A PREVIOUSLY ILLEGALLY CONSTRUCTED GARDEN PLATFORM/VIEW AREA. Mr. and Mrs. Brent Harris, 1 Crest Road East (Lot 1 -FT) Those in attendance viewed the view area at the subject property. Staff described the process by which this case was presented to the Planning Commission and the encroachment that the applicant is requesting to be permitted as constructed. Hearing no further discussion, Mayor Hill continued this public hearing to the regular City Council meeting to be held on Monday, February 22, 1999 and called for a recess. He indicated that the City Council would reconvene in the City Council Chambers at City Hall. Mayor Hill reconvened the meeting at 7:45 a.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. PLANNING COMMISSION ITEMS RESOLUTION NO. 99-3: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS GRANTING SITE PLAN REVIEW APPROVAL TO CONSTRUCT A NEW SINGLE FAMILY RESIDENCE TO REPLACE AN EXISTING SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 589. MR. AND MRS. FRED RIPLEY, 91 CREST ROAD EAST. City Manager Nealis presented the staff report outlining the applicants request and Planning Commission' action relative to Zoning Case No. 586. Mr. Criss Gunderson, Applicants' representative, indicated that he would be happy to answer any questions regarding the project. Hearing no discussion, Mayor Hill called for a motion. Councilmember Heinsheimer moved that the City Council receive and file Planning Commission Resolution No. 99-3. Councilmember Pernell seconded the motion which carried unanimously. OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME None. City Council Agenda 02/18/99 -1- MATTERS FROM MEMBERS OF THE CITY COUNCIL • Councilmember Godfrey Pernell indicated that he would not be able to attend the City Council meeting on February 22, 1999. He therefore requested that the City Council not consider Zoning Case No. 586 and that it be continued from February 22, 1999 to March 8, 1999. MATTERS FROM STAFF None. ADIOURNMENT Hearing no further business before the City Council, Mayor Hill adjourned the meeting at 7:50 a.m., to the next regular meeting of the City Council to be held on Monday, February 22, 1999, in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
