10/25/1999 MINUTES OF A � REGULAR MEETING OF THE CITY COUNCIL.OF THE \...-�—•..rs.Y..., �...ry_,...�, CITY OF ROLLING HILLS, CALIFORNIA � OCTOBER 25, 1999 ` CALL TO ORDER A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Heinsheimer at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Hill, Lay, Murdock, Mayor Pro Tem Pernell and Mayor Heinsheimer. Councilmembers Absent: None. Others Present: Craig R. Nealis, City Manager. Lola Ungar, Planning Director. Marilyn L. Kern, Deputy City Clerk. CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes -Regular Meeting of October 11, 1999. RECOMMENDATION: Approve as presented. b. Payment of Bills. RECOMMENDATION: Approve as presented. c. Monthly Financial Statement for the Month of September, 1999. RECOMMENDATION: Approve as presented. d. BFI Recycling Tonnage Report for September, 1999. RECOMMENDATION: Receive and file. Councilmember Hill moved that the City Council approve the recommendations in the � Consent Calendar. Councilmember Murdock seconded the motion which carried unanimously. PLANNING COMMISSION ITEMS . RESOLUTION NO. 99-17: A RESOLUTION OF THE PLANNING CONIMISSION OF THE CITY OF ROLLING HILLS GRANTING A VARIANCE TO ENCROACH INTO THE FRONT YARD SETBACK TO EXPAND A FRONT ENTRY AT AN EXISTING SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 601. NIlZ. AND MRS. GIVE KAMALI,21 MIDDLERIDGE LANE NORTH (LOT 3-MR) City Manager Nealis presented the staff report providing background regarding the applicants' request and Planning Commission action relative to Zoning Case No. 601. Hearing no discussion or objection, Mayor Heinsheimer ordered that Resolution No. 99-17 be received and filed. TRAFFIC COMMISSION ITEMS None. PUBLIC HEARINGS-Continued ZONING CASE NO. 595 AN APPEAL OF A PLANNING COMNIISSION APPROVED REQUEST FOR A CONDITIONAL USE PERMIT TO PERMIT THE CONSTRUCTION OF A PROPOSED SPORTS COURT AT AN EXISTING SINGLE FAMILY RESIDENCE AT 27 NIIDDLERIDGE ROAD SOUTH (LOT 248-B-2-UR), ROLLING HILLS, CA. NIIZ. AND MRS.DON SLAUGHT,27 MIDDLERIDGE LANE SOUTH. Minutes City Council Meeting 10/25/99 -1- City Manager Nealis reported that this public hearing was continued to this evening's meeting for the purpose of establishing a date and time for a City Council field review of the property. Mayor Heinsheimer continued the public hearing to Wednesday, October 27, 1999, beginning at 4:30 p.m. at the subject property for the purpose of conducting a field review. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF APPROVAL OF MAINTENANCE INII'ROVEMENTS TO THE TENNIS COURTS. City Manager Nealis presented the staff report outlining the request by the Tennis Club for the replacement of the caulking material aground the tennis courts. Hearing no discussion, Mayor Heinsheimer called for a motion. Councilmember Lay moved that the City Council approve the expenditure and authorize staff to coordinate this work to be completed by the lowest bidder. Mayor Pro Tem Pernell seconded the motion which carried unanimously. OPEN AGENDA-APPROXIMATELY 8:00 P.M. -PUBLIC COMMENT WELCOME None. MATTERS FROM MEMBERS OF THE CITY COUNCIL None. MATTERS FROM STAFF City Manager Nealis reported that the City of Rancho Palos Verdes has requested that the City of Rolling Hills submit a letter supporting the proposed Peninsula Cities' participation in a Household Hazardous Waste Collection Program Grant for the new funding cycle. He also reported that he will be attending the California lntegrated Waste Management Board Meeting in San Luis Obispo on Tuesday, October 26, 1999. MATTERS FROM THE CITY ATTORNEY� None. ADTOURNMENT Hearing no further business before the City Council, Mayor Heinsheimer adjourned the meeting at 7:34 p.m., to an adjourned regular meeting scheduled for Wednesday, October 27, 1999, beginning at 4:30 p.m. at 27 Middleridge Lane South for the purpose of conducting a field review of the property.
